Uitspraak van de waakhond - het dossier van Irak was omhoog sexed

De overheid wordt aangevallen „dodgy“ na een uitspraak die de manier kritiseert waarin de auteur van het dossier van Irak van September 2002 effectief anonimiteit is toegestaan.
De rechtbank van de Informatie heeft kritiseerde vandaag de overheid voor de afwezigheid van om het even welk controletraject dat het ware auteurschap van zijn dossier van September 2002 op de „wapens van Irak van massavernietiging“ toont. Bij een nieuwe uitspraak, heeft de rechtbank de positie goedgekeurd dat van het Bureau van het Kabinet het geen verslag heeft waarvan de ambtenaren of rotatie de artsen „aanzienlijke veranderingen“ in de samenvatting van het dossier aanbrachten. De liberale Democraten hebben reeds deze positie „dodgy“ veroordeeld.
Het geval vertegenwoordigt een andere slag aan de eis dat van de overheid het dossier het werk van de intelligentiediensten, na de publicatie in Februari van het eerste ontwerp was, dat door de rotatie van het Buitenlandse Bureau arts John Williams wordt geschreven. Het bestaan van het ontwerp van Williams werd eerst geopenbaard in de Nieuwe Staatsman in November 2006.
In dit recentste geval van de vrijheids van informatie handeling, vroeg ik het Bureau van het Kabinet om te verklaren wie de samenvatting van het dossier tussen de ontwerpen van 10 en 16 September 2002 herschreef. Het beweerde aanvankelijk dat het bewijsmateriaal aan Hutton Onderzoek door het Paritaire Comité van de Intelligentie (JIC) voorzitter John Scarlett dit behandelde, maar de Rechtbank verworpen die eis. Scarlett had Hutton verteld dat hij en zijn team van JIC beoordelingenpersoneel was geweest verantwoordelijk voor het compileren van het dossier maar verklaard niet dat zij al het opstellen hadden gedaan.
De rechtbank verklaarde dat het „duidelijk is dat de aanzienlijke veranderingen“ tussen de twee ontwerpen werden aangebracht en voorstelden dat het gemeenschappelijke grond was dat de ambtenaren buiten JIC „zover als het voorstellen van bijzondere vormen van woorden“ kunnen gegaan zijn. Deze ambtenaren omvatten Williams en andere rotatie artsen zoals Alastair Campbell, de vroegere directeur van de overheid van mededelingen.
De samenvatting van het dossier omvatte „oordelen“, die Tony Blair aan het Parlement zoals „heeft gemaakt door alleen JIC“ voorstelde. De oordelen in het 10 ontwerp van September werden zelf geopenbaard om in John Williams' voortgekomen te zijn document. Maar de volgende versie omvatte een aantal nieuwe degenen. Het onvermogen van de overheid om van deze veranderingen rekenschap te geven heft de mogelijkheid dat geen op van de oordelen in het gepubliceerde dossier dat uit binnen de machines JIC is voortgekomen.
Campbell later had a further “judgement” added to the summary, after the JIC’s oversight of the document had ended. This was the claim that Saddam would use weapons of mass destruction against his own Shia population.
The Tribunal accepted the Cabinet Office’s case that it had no record either of who had drafted the summary or who had made changes to it. But in doing so, it criticised the absence of a proper audit trail, particularly given the significance of the dossier. In its ruling it observed: “we are not very impressed by the quality of the record keeping… this was on any view an extremely important document and we would have expected, or hoped for, some audit trail revealing who had drafted what.”
The dossier formed the basis of the government’s case to Parliament for invading Iraq. It subsequently emerged that Iraq did not have WMD at that time and that the dossier’s claims were expressed with significantly more certainty than the intelligence on which they were said to be based.
The new judgements included the claim that Iraq could deploy WMD within 45 minutes and another false claim that it was continuing to produce chemical and biological agents. Both were opposed by intelligence experts at the Defence Intelligence Staff (DIS). The Butler Inquiry later criticised the government’s failure to make the intelligence behind the latter claim available to the DIS: “The fact that it was not shown to them resulted in a stronger assessment in the dossier in relation to Iraqi chemical weapons production than was justified by the available intelligence.”
Liberal Democrat foreign affairs spokesman Ed Davey told the New Statesman: “The absence of any audit trail for the substantial changes to the Iraq dossier is perhaps not surprising. The government’s spin doctors must have known what they were doing was dodgy and would not be approved by the intelligence experts. No wonder they left no fingerprints.”

ReplyThis in my opinion is no accident as the war in iraq is ILLEGAL as a country cannot attack a soverign nation for the purposes of a regime change unless that country has posed a direct and provable threat and even then it needs the full backing of the U.N. security council for the direct purpose of said regime change and as neither of these happened the government at the time came up with the sexed-up dossier with W.M.D as an excuse to attack with the express purpose of regime change in iraq . Therefore it is no supprise to me that there is no direct paper trail of said dossier or too how and why it went through so many changes! . I feel that the full truth of said dossier will never be fully explained ! .

This is deciet at its very worst it just proves that the U.K. government cannot be trusted as they knew fair well that too attack irag was ILLEGAL as one government cannot attack any country for the purpose of a regime change unless that country has directly posed a threat too the opposing country , and it needs a full agreement from the U.N. SECURITY COUNCIL for the direct purpose of a regime change and as neither happened the war in iraq is ILLEGAL . So in my opinion the false sexed up claim of the dossier that SADDAM had W.M.D. gave a ligitimacy to a war that was HIGHLY ILLEGAL and in effect could be classed as A WAR CRIME IN DIRECT BREACH OF THE U.N POLICY ! . Thats why in my opinion it is no mistake that there is no direct paper trail as the government in power at the time knew what they were doing and one day would be called too account ! .
