{"id":114361,"date":"2014-04-22T15:36:25","date_gmt":"2014-04-22T15:36:25","guid":{"rendered":"http:\/\/dronewars.net\/?p=5423"},"modified":"2014-04-22T15:36:25","modified_gmt":"2014-04-22T15:36:25","slug":"project-crossbow-how-a-norfolk-raf-base-plugs-into-the-drone-wars","status":"publish","type":"post","link":"http:\/\/rinf.com\/alt-news\/editorials\/project-crossbow-how-a-norfolk-raf-base-plugs-into-the-drone-wars\/","title":{"rendered":"Project Crossbow: How a Norfolk RAF base plugs into the drone wars"},"content":{"rendered":"<p>A map in the USAF\u2019s new \u2018<a href=\"http:\/\/www.af.mil\/News\/ArticleDisplay\/tabid\/223\/Article\/475227\/future-outlook-released-for-remotely-piloted-aircraft.aspx\" >RPA Vector Report\u2019 <\/a>released on April 4 2014 confirms that \u2018Project Crossbow\u2019 based at RAF Marham in Norfolk is part of the intelligence backbone guiding the growing use of US and UK drones.<\/p>\n<p>While British Reaper drones based in Afghanistan are being remotely controlled from RAF Waddington\u00a0in Lincolnshire, RAF Marham\u00a0near Kings Lynn\u00a0is home to\u00a0<a href=\"http:\/\/www.marhammattersonline.co.uk\/389\/\" >Crossbow,\u00a0a joint UK-US intelligence analysis\u00a0project<\/a>. Operated<span style=\"color:#333333;\">\u00a0by the RAF&#8217;s Tactical Imagery Intelligence Wing (TIW) but &#8220;under the tactical control&#8221; of a USAF Squadron, Crossbow\u00a0<\/span>receives and feeds information into the US Distributed Common Ground System (DCGS).<\/p>\n<div id=\"attachment_5447\" style=\"width: 700px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/dronewarsuk.files.wordpress.com\/2014\/04\/rso-architecture21.jpg\"><img decoding=\"async\" class=\"wp-image-5447 size-full\" src=\"http:\/\/dronewarsuk.files.wordpress.com\/2014\/04\/rso-architecture21.jpg?w=700\" alt=\"rso-architecture2\"   \/><\/a><\/p>\n<p class=\"wp-caption-text\">&#8216;Remote Operations Architecture&#8217; map showing\u00a0command &amp; control connections and information feeds from US drones. Source:\u00a0USAF RPA Vector Report<\/p>\n<\/div>\n<h4><strong>Distributed Common Ground System<\/strong><\/h4>\n<p>The <a href=\"http:\/\/www.af.mil\/AboutUs\/FactSheets\/Display\/tabid\/224\/Article\/104525\/air-force-distributed-common-ground-system.aspx\" >Distributed Common Ground System<\/a> is the US military\u2019s key tool for collecting, analysing and distributing information and intelligence collected from U-2, Global Hawk, Predator, Reaper, MC-12 and what the USAF discreetly calls \u201cother ISR platforms\u201d (i.e. the <a href=\"http:\/\/www.flightglobal.com\/news\/articles\/usaf-reveals-rq-170-sentinel-is-new-stealth-uav-335875\/\" >Sentinel<\/a>).\u00a0 Other, more traditional\u00a0manned aircraft also feed intelligence from various electronic sensors into the DCGS.<\/p>\n<p>There are five military DCGS\u00a0core sites which receive, analyze and disseminate information from \u201cmultiple ISR platforms in multiple theaters of operation simultaneously.\u201d\u00a0 The core sites, which are in turn networked with more than 20 other specialist information processing sites, are located at Langley Air Force base in Virginia, Beale Air Force base in California, Hickam\u00a0Air Force base in Hawaii; Ramstein Air Base in Germany and Osan Air Force Base in South Korea.<\/p>\n<p>A sixth DCGS, developed and operated by the US \u2018intelligence community\u2019 is not marked on the map no doubt for national security reasons.