The Iranians had no sooner learned that nuclear<br \/>\nsanctions had been removed following the International Atomic Energy Association<br \/>\n(IAEA) announcement that they had verified Iran\u2019s compliance with all of their<br \/>\nobligations under the P5+1 Joint Comprehensive Plan of Action (JCPOA) agreement<br \/>\nthan they learned that new sanctions had been imposed.<\/p>\n<p>The JCPOA commits Iran to not undertaking \u201cany activity related to ballistic<br \/>\nmissiles designed to be capable of delivering nuclear weapons\u201d for a defined<br \/>\nperiod of time. Iran insists they are in compliance with this requirement because<br \/>\nthey say the missiles are designed to carry a conventional payload and deny<br \/>\nthat the missiles are capable of being nuclear armed. Iran expert <a href=\"http:\/\/www.thenation.com\/article\/behind-the-scenes-how-the-us-and-iran-reached-their-landmark-deal\/\">Gareth<br \/>\nPorter has argued<\/a> that the inclusion of the ballistic missile clause was<br \/>\na victory for Iran in the first place precisely because \u201cthe provision ended<br \/>\nwhat had been a meaningless ban, because its ballistic missiles were not designed<br \/>\nfor nuclear weapons.\u201d The other P5+1 nations seem to agree, as no other P5+1<br \/>\nnation has joined the Americans.<\/p>\n<p>With Iranian elections coming fast upon the lifting of sanctions, the new sanctions<br \/>\nare not likely to do serious harm to President Hassan Rouhani. The lifted sanctions<br \/>\ndwarf the new sanctions, and he can easily claim that the removal of sanctions,<br \/>\nthe return of Iranian oil to the market and the freeing of over $100 billion<br \/>\nof frozen Iranian money will provide a huge infusion into the Iranian economy<br \/>\nand improve the lives of Iranians even minus the much smaller new sanctions.<br \/>\nThe new sanctions will not cripple Iran\u2019s economy or even touch most Iranians.<br \/>\n<a href=\"http:\/\/www.nytimes.com\/2016\/01\/18\/world\/middleeast\/three-freed-americans-depart-iran-one-remains-us-officials-say.html?_r=1\">They<br \/>\nwill affect only a few companies and people<\/a> who ship the relevant technologies<br \/>\nto Iran.<\/p>\n<p>But the new American sanctions will add volume to the hardline<br \/>\nargument in Tehran. Though they shouldn\u2019t effect Rouhani\u2019s standing with the<br \/>\npeople, they may increase the internal challenges he faces.
