For Cargill, Chevron, Monsanto, there\u2019s a gold mine of profits to be made from agri-business and energy exploitation.<\/em><\/p>\n<div>\n<blockquote><p>The potential here for agriculture \/ agribusiness is amazing \u2026 production here could double \u2026 Ukraine\u2019s agriculture could be a real gold mine.<\/p><\/blockquote>\n<\/div>\n<p>On 12th January 2014, a\u00a0<a href=\"http:\/\/www.voanews.com\/content\/reu-ukraine-anti-government-protesters-stage-first-mass-rally-of-2014\/1828480.html\" target=\"_blank\">reported 50,000 \u201cpro-Western\u201d Ukrainians<\/a>\u00a0descended upon Kiev\u2019s Independence Square to protest against the government of President Viktor Yanukovych.<\/p>\n<p>Stoked in part by\u00a0<a href=\"http:\/\/www.globalpost.com\/dispatch\/news\/regions\/europe\/140112\/ukraine-protests-swell-after-prominent-opposition-leaders-beatin\" target=\"_blank\">an attack on opposition leader Yuriy Lutsenko<\/a>, the protest marked the beginning of the end of Yanukovych\u2019s four year-long government.<\/p>\n<p>That same day, the\u00a0<a href=\"http:\/\/www.ft.com\/intl\/cms\/s\/0\/8dde553c-7b92-11e3-84af-00144feabdc0.html?siteedition=uk#axzz2vmwKJHNH\" target=\"_blank\">Financial Times reported<\/a>\u00a0a major deal for US agribusiness titan Cargill.<\/p>\n<p><strong>Business confidence never faltered<\/strong><\/p>\n<p>Despite the turmoil within Ukrainian politics after Yanukovych rejected a major trade deal with the European Union\u00a0<a href=\"http:\/\/www.reuters.com\/article\/2013\/11\/21\/us-ukraine-eu-idUSBRE9AK0S220131121\" target=\"_blank\">just seven weeks earlier<\/a>, Cargill was confident enough about the future to fork over $200 million to buy a stake in Ukraine\u2019s UkrLandFarming.<\/p>\n<p>According to the Financial Times, UkrLandFarming is the world\u2019s eighth-largest land cultivator and\u00a0<a title=\"Ukraine eggmaker's hard-boiled expansion plan - FT.com\" href=\"http:\/\/www.ft.com\/cms\/s\/0\/591e3156-3d8e-11e3-9928-00144feab7de.html\" target=\"_blank\">second biggest egg producer<\/a>. And those aren\u2019t the only eggs in Cargill\u2019s increasingly ample basket.<\/p>\n<p>On 13th December 2013, Cargill announced the\u00a0<a href=\"http:\/\/www.themoscowtimes.com\/business\/article\/cargill-buys-stake-in-novorossiysk-port-to-boost-black-sea-presence\/491486.html\" target=\"_blank\">purchase of a stake in a Black Sea grain terminal<\/a>\u00a0at\u00a0Novorossiysk on Russia\u2019s Black Sea coast.<\/p>\n<p>The port \u2014 to the east of Russia\u2019s strategically and historically important Crimean naval base \u2014 gives them a major entry-point to Russian markets and adds them to the list of Big Ag companies\u00a0<a href=\"http:\/\/www.agrimoney.com\/news\/cargill-extends-spree-of-black-sea-port-deals--6589.html\" target=\"_blank\">investing in ports around the Black Sea<\/a>, both in Russia and Ukraine.<\/p>\n<p>Cargill has been in Ukraine for\u00a0<a href=\"http:\/\/www.cargill.com\/worldwide\/ukraine\/\" target=\"_blank\">over two decades<\/a>, investing in grain elevators and acquiring a major\u00a0<a href=\"http:\/\/www.cargill.com\/feed\/brands\/provimi\/\" target=\"_blank\">Ukrainian animal feed company<\/a>\u00a0in 2011. And, based on its investment in UkrLandFarming, Cargill was decidedly confident amidst the\u00a0<a href=\"http:\/\/www.nytimes.com\/2013\/11\/27\/world\/europe\/protests-continue-as-ukraine-leader-defends-stance-on-europe.html\" target=\"_blank\">post-EU deal chaos<\/a>.<\/p>\n<p>It\u2019s a stark juxtaposition to the alarm bells ringing out from the US media, bellicose politicians on Capitol Hill and perplexed policymakers in the White House.<\/p>\n<p><strong>Instability \u2014 what instablility?