<\/p>\n<p>This 20-second video\u00a0demonstrates how the communications network works:<\/p>\n<p><span class='embed-youtube' style='text-align:center; display: block;'><iframe class='youtube-player' type='text\/html' width='640' height='480' src='http:\/\/www.youtube.com\/embed\/oDCQ9uO5Lk4?version=3&#038;rel=0&#038;%23038;fs=1&#038;%23038;showsearch=0&#038;%23038;showinfo=1&#038;%23038;iv_load_policy=1&#038;%23038;wmode=transparent' frameborder='0'><\/iframe><\/span><\/p>\n<p>According to a\u00a0<a href=\"http:\/\/images.military.com\/PDF\/gao-report-dcgs-063013.pdf\" >Congressional GAO report<\/a>\u00a0into the Distributed Common Ground System published in June 2013<\/p>\n<blockquote>\n<p>\u201cSince the late 1990s, the military services have worked to develop the Distributed Common Ground\/Surface System (DCGS) to provide more effective capabilities to process, analyze, and disseminate intelligence data. DCGS\u00a0is not a single system but has evolved into a family of systems consisting of six acquisition programs managed individually by the Air Force, Army, Navy, Marine Corps, Special Operations Command (SOCOM), and the Intelligence Community. These programs are collectively referred to as the DCGS\u00a0Enterprise. Each DCGS system is intended to incorporate a common software architecture and set of data standards to facilitate interoperability with one another. When completed the family of systems is expected to provide an information sharing infrastructure where virtually all military intelligence data will reside and the tools and services to enable users to discover and analyze the data regardless of who owns it.\u201d<\/p>\n<\/blockquote>\n<p>The GAO report states that \u201cthe total estimated cost of all the [military] service systems is more than $10.6bn for current set of capabilities being developed and fielded.&#8221; \u00a0With regard to the intelligence community DCGS &#8211; known as DCGS-IC &#8211; the GAO report states<\/p>\n<blockquote>\n<p>\u201c[The] sixth program &#8211; DCGS for the Intelligence Community &#8211; is managed by the <a href=\"http:\/\/www.nro.gov\/about\/index.html\" >National Reconnaissance Office<\/a> to provide a link between the DoD and the national intelligence organizations; and is funded through intelligence appropriations.\u201d<\/p>\n<\/blockquote>\n<h4><strong>European Connections<\/strong><\/h4>\n<p>The map clearly shows the connections between US drone operations over south Asia with Europe. Ramstein airbase in Germany, which hosts a DCGS\u00a0system is one of three key nodes highlighted and is labelled \u2018RTCF\/PPSL\u00a0\u2018 or \u2018Real Time Computer Facility \/ Primary Predator Satellite Link\u2019. The fact that Ramstein is involved with US drones wars through hosting a DCGS core site has become <a href=\"http:\/\/translate.google.com\/translate?sl=auto&amp;tl=en&amp;js=y&amp;prev=_t&amp;hl=en&amp;ie=UTF-8&amp;u=http%3A%2F%2Fwww.tagesschau.de%2Finland%2Framstein-drohnen100.html&amp;edit-text=&amp;act=url\" >highly controversial in Germany<\/a> with many political and civil society groups <a href=\"http:\/\/www.dw.de\/berlin-powerless-to-challenge-us-drone-operations-at-ramstein-air-base\/a-17545327\" >demanding an end to the operations or\u00a0at the very least more information<\/a>.<\/p>\n<p>The map details two other European nodes in the DCGS network besides Ramstein.\u00a0 Firstly <a href=\"http:\/\/apps.militaryonesource.mil\/MOS\/f?p=MI:CONTENT:0::::P4_INST_ID,P4_CONTENT_TITLE,P4_CONTENT_EKMT_ID,P4_CONTENT_DIRECTORY:2470,Installation%20Overview,30.90.30.30.30.0.0.0.0,1\" >NAS Sigonella<\/a>\u00a0\u00a0is a US\u00a0Navy Air Station that hosts US Global Hawk and Reaper drones. Global Hawks and Reapers flew from NAS Sigonella <a href=\"http:\/\/theaviationist.com\/2012\/02\/09\/future-drones-world-capital-sigonella-italy\/\" >during the air war on Libya<\/a>. Italy also has its own unarmed Reapers which are also controlled from Sigonella and <a href=\"http:\/\/www.northropgrumman.com\/Capabilities\/NATOAGS\/Pages\/default.aspx\" >NATO\u2019s AGS (a version of the Global Hawk) will also be based there<\/a>. Finally \u2018Crossbow\u2019 is highlighted on the map.<\/p>\n<h4>The Crossbow Connection<\/h4>\n<p>According to the RAF, since March 2011 Crossbow has been \u201cproviding near real time\u00a0imagery intelligence analysis in support of UK and Coalition forces in Afghanistan. Analysts receive feed from the US Distributed Common Ground System (DCGS), which provides globally-networked\u00a0Intelligence Surveillance and Reconnaissance (ISR) capabilities.