The report casts doubt on the viability of a technology police and federal agencies <a href=\"https:\/\/www.aclu.org\/alpr\">spend millions of dollars <\/a>each year procuring and maintaining.<\/p>\n<p>In May 2014, the city council in Menlo Park passed an ordinance requiring regular reporting on the city\u2019s use of license plate readers and the data they generate. The<a href=\"http:\/\/menlopark.org\/DocumentCenter\/View\/5786\">first transparency report<\/a> is now public. It shows that between July 1 and October 1 2014, the license plate readers captured 263,430 images of ordinary people\u2019s license plates. Out of those, only 141 provoked a \u201chit\u201d in the system, notifying police that the car was on a hot list. But according to the report, \u201cThe vast majority of the hits were subsequently deemed to be a \u201cfalse read\u201d after further review by the ALPR operator.\u201d In other words, police collected over a quarter million records of the movements of ordinary California residents, but the data was only relevant to a crime less than one one thousandth of a percent of the time.
