This measure is highly correlated with\u00a0the unemployment rate, so the NFIB survey anticipated little or no\u00a0improvement in the rate. Job creation plans weakened substantially, falling\u00a04 points to a net 1 percent planning to increase employment.&#8221;<\/em><\/p>\n<\/blockquote>\n<p class=\"c7\">The chart below shows the high correlation between employment and the NFIB&#8217;s job creation plans. \u00a0This doesn&#8217;t bode well for continued employment expansion.<\/p>\n<p class=\"c7\"><a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.streettalklive.com%2Fimages%2Fstories%2F1dailyxchange%2FNFIB-Employment-010813.PNG\"  title=\"NFIB-Employment-010813\" class=\"highslide ageent-ru\"><img decoding=\"async\" src=\"http:\/\/www.streettalklive.com\/images\/stories\/1dailyxchange\/NFIB-Employment-010813.PNG\" alt=\"NFIB-Employment-010813\" width=\"500\" class=\"i_want_img2\"\/><\/a><\/p>\n<p class=\"c7\">Importantly, the increases in payroll taxes from the recent <em>&#8220;fiscal cliff&#8221;<\/em> resolution could have a greater impact on consumption than expected in the months ahead. \u00a0With <em>&#8220;poor sales&#8221;<\/em> and <em>&#8220;taxes&#8221;<\/em> being two, of the top three, concerns by small businesses currently &#8211; it is unlikely that there will be any substantial improvement in economic outlooks in the months ahead.<\/p>\n<blockquote>\n<p class=\"c7\"><em>&#8220;Seventy percent of the owners characterize the current\u00a0period as a bad time to expand; one in four of them cite political\u00a0uncertainty as the top reason. This &#8216;uncertainty&#8217; is likely to be a headline\u00a0player for at least the first half of 2013. As the year progresses, those\u00a0looking for some meaningful progress on the deficit are likely to be\u00a0disappointed. \u00a0Spending will not be cut in any substantial way. \u00a0Many new &#8216;taxes&#8217; will be imposed. The Federal Reserve will keep financing the\u00a0deficit, continually expanding its portfolio. Eventually the Federal Reserve\u00a0will be able to declare victory (unemployment rate at 6.5%) even if its\u00a0policies are benign or even mildly counterproductive.&#8221;<\/em><\/p>\n<\/blockquote>\n<p>As we stated in <a href=\"http:\/\/redirect.viglink.com\/?key=11fe087258b6fc0532a5ccfc924805c0&#038;u=http%3A%2F%2Fwww.streettalklive.com%2Fdaily-x-change%2F1381-nfib-and-exports-more-about-the-economy-than-the-election.html\">last month&#8217;s report<\/a>: \u00a0<\/p>\n<blockquote>\n<p><em>&#8220;The uncertainty surrounding the economy that currently exists limits the ability for businesses to plan&#8230;For businesses their outlook is driven by those silly little economic factors like supply, demand and profits.\u00a0<\/em><\/p>\n<p><em>It is important to view this report from the perspective of the business owner. \u00a0Business owners are some of the best allocators of capital and resources. \u00a0They spend money to increase production, expand facilities and hire employees to meet increasing demand. \u00a0They operate within the confines of the <strong>real<\/strong> economic environment, rather than theory, and the results of the recent election point to a tougher economic climate ahead.<\/em><\/p>\n<p><em>Until there is an improvement in the uncertainty that surrounds the economy there is likely very little headway that will be made in the months to come. \u00a0While further stimulative programs may boost asset markets in the near term it is unlikely that the engines of economic growth will kick in until debt levels are reduced, tax policies are clarified and the regulatory environment is cleared.&#8221; \u00a0<\/em><\/p>\n<\/blockquote>\n<p>The current survey was completed prior to the\u00a0last minute\u00a0<em>&#8220;fiscal cliff&#8221;<\/em>\u00a0deal that raised taxes on small business owners and employers. \u00a0It is unlikely that higher tax rates will spur businesses to expand employment, make capital expenditures or increase production. \u00a0Furthermore, with the resolution to the upcoming debt ceiling likely resulting in few, if any, real spending cuts the worries about future economic strength will likely persist. \u00a0<\/p>\n<p>The January survey will be very telling as to the perceived impact of the new tax rules on small businesses.