\u201d Air Officer ISTAR, Air Commodore \u2018Flash\u2019 Gordon (yes, really) stated:<\/p>\n<blockquote>\n<p>\u201cCROSSBOW is an innovative, affordable and highly effective force multiplier that significantly enhances our combat Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) capabilities; it also serves to demonstrate the close and enduring cooperation between the RAF and USAF\u201d.<\/p>\n<\/blockquote>\n<div id=\"attachment_5461\" style=\"width: 410px\" class=\"wp-caption alignright\"><a href=\"http:\/\/dronewarsuk.files.wordpress.com\/2014\/04\/crossbow-capability2.jpg\"><img decoding=\"async\" class=\"size-full wp-image-5461\" src=\"http:\/\/dronewarsuk.files.wordpress.com\/2014\/04\/crossbow-capability2.jpg?w=700\" alt=\"Image analysis at TIW, RAF Marham\"   \/><\/a><\/p>\n<p class=\"wp-caption-text\">Image analysis at TIW, RAF Marham<\/p>\n<\/div>\n<p>Like much of what happens in relation to the day-to-day use of drones, its hard to know what that means in actual practise.<\/p>\n<p>According to the GAO report into DCGS: &#8220;The war efforts in Afghanistan continue to generate huge amounts of full motion video and other imagery data. Current analysis techniques are limited in that they demand the full attention of at least two intelligence analysts tasked with watching video, calling out observations, and transcribing the content.&#8221;<\/p>\n<p>Last October in response to a question from Tom Watson MP about Crossbow, the MoD Minister <a href=\"http:\/\/www.theyworkforyou.com\/wrans\/?id=2013-10-08e.168526.h&amp;s=date%3A20131008+column%3A34+section%3Awrans\" >Andrew Robathan stated<\/a>\u00a0that the imagery involved was only collected from RAF Tornados. However a month later, in response to a follow up question from Tom Watson, <a href=\"http:\/\/www.theyworkforyou.com\/wrans\/?id=2013-11-11a.174453.h\" >the new MoD minister Mark Francois corrected Robathan&#8217;s answer<\/a>, admitting that \u201cnear real time imagery analysis of Full Motion Video collected by a range of UK and USAF Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) assets\u201d is processed at RAF Marham.<\/p>\n<p>According to the USAF,\u00a0Crossbow is\u00a0&#8220;under the tactical control or TACON&#8221; of the\u00a0480th Intelligence, Surveillance and Reconnaissance Wing\u00a0(the unit which oversees the USAF part of the DCGS\u00a0network) with an\u00a0officer from the USAF 480 ISR wing\u00a0based at\u00a0RAF Marham. In\u00a0March 2014 the current\u00a0officer, Capt. Brusle Sherburne IV (yes, honestly) was <a href=\"http:\/\/www.afisr.af.mil\/news\/story.asp?id=123402612\" >presented to the Queen when she visited the base<\/a>.<\/p>\n<p>Over the past two years\u00a0there has been growing controversy around UK intelligence support for US drone strikes taking place in Pakistan and Yemen. Reports\u00a0have linked\u00a0<a href=\"http:\/\/www.reprieve.org.uk\/press\/2013_06_26_uk_come_clean_gchq_cia_drone_strikes\/\" >GCHQ in Cheltenham\u00a0<\/a>with providing UK intelligence for US strikes in Pakistan, while US bases in the UK &#8211; including <a href=\"http:\/\/www.slate.com\/blogs\/future_tense\/2012\/09\/25\/menwith_hill_nsa_spy_center_in_britain_does_it_play_a_role_in_drone_strikes_.html\" >Menwith Hill in Yorkshire<\/a> and <a href=\"http:\/\/www.heraldscotland.com\/news\/home-news\/bt-accused-of-aiding-us-lethal-drone-attacks.21654416\" >Croughton in Northamptonshire <\/a>\u00a0&#8211; have also reportedly been processing intelligence for such strikes. While public information indicates that Crossbow is only processing information from and for military operations in Afghanistan,\u00a0the DCGS itself is clearly linked into the wider US intelligence system and deserves further investigation.
