A U.S. district judge in\u00a0<a style=\"font-weight: bold; color: #003399;\" href=\"http:\/\/topics.bloomberg.com\/washington\/\">Washington<\/a>\u00a0called the program \u201calmost Orwellian\u201d in a December ruling and said it probably violates constitutional\u00a0<a style=\"font-weight: bold; color: #003399;\" href=\"http:\/\/topics.bloomberg.com\/privacy-rights\/\">privacy rights<\/a>.