<\/strong><\/p>\n<p>It\u2019s even starker when compared to the anxiety expressed by Morgan Williams, President and CEO of the\u00a0<a href=\"http:\/\/www.usubc.org\/site\/\" target=\"_blank\">US-Ukraine Business Council<\/a>\u00a0&#8211; which, according to its website, has been \u201cPromoting US-Ukraine business relations since 1995.\u201d<\/p>\n<p>Williams was interviewed by the\u00a0<a href=\"http:\/\/www.ibtimes.com\/westerners-know-very-little-about-ukraine-qa-us-ukraine-business-council-president-1561143\" target=\"_blank\">International Business Times<\/a>\u00a0on March 13\u00a0and, despite Cargill\u2019s demonstrated willingness to spend, he said, \u201cThe instability has forced businesses to just go about their daily business and not make future plans for investment, expansion and hiring more employees.\u201d<\/p>\n<p>In fact, Williams, who does double-duty as Director of Government Affairs at the private equity firm\u00a0<a href=\"http:\/\/www.sigmableyzer.com\/\" target=\"_blank\">SigmaBleyzer<\/a>, claimed, \u201cBusiness plans have been at a standstill.\u201d<\/p>\n<p>Apparently, he wasn\u2019t aware of Cargill\u2019s investment, which is odd given the fact that he could\u2019ve simply called Van A. Yeutter, Vice President for Corporate Affairs at Cargill, and asked him about his company\u2019s quite active business plan.<\/p>\n<p>There is little doubt Williams has the phone number because Mr. Yuetter serves on\u00a0<a href=\"http:\/\/www.usubc.org\/site\/u-s-ukraine-business-council-usubc-executive-committee\" target=\"_blank\">the Executive Committee<\/a>\u00a0of the selfsame US-Ukraine Business Council. It\u2019s quite a cozy investment club, too.<\/p>\n<p>According to his\u00a0<a href=\"http:\/\/www.sigmableyzer.com\/who-we-are\/our-people\/morgan-williams\" target=\"_blank\">SigmaBleyzer profile<\/a>, Williams \u201cstarted his work regarding Ukraine in 1992\u00e2\u20ac\u00b3 and has since advised American agribusinesses \u201cinvesting in the former Soviet Union.\u201d As an experienced fixer for Big Ag, he must be fairly friendly with the folks on the Executive Committee.<\/p>\n<p>Big Ag luminaries \u2014 Monsanto, Eli Lilly, Dupont, John Deere \u2026<\/p>\n<p>And what a committee it is \u2014 it\u2019s a veritable who\u2019s who of Big Ag. Among the luminaries working tirelessly and no doubt selflessly for a better, freer Ukraine are:<\/p>\n<ul>\n<li>Melissa Agustin, Director, International Government Affairs &amp; Trade for Monsanto<\/li>\n<li>Brigitte Dias Ferreira, Counsel, International Affairs for John Deere<\/li>\n<li>Steven Nadherny, Director, Institutional Relations for agriculture equipment-maker CNH Industrial<\/li>\n<li>Jeff Rowe, Regional Director for DuPont Pioneer<\/li>\n<li>John F. Steele, Director, International Affairs for Eli Lilly &amp; Company<\/li>\n<\/ul>\n<p>And, of course, Cargill\u2019s Van A. Yeutter. But Cargill isn\u2019t alone in their warm feelings toward Ukraine. As\u00a0<a href=\"http:\/\/www.reuters.com\/article\/2013\/05\/24\/monsanto-ukraine-idUSL5N0E51CM20130524\" target=\"_blank\">Reuters reported<\/a>\u00a0in May 2013, Monsanto \u2014 the largest seed company in the world \u2014 plans to build a $140 million \u201cnon-GM (genetically modified) corn seed plant in Ukraine.\u201d<\/p>\n<p>And right after the decision on the EU trade deal, Jesus Madrazo, Monsanto\u2019s Vice President for Corporate Engagement,\u00a0<a href=\"http:\/\/monsantoblog.com\/2013\/12\/19\/monsanto-and-its-commitment-to-ukraine\/\" target=\"_blank\">reaffirmed<\/a>\u00a0his company\u2019s \u201ccommitment to Ukraine\u201d and \u201cthe importance of creating a favorable environment that encourages innovation and fosters the continued development of agriculture.