The letter, which was included with the paychecks of the town\u2019s police officers, spells out in very plain terms their actual role in the community \u2014 extorting money for the state.<\/p>\n<p>In the document obtained by <a href=\"http:\/\/thinkprogress.org\/justice\/2015\/04\/10\/3643582\/worse-ferguson-week-st-louis-countys-egregious-night-courts\/\">ThinkProgress<\/a>, the mayor\u00a0is careful to point out that the town does not have quotas. He states that he\u00a0only wants \u201cgood tickets\u201d written\u00a0but adds that he is still very disappointed that the Department had been extorting fewer people. Gwaltney goes on to threaten the officers\u2019 bank accounts, stating;<\/p>\n<blockquote><p>\u201cThe tickets that you write do add to the revenue on which the P.D. budget is established and will directly affect pay adjustments at budget time.\u201d<\/p><\/blockquote>\n<p>He doesn\u2019t stop with their pay, either, the mayor then goes on to imply that\u00a0the officers benefits may be in danger, should they not get their ticket production up by budget time.<\/p>\n<blockquote><p>\u201cIt has always been the desire of myself and the Board to provide a safe and pleasant work place with good compensation and benefits for everyone. \u00a0However, our ability to continue doing this is being compromised by your work slow down. \u00a0I realize that your work production records are directly effected by many extenuating circumstances and those factors are always accounted for as your work records are reviewed by myself and human resources,\u201d the mayor warns.<\/p><\/blockquote>\n<figure><img decoding=\"async\" src=\"http:\/\/tftppull.freethoughtllc.netdna-cdn.com\/wp-content\/uploads\/2015\/04\/may-john-gwaltney-letter.jpg\" alt=\"may john gwaltney letter\" \/><\/figure>\n<p>One fifth of\u00a0Edmundson\u2019s population is below poverty level, and the town collects 35% of its revenue from tickets and fines.<\/p>\n<p>While departments will usually deny quotas exist, more and more police have been admitting to their existence, despite the careful wording to leave enough wiggle room for plausible deniability.<\/p>\n<p>However, just last week we reported on \u201c<a href=\"http:\/\/thefreethoughtproject.com\/shock-video-3-minutes-cop-admits-quotas-falsifying-charges-extorting-poor\/#QKzq8Ju2UXJkTxf0.99\">the world\u2019s worst cop<\/a>\u201d who also admitted to the use of quotas and was captured on video.<\/p>\n<p>\u201cThis is the last day of the month. I get every stat I need just off of you guys,\u201d says the officer as he begins his rights violating confession.<\/p>\n<p>\u201cSo you guys gotta make quota, huh?\u201d asks the detained teen.<\/p>\n<h3><strong>\u201cWe don\u2019t have a quota. We have\u00a0<em>expectations.\u00a0<\/em>And what that means is, you will make so many arrests a month, you should write so many tickets a month, and you should haul so many dumbasses to jail a month. If we\u2019re gonna pay you $100,000 a year, we should expect something back from you, shouldn\u2019t we?\u201d says the officer.<\/strong><\/h3>\n<p>When the man replies, \u2018yes\u2019 that he understands what the officer just said, the cop then asks, \u201cWould you like to be part of my quota tonight?\u201d<\/p>\n<p>The young man then asks the cop, \u201cOn what grounds [would you arrest me]?\u201d<\/p>\n<p>To which the cop replies, \u201c\u2018On what grounds?\u2019 Oh, I don\u2019t know, I\u2019ll think of something.
