The government is attacked as “dodgy” after a ruling that criticises the way in which author of the September 2002 Iraq dossier has effectively been allowed anonymity. هاجم الحكومة "dodgy" بعد ان حكم criticises الطريقة التي المؤلف من ايلول / سبتمبر 2002 ملف العراق بصورة فعالة وسمح عدم ذكر اسمه.
The Information Tribunal has today criticised the government for the absence of any audit trail showing the true authorship of its September 2002 dossier on “Iraq’s weapons of mass destruction”. المعلومات اليوم المحكمه قد انتقدت الحكومة لعدم وجود اي مراجعة الحسابات يبين المؤلف الحقيقي من ايلول / سبتمبر 2002 على ملف "العراق من اسلحه الدمار الشامل". In a new ruling, the tribunal has accepted the Cabinet Office’s position that it has no record of which officials or spin doctors made “substantial changes” to the dossier’s executive summary. في الحكم الجديد ، فان المحكمه قد قبلت موقف مكتب مجلس الوزراء انه ليس لديها سجل الرسمية التي ادلى الاطباء او في حركة دوران "تغييرات كبيرة" لملف 'sالموجز التنفيذي. The Liberal Democrats have already condemned this position as “dodgy”. الليبراليه الديمقراطيون بالفعل ادان هذا الموقف بانه "dodgy".
The case represents another blow to the government’s claim that the dossier was the work of the intelligence services, following the publication in February of the first draft, written by Foreign Office spin doctor John Williams. حالة تمثل ضربة اخرى الى الحكومة مطالبة بان الملف هو عمل أجهزة الاستخبارات ، في اعقاب نشر في شباط / فبراير من المشروع الاول ، الذي اعدته وزارة الخارجية في حركة دوران الطبيب جون وليامز. The existence of the Williams draft was first revealed in the New Statesman in November 2006. وجود للمشروع ويليامز لأول مرة يتم الكشف عنها في دولة جديدة في تشرين الثاني / نوفمبر 2006.
In this latest freedom of information act case, I asked the Cabinet Office to state who re-wrote the dossier’s executive summary between the drafts of 10 and 16 September 2002. في هذا الاخير لقانون حرية المعلومات القضية ، وطلبت من مكتب مجلس الوزراء لاعادة الدولة من كتب الملف الموجز التنفيذي للمشاريع بين 10 و 16 ايلول / سبتمبر 2002. It initially claimed that evidence to the Hutton Inquiry by Joint Intelligence Committee (JIC) chairman John Scarlett covered this, but the Tribunal rejected that claim. ومن ادعى في البداية ان الادله Hutton الى التحقيق من جانب لجنة الاستخبارات المشتركة (لجنة التنفيذ المشتركة (رئيس جون scarlett غطى هذا ، ولكن المحكمه رفضت هذا الادعاء. Scarlett had told Hutton that he and his team of JIC assessments staff had been responsible for compiling the dossier but did not state that they had done all the drafting. Scarlett Hutton وقال انه وفريقه من لجنة التنفيذ المشتركة تقييم الموظفين كانت مسؤولة عن تجميع الملف ولكن لم يذكر انها قد فعلت كل الصياغه.
The Tribunal stated that it is clear “that substantial changes were made” between the two drafts and suggested that it was common ground that officials outside the JIC “may have gone as far as proposing particular forms of words”. وقررت المحكمه انه من الواضح "ان اجريت تغييرات كبيرة" بين المشروعين ، واقترح انه من الارضيه المشتركة بين المسؤولين خارج لجنة التنفيذ المشتركة "قد تكون ذهبت الى حد اقتراح اشكال معينة من الكلمات". These officials included Williams and other spin doctors such as Alastair Campbell, the government’s former director of communications. وشملت هؤلاء المسؤولين ويليامز وغيره من الاطباء في حركة دوران مثل الاستير كامبل ، المدير السابق للحكومة من الاتصالات.