\u201d<\/p>\n<p>Monsanto\u2019s strategy includes a little \u201chearts and minds\u201d public relations, too. On the heels of Mr. Madrazo\u2019s reaffirmation,\u00a0<a href=\"http:\/\/monsantoblog.com\/2013\/12\/13\/monsanto-ukraine-launching-social-development-program\/\" target=\"_blank\">Monsanto announced<\/a>\u00a0\u201da social development program titled \u2018Grain Basket of the Future\u2019 to help rural villagers in the country improve their quality of life.\u201d<\/p>\n<p>The initiative will dole out grants of up to $25,000 to develop programs providing \u201ceducational opportunities, community empowerment, or small business development.\u201d<\/p>\n<p><strong>Immense economic importance<\/strong><\/p>\n<p>The well-crafted moniker \u2018Grain Basket of the Future\u2019 is telling because, once upon a time, Ukraine was known as \u2018the breadbasket\u2019 of the Soviet Union. The\u00a0<a href=\"https:\/\/www.cia.gov\/library\/publications\/the-world-factbook\/geos\/up.html\" target=\"_blank\">CIA ranks<\/a>\u00a0Soviet-era Ukraine second only to Mother Russia as the \u201cmost economically important component of the former Soviet Union.\u201d<\/p>\n<p>In many ways, the farmland of Ukraine was the backbone of the USSR. Its fertile black soil generated over a quarter of the USSR\u2019s agriculture. It exported substantial quantities of food to other republics and its farms generated four times the output of the next-ranking republic.<\/p>\n<p>Although Ukraine\u2019s agricultural output plummeted in the first decade after the break-up of the Soviet Union, the farming sector has been growing spectacularly in recent years.<\/p>\n<p>While Europe struggled to shake-off the Great Recession, Ukraine\u2019s agriculture sector grew 13.7% in 2013.<\/p>\n<p>Ukraine\u2019s agriculture economy is hot. Russia\u2019s is not. Hampered by the effects of\u00a0<a href=\"http:\/\/www.fwi.co.uk\/articles\/09\/12\/2013\/142338\/the-future-of-farming-in-russia.htm\" target=\"_blank\">climate change<\/a>\u00a0and\u00a0<a href=\"http:\/\/www.fwi.co.uk\/articles\/09\/12\/2013\/142338\/the-future-of-farming-in-russia.htm\" target=\"_blank\">25 million hectares<\/a>\u00a0of uncultivated agricultural land, Russia lags behind its former breadbasket.<\/p>\n<p><a href=\"http:\/\/www.osw.waw.pl\/en\/publikacje\/osw-commentary\/2014-02-07\/transformation-agriculture-ukraine-collective-farms-to\" target=\"_blank\">According to the Centre for Eastern Studies<\/a>, Ukraine\u2019s agricultural exports rose from $4.3 billion in 2005 to $17.9 billion in 2012 and, harkening the heyday of the USSR, farming currently accounts for 25% of its total exports. Ukraine is also the world\u2019s third-largest exporter of wheat and of corn. And corn is not just food. It is also ethanol.<\/p>\n<p><strong>Feeding Europe<\/strong><\/p>\n<p>But people gotta eat \u2014 particularly in Europe. As Frank Holmes of US Global Investors\u00a0<a href=\"http:\/\/www.businessinsider.com\/ukraine-is-quickly-becoming-the-breadbasket-of-europe-2011-2\" target=\"_blank\">assessed in 2011<\/a>, Ukraine is poised to become Europe\u2019s butcher. Meat is difficult to ship, but Ukraine is perfectly located to satiate Europe\u2019s hunger.<\/p>\n<p>Just two days after Cargill bought into UkrLandFarming, Global Meat News\u00a0<a href=\"http:\/\/www.globalmeatnews.com\/Industry-Markets\/Ukraine-forecasts-significant-rise-in-meat-exports\" target=\"_blank\">reported a huge forecasted spike<\/a>\u00a0in \u201call kinds\u201d of Ukrainian meat exports, with an increase of \u00a08.1% overall and staggering 71.4% spike in pork exports.<\/p>\n<p>No wonder Eli Lilly is represented on the US-Ukraine Business Council\u2019s Executive Committee. Its\u00a0<a href=\"http:\/\/www.reuters.com\/article\/2013\/11\/13\/usa-elanco-price-increase-idUSL2N0IY23320131113\" target=\"_blank\">Elanco Animal Health unit<\/a>\u00a0is a major manufacturer of feed supplements.