Cabinet minister <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.huffingtonpost.co.uk%2Fnews%2Fken-clarke\" >Ken Clarke<\/a> is to share a platform with Labour peer Lord Mandelson later this month to stress the benefits of remaining in the union.<\/p>\n<p><img decoding=\"async\" alt=\"cameron\" src=\"http:\/\/i.huffpost.com\/gen\/930748\/thumbs\/o-CAMERON-570.jpg?8\"\/><\/p>\n<p><strong>Cameron is facing opposition from Tory Europhiles<\/strong><\/p>\n<p>The move comes after fellow Conservative &#8220;Big Beast&#8221; <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.huffingtonpost.co.uk%2F2013%2F01%2F12%2Flord-heseltine-warns-cameron-eu-referendum_n_2461377.html%3Futm_hp_ref%3Duk\" >Lord Heseltine<\/a> warned that the economy would suffer if Cameron took a &#8220;punt&#8221; and committed to a national poll on membership.<\/p>\n<p>Around 20 Tory MP have also apparently signed a letter, due to be published this week, warning of &#8220;massive damage&#8221; if the <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.guardian.co.uk%2Fcommentisfree%2F2013%2Fjan%2F12%2Fdavid-cameron-tips-from-john-major-europe\" >UK leaves the EU<\/a>.<\/p>\n<p>Rumours are swirling that Downing Street has given tacit approval to efforts to highlight the dangers of an exit.<\/p>\n<p>In an unusual intervention last week, senior US diplomat Philip Gordon openly stated that <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.huffingtonpost.co.uk%2F2013%2F01%2F09%2Fobama-cameron-britain-eu_n_2441697.html\" >America wanted Britain<\/a> to <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.telegraph.co.uk%2Ffinance%2Fnewsbysector%2Fretailandconsumer%2F9798148%2FNext-boss-backs-PM-on-Europe.html\" >remain in the EU<\/a>.<\/p>\n<p>Prominent <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.huffingtonpost.co.uk%2F2013%2F01%2F09%2Fsir-richard-branson-europe-warning-cameron_n_2439316.html%3F1358077596\" >business<\/a> figures including Sir Richard Branson and PR guru Roland Rudd have also spoken out about the potentially dire consequences of severing ties.<\/p>\n<p>Sources told the Mail on Sunday that Cameron believes it is &#8220;mad&#8221; to think that <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.walesonline.co.uk%2Fnews%2Fuk-news%2F2013%2F01%2F13%2Fcameron-facing-battle-over-europe-91466-32587359%2F\" >Britain can go it alone.<\/a><\/p>\n<p>And Tory backbencher Robert Buckland, who has organised the pro-membership letter, said he had been informed that Number 10 regarded his efforts as &#8220;helpful&#8221;.<\/p>\n<p>&#8220;There is a silent majority out there who do not want <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.telegraph.co.uk%2Fcomment%2Ftelegraph-view%2F9797329%2FCameron-must-be-bold-and-stand-up-to-Germany.html\" >Britain to leave the EU,<\/a>&#8221; he told the MoS.<\/p>\n<p>&#8220;The danger for the Tories is that because the Right-wing Eurosceptics are making the most noise, we could slide towards the <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.guardian.co.uk%2Fpolitics%2F2013%2Fjan%2F13%2Fdavid-cameron-sleepwalking-eu-ed-miliband\" >exit door of the EU.<\/a>&#8220;<\/p>\n<p>Buckland added: &#8220;I have been told No 10 views my efforts as being helpful. The Prime Minister is a Eurorealist. He wants us to <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.telegraph.co.uk%2Fnews%2Fpolitics%2Fed-miliband%2F9798489%2FEd-Miliband-no-referendum-on-Britains-membership-of-the-EU.html\" >stay in the EU<\/a> while having a debate about the terms of our membership, but it must not be used as a Trojan horse to get us to leave.&#8221;<\/p>\n<p>According to the Observer, Clarke and Lord Mandelson are spearheading a new organisation, the Centre for British Influence through Europe (CBIE).<\/p>\n<p>The group, due to launch at the end of the month, will apparently support a cross-party &#8220;patriotic fightback for <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.ft.com%2Fintl%2Fcms%2Fs%2F0%2F6adf463e-5c19-11e2-ab38-00144feab49a.html%23axzz2Hr2L5ojK\" >British leadership in Europe&#8221;.<\/a><\/p>\n<p>CBIE director Peter Wilding, a former Conservative Party spin doctor, told the newspaper: &#8220;We would argue &#8211; and many in the Tory party would agree &#8211; that disengagement from Europe is profoundly contrary to Britain&#8217;s national interests.