The dossier’s executive summary included “judgements”, which Tony Blair presented to Parliament as having been “made by the JIC alone”. الملف التنفيذي للموجز يشمل "الاحكام" ، توني بلير الذي قدم الى البرلمان بأنها كانت "لجنة التنفيذ المشتركة التي ادلى بها وحدها". The judgements in the 10 September draft were themselves revealed to have originated in John Williams’ document. الأحكام في 10 ايلول / سبتمبر كشفت عن مشروع لكانوا هم انفسهم قد نشأت في جون ويليامز وثيقة من وثائق. Campbell later had a further “judgement” added to the summary, after the JIC’s oversight of the document had ended. كامبل قد اخرى في وقت لاحق "الحكم" واضاف لموجز ، بعد الرقابة التابعة للجنة التنفيذ المشتركة من وثيقة من وثائق قد انتهت. This was the claim that Saddam would use weapons of mass destruction against his own Shia population. وكان هذا من شأنه ان الادعاء بان صدام واستخدام اسلحه الدمار الشامل ضد بلده السكان المنتمون الى الطاءفه الشيعيه.
The Tribunal accepted the Cabinet Office’s case that it had no record either of who had drafted the summary or who had made changes to it. وقبلت المحكمه مكتب مجلس الوزراء في قضية انه ليس لديه سجل من اي من اعد مشروع او باجراءات موجزة او قدمت من ادخال تغييرات عليها. But in doing so, it criticised the absence of a proper audit trail, particularly given the significance of the dossier. ولكن عند القيام بذلك ، وانتقد عدم وجود المناسب لمراجعة الحسابات ، ولا سيما نظرا لاهمية الملف. In its ruling it observed: “we are not very impressed by the quality of the record keeping… this was on any view an extremely important document and we would have expected, or hoped for, some audit trail revealing who had drafted what.” في حكمها انها لاحظت : "نحن لسنا جدا تركت نوعية حفظ السجلات… وكان هذا الرأي على اي وثيقة بالغة الاهميه وكنا نتوقع ، أو تأمل ، ومراجعة الحسابات تكشف عن بعض من ما وضعت".
The dossier formed the basis of the government’s case to Parliament for invading Iraq. الملف شكلت اساسا للالحكومة القضية الى البرلمان لغزو العراق. It subsequently emerged that Iraq did not have WMD at that time and that the dossier’s claims were expressed with significantly more certainty than the intelligence on which they were said to be based. انها ظهرت في وقت لاحق ان العراق لا يملك اسلحه الدمار الشامل في ذلك الوقت وبأن الملف مطالبات واعرب عن المزيد من اليقين الى حد كبير من الاستخبارات التي يقال انها لا بد ان تكون قائمة.
The new judgements included the claim that Iraq could deploy WMD within 45 minutes and another false claim that it was continuing to produce chemical and biological agents. وشملت الاحكام الجديدة الادعاء بان العراق قد نشر اسلحه الدمار الشامل خلال 45 دقيقة وآخر من الادعاء الكاذب على انه استمرار لانتاج المواد الكيمياءيه والبيولوجية. Both were opposed by intelligence experts at the Defence Intelligence Staff (DIS). سواء كانت معارضة من جانب خبراء الاستخبارات في الدفاع عن موظفي الاستخبارات (ديس). The Butler Inquiry later criticised the government’s failure to make the intelligence behind the latter claim available to the DIS: “The fact that it was not shown to them resulted in a stronger assessment in the dossier in relation to Iraqi chemical weapons production than was justified by the available intelligence.” فان التحقيق بتلر في وقت لاحق انتقد تقاعس الحكومة عن تقديم الاستخبارات وراء هذه المطالبة الأخيرة المتاحة لديس : "حقيقة انه لم يبين لهم واسفر اقوى التقييم في الملف العراقي بالنسبة لانتاج الاسلحة الكيمياءيه ، مما كان تبررها الاستخبارات المتاحة ".