<\/p>\n<p>And it is also notable that Monsanto\u2019s planned seed plant is non-GMO, perhaps anticipating an emerging GMO-unfriendly European market and Europe\u2019s\u00a0<a href=\"http:\/\/www.theguardian.com\/environment\/2014\/mar\/13\/organic-food-drink-sale\" target=\"_blank\">growing appetite<\/a>\u00a0for organic foods. When it comes to Big Ag\u2019s profitable future in Europe, the stakes couldn\u2019t be higher.<\/p>\n<p><strong>A long string of Russian losses<\/strong><\/p>\n<p>For Russia and its hampered farming economy, it\u2019s another in a long string of losses to US encroachment \u2014 from NATO expansion into Eastern Europe to US military presence to its south and onto a major shale gas development deal recently signed by Chevron in Ukraine.<\/p>\n<p>So, why was Big Ag so bullish on Ukraine, even in the face of so much uncertainty and the predictable reaction by Russia?<\/p>\n<p>The answer is that the seeds of Ukraine\u2019s turn from Russia have been sown for the last two decades by the persistent Cold War alliance between corporations and foreign policy. It\u2019s a version of the \u2018<a href=\"http:\/\/billmoyers.com\/episode\/the-deep-state-hiding-in-plain-sight\/\" target=\"_blank\">Deep State<\/a>\u2018\u00a0that is usually associated with the oil and defense industries, but also exists in America\u2019s other heavily subsidized industry \u2014 agriculture.<\/p>\n<p>Morgan Williams is at the nexus of Big Ag\u2019s alliance with US foreign policy. To wit,\u00a0<a href=\"http:\/\/www.sigmableyzer.com\/who-we-are\/our-people\/morgan-williams\" target=\"_blank\">SigmaBleyzer touts<\/a>\u00a0Mr. Williams\u2019 work with\u00a0\u201dvarious agencies of the US government, members of Congress, congressional committees, the Embassy of Ukraine to the US, international financial institutions, think tanks and other organizations on US-Ukraine business, trade, investment and economic development issues.\u201d<\/p>\n<p><strong>Freedom \u2014 for US business<\/strong><\/p>\n<p>As President of the US-Ukraine Business Council, Williams has access to Council cohort \u2014 David Kramer, President of\u00a0<a href=\"http:\/\/www.freedomhouse.org\/country\/ukraine#.UyM09ye57dI\" target=\"_blank\">Freedom House<\/a>. Officially a non-governmental organization, it has been\u00a0<a href=\"http:\/\/www.un.org\/News\/Press\/docs\/2001\/ngo432.doc.htm\" target=\"_blank\">linked<\/a>\u00a0with overt and\u00a0<a href=\"http:\/\/exiledonline.com\/wikileaks-expose-kochs-neocons-and-covert-regime-change-ops\/\" target=\"_blank\">covert \u2018democracy\u2019 efforts<\/a>\u00a0in places where the door isn\u2019t open to American interests \u2014 aka US corporations.<\/p>\n<p>Freedom House, the National Endowment for Democracy and National Democratic Institute\u00a0<a href=\"http:\/\/www.theguardian.com\/world\/2004\/nov\/26\/ukraine.usa\" target=\"_blank\">helped fund and support<\/a>\u00a0the Ukrainian \u2018Orange Revolution\u2019 in 2004. Freedom House is\u00a0<a href=\"http:\/\/www.activistcash.com\/organizations\/503-freedom-house\/\" target=\"_blank\">funded directly<\/a>\u00a0by the US Government, the National Endowment for Democracy and the US Department of State.<\/p>\n<p>David Kramer is a former Deputy Assistant Secretary of State for European and Eurasian Affairs and, according to his\u00a0<a href=\"http:\/\/freedomhouse.org\/content\/kramer-david-j#.UyM-hye57dI\" target=\"_blank\">Freedom House bio page<\/a>, formerly a Senior Fellow at\u00a0<a href=\"http:\/\/www.sourcewatch.org\/index.php\/Project_for_the_New_American_Century\" target=\"_blank\">the Project for the New American Century<\/a>.