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"mandy clarke\" src=\"http:\/\/i.huffpost.com\/gen\/938800\/thumbs\/o-MANDY-CLARKE-570.jpg?5\"\/><\/p>\n<p><strong>Mandelson and Clarke are hoping to halt the push away from Europe<\/strong><\/p>\n<p>However, Tory Eurosceptics are determined to maintain pressure on Cameron, buoyed by Chancellor <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.huffingtonpost.co.uk%2F2013%2F01%2F11%2Fgeorge-osborne-eu-threat_n_2454813.html%3Futm_hp_ref%3Duk\" >George Osborne&#8217;s<\/a> recent comments that the UK can only stay in the EU if it changes.<\/p>\n<p>A poll today suggested that Cameron could see off the rising political threat from <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.huffingtonpost.co.uk%2F2013%2F01%2F12%2Ftory-proposals-eu-referendum-ukip_n_2464393.html%3Futm_hp_ref%3Duk\" >Ukip<\/a> by promising an in-out referendum in his speech.<\/p>\n<p>Research by ComRes for the Sunday People found that 37% of Ukip supporters would desert the party if that pledge was made.<\/p>\n<p>Nearly two-thirds of those quizzed wanted a national vote on whether <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.independent.co.uk%2Fnews%2Fuk%2Fpolitics%2Ftory-eurosceptics-give-cameron-list-of-demands-for-reform-8449398.html\" >Britain should remain in the EU.<\/a><\/p>\n<p>Some 33% said they would cast their ballot in favour of a full withdrawal &#8211; including two thirds of Ukip supporters, 27% of Tories, 25% of Labour voters, and 17% of Liberal Democrats.<\/p>\n<p>However, more people &#8211; 42% said they were against <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.timesofmalta.com%2Farticles%2Fview%2F20130113%2Fopinion%2FBritain-s-fragile-EU-membership.452976\" >leaving the EU.<\/a><\/p>\n<p>There were also signs that opposition to the union has softened, with the proportion who think there should be a referendum dropping from 68% in October 2011.<\/p>\n<p>At that time 37% wanted to <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.dailymail.co.uk%2Fdebate%2Farticle-2261564%2FIt-time-clarity-realism-EU-Cameron-promises-referendum-subject.html\" >exit the EU<\/a> altogether.<\/p>\n<p>Meanwhile, the Fresh Start Group of Tory MPs is set to demand that swathes of powers covering crime, justice and policing are clawed back from the EU.<\/p>\n<p>In a manifesto being published on Wednesday, it will call for the repatriation of more than 130 powers which it claims are vital to retain &#8220;national democratic accountability&#8221;, protect British interests and resist the rise of the EU superstate.<\/p>\n<p><img decoding=\"async\" alt=\"lord heseltine\" src=\"http:\/\/i.huffpost.com\/gen\/840472\/thumbs\/o-LORD-HESELTINE-570.jpg?4\"\/><\/p>\n<p><strong>Heseltine voiced his concern on Saturday over Britain&#8217;s increasing isolation from Europe<\/strong><\/p>\n<p>Conservative MP Andrea Leadsom, co-founder of the Fresh Start Group, told the Sunday Telegraph: &#8220;The proposed reforms in policing and crime are representative of the new relationship the Fresh Start Project supports for the UK in the EU. Effective cooperation without ceding democratic control.<\/p>\n<p>&#8220;The status quo in the EU is no longer an option. Returning powers to member states is not an impossible task.&#8221;<\/p>\n<p>Labour leader Ed Miliband ruled out promising a referendum on Britain&#8217;s relationship with Europe before the future shape of the EU was clear.<\/p>\n<p>He told the BBC&#8217;s Andrew Marr Show that the way Cameron was handling the situation was &#8220;incredibly dangerous&#8221;.<\/p>\n<p>&#8220;I think he is essentially sleepwalking us towards the exit door of the EU,&#8221; he said.<\/p>\n<p>&#8220;The last thing we should do is start saying for some date five, six, seven years hence, let&#8217;s decide now to have an in-out referendum.&#8221;<\/p>\n<p>Miliband went on: &#8220;As Michael Heseltine said very well yesterday&#8230; that means you are having a referendum on a negotiation that has not yet begun, with a timescale that is uncertain and an outcome that is unknown. That is an incredible gamble.<\/p>\n<p>&#8220;We know why this is happening. He is worried about the threat from Ukip and he is worried about what is happening in his own party.<\/p>\n<p>&#8220;It is the wrong thing to do. It is not in the national interest.&#8221;<\/p>\n<p>Miliband added: &#8220;The question for now is should we have a referendum, should we commit to a referendum, should we promise one.
