In a little-noticed exchange during congressional testimony, the FBI\u2019s then-director Robert Mueller admitted that the Bureau had an interest in the elder Tsarnaev <em>before<\/em>Russia\u2019s warning. That crucial admission has somehow become buried over time, and the government has been only too happy to leave it out of sight.<\/p>\n<p>What else is the Bureau hiding\u2013and what is the truth behind this subterfuge?<\/p>\n<p><strong>Implausible Deniability<\/strong><\/p>\n<p>The record shows that the FBI has repeatedly flip-flopped on this matter, but the significance of this curious behavior has escaped the scrutiny of the traditional media.<\/p>\n<p>In fact, it turns out that Tamerlan Tsarnaev came to the FBI\u2019s attention at least <em>twice <\/em>prior to Russia\u2019s March 2011 warnings.<\/p>\n<p>Rep. Steve King (R-Iowa), while questioning Mueller about Russia\u2019s warning to the FBI regarding Tamerlan asked: \u201cDid you have domestic information on Tamerlan prior to that\u2013prior to that [March 2011] date?\u201d<\/p>\n<p>\u201c I don\u2019t believe so,\u201d Mueller responded.<\/p>\n<p>\u201cPardon me?\u201d King pressed.<\/p>\n<p>\u201cWait, wait, wait,\u201d Mueller stammered, \u201cHis name had come up in two other cases.\u201d He went on to say that Tamerlan\u2019s name came up regarding cases of other individuals which were subsequently closed.<\/p>\n<p>\u201cSo it\u2019s reasonable that the letter of March 4, 2011 refocused the FBI on Tamerlan?\u201d King continued.<\/p>\n<p>\u201cAbsolutely,\u201d Mueller admitted.<\/p>\n<p>That exchange came <a href=\"http:\/\/www.c-span.org\/video\/?313323-1\/fbi-director-faces-house-judiciary-committee-oversight\" target=\"_blank\">during testimony<\/a> in June 2013, before the House Judiciary Committee. What\u2019s particularly notable about the exchange, besides Mueller\u2019s apparent shift in demeanor, is that King had just returned from Russia where he was briefed extensively on what the Russians knew about Tamerlan Tsarnaev back in 2011.<\/p>\n<p>Even more notable, as King points out in the exchange with Mueller, was the extensive amount of information Russia gathered on Tsarnaev, an individual living in the US. And yet, as was made obvious by King\u2019s line of questioning, the FBI missed Tamerlan\u2019s \u201cradicalization,\u201d despite already having him on their radar, something Russia was able to do from afar.<\/p>\n<p>An anonymous FBI source told <em>Politico\u2019s <\/em>Josh Gerstein, one of the only <a href=\"http:\/\/www.politico.com\/blogs\/under-the-radar\/2013\/06\/fbi-knew-earlier-of-boston-bombing-suspect-166313.html\" target=\"_blank\">mainstream journalists to pick up on<\/a> the notable exchange, that the prior contacts were benign\u2013and not about terrorism.