<\/p>\n<p><strong>Nuland\u2019s $5 billion for Ukrainian \u2018democracy\u2019<\/strong><\/p>\n<p>That puts Kramer and, by one degree of separation, Big Ag fixer Morgan Williams in the company of PNAC co-founder Robert Kagan who, as coincidence would have it, is married to Victoria \u201cF*ck the EU\u201d Nuland, the current Assistant Secretary of State for European and Eurasian Affairs.<\/p>\n<p>Interestingly enough, Ms. Nuland spoke to the US-Ukrainian Foundation last 13th December,\u00a0<a href=\"http:\/\/www.state.gov\/p\/eur\/rls\/rm\/2013\/dec\/218804.htm\" target=\"_blank\">extolling the virtues<\/a>\u00a0of the\u00a0<a href=\"http:\/\/www.ibtimes.com\/euromaidan-dark-shadows-far-right-ukraine-protests-1556654\" target=\"_blank\">Euromaidan<\/a>\u00a0movement as the embodiment of \u201cthe principles and values that are the cornerstones for all free democracies.\u201d<\/p>\n<p>Nuland also told the group that the United States had invested more than $5 billion in support of Ukraine\u2019s \u201cEuropean aspirations\u201d \u2014 meaning pulling Ukraine away from Russia. She made her remarks on a dais featuring a backdrop emblazoned with\u00a0<a href=\"http:\/\/www.youtube.com\/watch?v=2y0y-JUsPTU\" target=\"_blank\">a Chevron logo<\/a>.<\/p>\n<p>Also, her colleague and phone call buddy\u00a0US\u00a0<a href=\"http:\/\/www.theecologist.org\/blogs_and_comments\/commentators\/2325091\/ukraine_chevron_condi_rice_and_shale_gas_join_the_dots.html\" target=\"_blank\">Ambassador to Ukraine Geoffrey Pyatt helped Chevron<\/a>\u00a0cook up their 50-year shale gas deal right in Russia\u2019s kitchen.<\/p>\n<p><strong>Coca-Cola, Exxon-Mobil, Raytheon<\/strong><\/p>\n<p>Although Chevron sponsored that event, it is\u00a0<a href=\"http:\/\/www.usukraine.org\/funders2011.shtml\" target=\"_blank\">not listed as a supporter<\/a>\u00a0of the Foundation. But the Foundation does list the Coca-Cola Company, ExxonMobil and Raytheon as major sponsors. And, to close the circle of influence, the US-Ukraine Business Council is also listed as a supporter.<\/p>\n<p>Which brings the story back to Big Ag\u2019s fixer \u2014 Morgan Williams.<\/p>\n<p>Although he was glum about the current state of investment in Ukraine, he\u2019s gotta wear shades when he looks into the future. He told\u00a0<a href=\"http:\/\/www.ibtimes.com\/westerners-know-very-little-about-ukraine-qa-us-ukraine-business-council-president-1561143\" target=\"_blank\">the International Business Times<\/a>:<\/p>\n<p>\u201cThe potential here for agriculture \/ agribusiness is amazing \u2026 production here could double. The world needs the food Ukraine could produce in the future.\u00a0Ukraine\u2019s agriculture could be a real gold mine.\u201d<\/p>\n<p>Of course, his priority is to ensure that the bread of well-connected businesses gets lavishly buttered in Russia\u2019s former breadbasket. And there is no better connected group of Ukraine-interested corporations than\u00a0<a href=\"http:\/\/online.wsj.com\/news\/articles\/SB10001424052702304585004579417523345324430\" target=\"_blank\">American agribusiness<\/a>.<\/p>\n<p>Given the extent of US official involvement in Ukrainian politics \u2014 including the interesting fact that Ambassador Pyatt\u00a0<a href=\"http:\/\/www.kyivpost.com\/content\/ukraine\/pyatt-us-agencies-assisting-ukraine-in-yanukovych-corruption-investigation-338953.html\" target=\"_blank\">pledged US assistance<\/a>\u00a0to the new government in investigating and rooting-out corruption \u2014 Cargill\u2019s seemingly risky investment strategy probably wasn\u2019t that risky, after all.<\/p>\n<p><em><strong>J P Sottile\u00a0<\/strong>is a freelance journalist, radio co-host, documentary filmmaker and former broadcast news producer in Washington, D.C.