Liberal Democrat foreign affairs spokesman Ed Davey told the New Statesman: “The absence of any audit trail for the substantial changes to the Iraq dossier is perhaps not surprising. الديمقراطى الليبرالى وصرح الناطق باسم الشؤون الخارجية في الطبعه الجديدة ل Davey الدولة : "عدم وجود اي مراجعة الحسابات لادخال تغييرات جوهريه على ملف العراق وربما لا يكون مستغربا. The government’s spin doctors must have known what they were doing was dodgy and would not be approved by the intelligence experts. الحكومة الدوران الاطباء يجب ان يكون على علم ، ما كانوا يفعلون وكان dodgy لن يكون وافق عليها خبراء الاستخبارات. No wonder they left no fingerprints.” ولا عجب انها لم تترك بصمات الاصابع. "

Posted: Apr 25th, 2008 at 4:41 am | تاريخ النشر : ابريل 25th ، 2008 في 4:41 صباحا | Link to this وصلة الى هذاReply يردThis in my opinion is no accident as the war in iraq is ILLEGAL as a country cannot attack a soverign nation for the purposes of a regime change unless that country has posed a direct and provable threat and even then it needs the full backing of the UN security council for the direct purpose of said regime change and as neither of these happened the government at the time came up with the sexed-up dossier with WMD as an excuse to attack with the express purpose of regime change in iraq . وهذا في رأيي ليس من قبيل الصدفة على اعتبار ان الحرب في العراق غير قانونيه كما لا يمكن لاي بلد ان الاعتداء على دولة ذات سيادة لاغراض تغيير النظام ما لم يكن هذا البلد قد يشكل تهديدا مباشرا ويمكن اثباته وحتى في ذلك الحين وهو يحتاج الى المسانده الكاملة من الامم المتحدة مجلس الامن لهذا الغرض المباشر من تغيير النظام وقال كما ان أيا من هذه الحكومة حدث في ذلك الوقت جاء مع sexed - حتى مع ملف اسلحه الدمار الشامل كذريعه لمهاجمة مع الاعراب عن الغرض من تغيير النظام في العراق. Therefore it is no supprise to me that there is no direct paper trail of said dossier or too how and why it went through so many changes! ولذلك فانه لم supprise لي انه لا يوجد أي أثر مباشر ورقة من ملف او وقال ايضا لماذا وكيف أنها جاءت من خلال العديد من التغييرات! . I feel that the full truth of said dossier will never be fully explained ! أشعر أن الحقيقة الكاملة من الملف وقال لن تكون ابدا تقديم تفسير كامل! .

This is deciet at its very worst it just proves that the UK government cannot be trusted as they knew fair well that too attack irag was ILLEGAL as one government cannot attack any country for the purpose of a regime change unless that country has directly posed a threat too the opposing country , and it needs a full agreement from the UN SECURITY COUNCIL for the direct purpose of a regime change and as neither happened the war in iraq is ILLEGAL . وهذا هو deciet في دورتها اسوأ به يثبت ان حكومة المملكه المتحدة لا يمكن الوثوق به لانها تعرف جيدا ان المعرض ايضا الهجوم irag غير قانوني واحد كما لا يمكن للحكومة ان ضرب اي بلد لغرض تغيير النظام ما لم يكن هذا البلد قد يشكل تهديدا مباشرا ايضا المعارض البلد ، وانما تحتاج الى اتفاق كامل من مجلس الامن الدولي لمباشرة الغرض من تغيير النظام وليس كما حدث الحرب فى العراق أمر غير قانوني. So in my opinion the false sexed up claim of the dossier that SADDAM had WMD gave a ligitimacy to a war that was HIGHLY ILLEGAL and in effect could be classed as A WAR CRIME IN DIRECT BREACH OF THE UN POLICY ! حتى في رأيي كاذبة sexed حتى المطالبة من الملف ان صدام قد القى اسلحه الدمار الشامل ligitimacy الى ان الحرب غير القانونية للغاية في الواقع ويمكن ان تصنف في عداد جرائم الحرب خرقا مباشرا للسياسة الأمم المتحدة! . Thats why in my opinion it is no mistake that there is no direct paper trail as the government in power at the time knew what they were doing and one day would be called too account ! Thats السبب في رأيي انه ليس من الخطأ ان ليس هناك اي اثر على النحو المباشر ورقة الحكومة في السلطة في ذلك الوقت يعرفون ما كانوا يعملون ويوم واحد من شأنه ان يسمى ايضا حساب! .
