US, allies contemplating action against Russia الولايات المتحدة وحلفائها تفكر في اتخاذ اجراءات ضد روسيا
CRAWFORD, Texas - The United States on Sunday accused Russia of stalling its military pullback in Georgia, but the Bush administration is not rushing to repudiate Moscow for its actions. كراوفورد ، تكساس -- الولايات المتحدة يوم الاحد اتهم روسيا من الانسحاب توقف عملياتها العسكرية في جورجيا ، ولكن ادارة بوش لا يسارعون الى التنصل من موسكو عن اعمالها.

It doesn’t want to deeply damage existing cooperation on many fronts or discourage Moscow from further integrating itself into global economic and political institutions. انها لا تريد الإضرار بشدة التعاون القائم على العديد من الجبهات او ثني موسكو عن اجراء مزيد من ادماج نفسها الى العالمية والاقتصادية والسياسية. At the same time, US officials say Russia can’t be allowed to get away with invading its neighbor. وفي الوقت نفسه ، ويقول المسؤولون الامريكيون ان روسيا لا يمكن ان يسمح الابتعاد الغازية مع جارتها.
Fighting broke out after Georgia launched a massive barrage Aug. 7 to try to take control of the separatist province of South Ossetia, which is heavily influenced by Russia. اندلع القتال بعد جورجيا واسعة النطاق اطلق وابل 7 اب / اغسطس في محاولة للسيطره على الاقليم الانفصالي من اوسيتيا الجنوبيه ، التي لها تأثير كبير من قبل روسيا. Rice is then flying to Warsaw, Poland, where she will sign a formal agreement with Poland for the establishment of a missile interceptor site there. الارز هو ثم طار الى وارسو ، بولندا ، حيث قالت إنها ستوقع اتفاقا رسميا مع بولندا لانشاء موقع صاروخ المعترض هناك. Moscow has protested the US plans for such a base so close to its borders. وقد احتجت موسكو التي تخطط لها امريكا لهذه القاعده على مقربة من حدودها.
Russia can’t use “disproportionate force” against Georgia and still be welcomed into the halls of international institutions, Rice said. روسيا لا يمكن استخدام "القوة غير المتناسبه" ضد جورجيا ولا تزال موضع ترحيب في قاعات المؤسسات الدولية ، وقال الارز.
“It’s not going to happen that way,” she said. "انه لن يحدث بهذه الطريقة" قالت. “Russia will pay a price.” "روسيا سوف تدفع الثمن".

The United States wants to take a tough stance against Russia, but there is much at stake. ان الولايات المتحدة تريد ان تتخذ موقفا صارما ضد روسيا ، إلا أن هناك الكثير على المحك.
“The facts are that the United States has to work with Russia on Iran, on nuclear problems of proliferation, on a whole raft of trade issues at a time in which the United States has a huge domestic deficit,” said Sen. Richard Lugar, the senior Republican on the Senate Foreign Relations Committee. "الحقائق هي ان الولايات المتحدة على العمل مع روسيا على ايران ، على مشاكل انتشار الاسلحة النووية ، على مجموعة من القضايا التجارية الطوافه في الوقت الذي فيه الولايات المتحدة عجزا كبيرا المحلية ،" sen. وقال ريتشارد لوغار كبار الجمهوري على جنة العلاقات الخارجية بمجلس الشيوخ.
And holding open the prospect of taking steps against Russia gives the United States some leverage in pushing Russia to withdraw from Georgia. وعقد مفتوح احتمال اتخاذ خطوات ضد روسيا تمنح الولايات المتحدة وبعض النفوذ في دفع روسيا الى الانسحاب من جورجيا. But nothing is expected to happen in a hurry, and the United States doesn’t want to turn the conflict into a fight between the former Cold War rivals. ولكن ليس هناك ما هو المتوقع ان يحدث ذلك في عجلة من امرنا ، والولايات المتحدة لا تريد لتحويل الصراع الى عراك بين المتنافسين السابقين الحرب الباردة.

