Warsaw has paid \u00e2\u201a\u00ac230,000 to two former inmates of CIA “black site” prisons, which used to be on Poland’s territory – a move that has raised questions in the country.<\/p>\n

“Poland has\u00a0fulfilled the ruling of the European Court of Human Rights,”\u00a0<\/em>Deputy Foreign Minister Rafa\u00c5\u201a Trzaskowski said on Thursday, RIA\u00a0Novosti reports. He said that money had been sent to one victim’s\u00a0bank account. The other’s share had been transferred to his court\u00a0deposit, as he is under international sanctions.<\/p>\n

The European Court of Human Rights ruled in July 2014 that Poland\u00a0must pay compensation to the two terror suspects: Palestinian Abu\u00a0Zubaydah and Saudi Abd al-Rahim al-Nashiri, who were held and\u00a0tortured in CIA-run detention centers in Poland between 2002 and\u00a02003. The court set this Saturday as the deadline for the\u00a0payments.<\/p>\n

The two men are now being held in America’s Guantanamo Bay prison\u00a0in Cuba. They are to receive \u00e2\u201a\u00ac100,000 each for psychological\u00a0damage, plus Zubaydah is due an additional \u00e2\u201a\u00ac30,000 in court\u00a0expenses.<\/p>\n

Warsaw’s decision to pay up raised questions in Poland.\u00a0Opposition lawmaker Witold Waszczykowski, cited by AP, said:
\n\u201cI think we shouldn\u2019t pay, we shouldn\u2019t respect this\u00a0judgment. This is a case not between us and them \u2014 it\u2019s between\u00a0them and the United States government.\u201d<\/em><\/p>\n

\n However, no US officials have been held accountable to date. The
\n only other related ruling handed down by the European Court of
\n Human Rights was to Macedonia. In 2012, it was ordered to pay
\n €60,000 for the detention of a Lebanese-German, who was subjected
\n to abuse by the CIA on trumped up terror suspicions.\n<\/p>\n

\n Poland has been investigating allegations of secret CIA detention
\n centers or “black sites” on its territory since 2008. In December
\n 2014, Poland’s former President Aleksander Kwaśniewski officially
\n admitted that a secret CIA prison had existed at an airbase,
\n where terror suspects were brought for torture and interrogation.
\n He insisted, though, that Warsaw had no idea about the abuse
\n happening at the site.\n<\/p>\n

\n Kwaśniewski’s statement came on the heels of a US Senate
\n committee report on CIA activities. In August the same year,
\n Barack Obama admitted for the first time that torture had indeed
\n taken place in American custody after the 9\/11 attacks.\n<\/p>\n

\n The authorities should have expected to be held accountable
\n sooner or later, criminology professor Ben Davis told RT.
\n “The only people who have been betrayed in all of this are
\n the ordinary people in all of these countries,”<\/em> he said.
\n “The ordinary citizens who count on their governments not to
\n torture people, to comply with their obligations in international
\n law or domestic law.”<\/em>\n<\/p>\n
