(Photo: Wikimedia Commons)<\/p>\n<\/div>\n<p><span style=\"font-weight: 400;\">Many in the United States have failed to see the urgency of the Islamic State because it seemed focused on the Middle East and thus a good candidate \u2013 whether you\u2019re coming from the left or libertarian right \u2013 for non-intervention. But the attacks in Paris and San Bernardino have disabused us of the notion that the Islamic State isn\u2019t afraid to punch above its weight and take on Europe and the United States. At <\/span><a href=\"http:\/\/www.politico.com\/magazine\/story\/2015\/12\/isil-paris-san-bernardino-affiliates-213438\"><i><span style=\"font-weight: 400;\">Politico <\/span><\/i><span style=\"font-weight: 400;\">Magazine, Harleen Gambhir<\/span><\/a><span style=\"font-weight: 400;\"> writes:<\/span><\/p>\n<blockquote readability=\"10\">\n<p><span style=\"font-weight: 400;\">ISIL\u2019s global strategy should come as no surprise. In fact, ISIL has pursued an international expansion campaign from the moment it declared its \u201ccaliphate\u201d in June 2014. While the group solidifies its proto-state in parts of Iraq and Syria, it also is expanding its would-be caliphate regionally \u2013 and preparing for the apocalyptic war it desires with the West.<\/span><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">To expedite that, the Islamic State is \u201cfostering affiliates in Muslim-majority areas and directing and inspiring terror attacks in the wider world,\u201d including \u201cEgypt, Libya, Afghanistan, Pakistan, Yemen, Saudi Arabia, Algeria, Russia and Nigeria,\u201d and, in the future, Bangaladesh, Tunisia, and Somalia. Mergers and acquisitions, in other words!<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(Breaking for an incipient panic attack as we briefly contemplate the Islamic State taking over the world.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kruse writes that, \u201cIts growth strategy is sophisticated and systematic\u201d \u2013 wait for it \u2013 \u201cmuch like a multinational corporation expanding by acquisition.\u201d <\/span><\/p>\n<blockquote readability=\"12\">\n<p><span style=\"font-weight: 400;\">Rather than build affiliates from the ground up, ISIL co-opts and changes existing militant groups or networks, some of which have splintered from Al Qaeda. Potential affiliates must consolidate factions, select a leader and present a military plan to ISIL\u2019s leadership for approval, according to ISIL\u2019s own standards.<\/span><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Also, like a multinational, the Islamic State performing due diligence. <\/span><\/p>\n<blockquote readability=\"10\">\n<p><span style=\"font-weight: 400;\"> ISIL then chooses whether to establish a wilayat, or province, in the affiliate\u2019s operating area. ISIL\u2019s leaders help these affiliates to become more brutal and effective by exporting military training and expertise. ISIL calls for international recruits to reinforce its strongest partners; it also provides military training and funding to some affiliates.<\/span><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">The irony of the Islamic State\u2019s resemblance to a multinational corporation is almost too delicious.