Asked whether Russia should be kicked out of the Group of Eight major industrialized states, or whether it should be kept from joining the World Trade Organization, Gates replied vaguely, saying the US and its allies can choose from a broad menu of possible punitive steps. تساءل عما اذا كانت روسيا ينبغي ان يكون طرد من مجموعة الدول الصناعية الكبرى الثمانيه ، او ما اذا كان ينبغي ان يؤخذ من الانضمام الى منظمة التجارة العالمية ، والبوابات وردت مبهمه ، قائلا ان الولايات المتحدة وحلفاؤها يمكن ان يختار من قائمة واسعة من الممكن اتخاذ خطوات عقابيه. Russia already is feeling repercussions, he said. روسيا بالفعل هو شعور من عواقب ذلك ، قال.
“The whole world is looking at Russia through a different set of lenses than just a week and a half or two weeks ago, so there are already consequences,” Gates said. ان "العالم اجمع تتطلع الى روسيا من خلال مجموعة مختلفة من العدسات من اسبوع واحد ونصف او قبل اسبوعين ، وذلك وهناك بالفعل من عواقب ،" وقال غيتس. “I think they may not appreciate the magnitude of those consequences yet. Russian President Dmitry Medvedev said Russian troops will begin leaving Monday, but made no mention of leaving the separatist province at the heart of the conflict between the countries. الرئيس الروسي ديمتري medvedev وقال ان القوات الروسيه ستبدأ مغادرة يوم الاثنين ولكن لم يشر الى مغادرة الاقليم الانفصالي في قلب الصراع بين البلدان. The Bush administration is hopeful yet skeptical that Russia will honor its pledge to withdraw troops quickly from Georgia under terms of a cease-fire it signed Saturday. ادارة بوش تأمل ان روسيا بعد مشكك تكرم تعهده بسحب القوات بسرعة من جورجيا بموجب شروط وقف اطلاق النار وقعت السبت.
“My own view is that the Russians will probably stall and perhaps take more time than anybody would like,” Gates said. "رأيي الشخصي هو ان الروس وربما المماطله وربما تأخذ وقتا اكثر مما كان اي شخص يود ان ،" وقال غيتس. “I think we just need to keep the pressure and ensure that they abide by the agreement that they’ve signed and do so in a timely way.” "وأعتقد أننا فقط على الحاجة الى ابقاء الضغط والتأكد من انها تلتزم الاتفاق الذي وقعت وأنها قد قمت بذلك في الوقت المناسب."
The Russians say they’re going to take their time in leaving the South Carolina-sized democracy that declared its independence in 1991. الروس يقولون انهم ذاهبون الى اتخاذ وقتهم في ترك كارولينا الجنوبيه الحجم الديمقراطيه التي أعلنت استقلالها في عام 1991.
Konstantin Kosachev, chairman of the Russian parliament’s foreign affairs committee, said Russian forces will be out of Georgia “sooner or later,” but how much time it takes depends on how Georgia behaves. كونستانتين kosachev ، رئيسا للالروسيه جنة الشؤون الخارجية في البرلمان ، وقال ستكون القوات الروسيه من جورجيا "عاجلا ام اجلا ،" ولكن كم تستغرق وقتا يعتمد على الكيفيه التي تتصرف جورجيا.

“The same answer would be toward this situation: as soon as we are assured that Georgians will not continue to use military force against South Ossetians and against Abkhazians” — residents of two separatist areas of Georgia now overrun with Russian troops and abandoned by Georgian soldiers. "نفس الجواب سيكون حيال هذا الوضع : في اقرب وقت ونحن واثقون من ان الجورجيين لن تستمر في استخدام القوة العسكرية ضد اوسيتيا الجنوبيه وابخازيا ضد" -- اثنين من المقيمين في المناطق الانفصاليه في جورجيا الآن تجاوز مع القوات الروسيه والجورجيه التي تركها الجنود .
Rice and Gates pressed the administration’s case during appearances on five Sunday talks shows — Rice on “Fox News Sunday,” CBS’ “Face the Nation” and NBC’s “Meet the Press,” and Gates on ABC’s “This Week” and “Late Edition” on CNN. الارز والبوابات وضغط الادارة على المثول الحال خلال خمس الاحد محادثات يبين -- الارز على "فوكس نيوز الاحد" سي بي اس "فى مواجهة الامة" و ان بي سي "الوفاء للصحافه ،" اي بي سي والبوابات على "هذا الاسبوع "و" طبعه في وقت متأخر "على قناة سى.
