De oorlog van de V.S. `op verschrikking die', zegt denkgroep misloopt

De V.S. „oorlog zijn op verschrikking“ misgelopen, versterkend extremisten in Afghanistan en Somalië en veranderend hen in wettige politieke actoren voor hun lokale bevolking, vandaag zei een denkgroep.
De Raad Senlis, die sterk het beleid van de V.S. in Afghanistan in het verleden heeft gekritiseerd, maakt in het bijzonder van Bush „verachtelijke het beleidsmislukkingen“ van het beleid in Somalië af.
Het zei luchtstakingen, steun voor Ethiopische troepen dat aangevallen Somalië vorig jaar en de misplaatste benoeming van een radicale Islamist groep, al-Shabab, als terroristengroep met succes door insurgency waren geëxploiteerdz om rekrutering op te voeren.
Het „gebrek aan strategische acumen huidig in de oorlog `op verschrikking' in Somalië en Afghanistan in feite laat de verspreiding van insurgencies toe huidig door beide landen,“ bovengenoemde QC van Norine MacDonald, de raadsvoorzitter.

De groepen van de hulp zeggen Somalië, wracked door anarchy en het geweld voor decennia, lijdt aan zijn slechtste humanitaire crisis sinds 1993.
De milities met betrekking tot het eerstgenoemde Islamitische gezag van Hof, dat Mogadishu in de laatstgenoemde helft van 2006 controleerde, waging een guerillaoorlog tegen de bezettende Ethiopische troepen en de zwakke centrale overheid. Met een kleine Afrikaanse het behoud van de vredekracht van de Unie die tot de rol van toeschouwer wordt verminderd, zijn verscheidene duizend burgers gedood in het kruisvuur sinds begin 2007.
De V.N., wat als een bredere behoud van de vredeopdracht te gevaarlijk beschouwt, zeggen vorig jaar 700.000 mensen gevluchte Mogadishu. Een 10 mijlrek van weg buiten de stads nu gastheren meer dan 200.000 mensen, humanitaire groepen zegt - misschien de grootste concentratie overal van verplaatste mensen in de wereld. Volgens Phillippe Lazzarini, het hoofd van de V.N. van humanitaire zaken voor Somalië, zijn 2.5 miljoen mensen met behoefte aan voedsel of andere hulp.
Tegen deze onverbiddelijke achtergrond, de Raad Senlis, in zijn pagina 79 rapport, directly accused the US of undermining reconciliation efforts by backing the hardline president, Abdullahi Yusuf, instead of the more moderate prime minister, Nur Hassan Hussein.
According to the security thinktank, the US government in February disrupted negotiations with opposition parties - including hardline Islamists - by exerting pressure on the prime minister to exclude certain groups and individuals from a reconciliation process, particularly those on a US list of designated terror suspects.
The council urged Bush to end all bombing operations in Somalia, back a phased withdrawal of Ethiopian troops who are shoring up Yusuf, and create a UN stabilisation force to neutralise the power of Yusuf’s transitional federal government.
“President Bush has the perfect opportunity to adorn the twilight of his final term in office with a success story in his self-proclaimed war on terror – a fast track ’surge for peace’ to end the current Somali crisis,” the council said.
Yusuf personally heard calls to lead a reconciliation effort during a visit to the US. Norm Coleman, a rightwing Republican senator, yesterday urged the Somali leader to reach out to “all stakeholders not associated with terrorism”.
“The president said he took my words very seriously, and would maintain his commitment to reconciliation,” said Coleman, who represents Minnesota, a northern state where more than 10,000 Somalis have settled.
Last month, the Bush administration granted Somalis living in the US under temporary protected status an extra 18 months as conditions in Somalia remained “dire”.
As for Afghanistan, the Senlis Council said the resurgent Taliban provided a bleak example of how the US-led war on terror had failed there as well.
It said: “The Taliban and al-Shabab are successfully exploiting policy mistakes such as aerial bombings, ongoing poverty, and aggressive foreign military presence to the extent that they are increasingly viewed by local populations as representatives of their legitimate political grievances.”
