Arbour van de V.N. een „oorlogsmisdadiger“ zegt Advocaat

De vroegere Hoge Commissaris van de V.N. voor Arbour van Louise van Rechten van de mens is verantwoordelijk voor omhoog het behandelen van de moord van de overleden President van Rwanda, de President van Burundi en veel andere personen die op 06 April 1994 werden vermoord, een hogere procureur met de Rechtbank van de V.N. voor Rwanda (ICTR) heeft beweerd.

Het hoofd Advies Christopher Black dat Algemene Augustin Ndindiliyimana verdedigt, vroegere Leider van Personeel van Rwandese Gendarmerie zegt dat Arbour Louise - als Belangrijkste Eiser van ICTR zwoor met sommige landen samen om onderzoeken van beweringen tegen RPF omhoog te behandelen.

Volgens de Canadese Advocaat, Mej. Arbour, 61, is een „misdadiger, corrupt, (en) een schande aan alle Canadezen“. Spoediger wordt zij aangeklaagd en in gevangenis geworpen beter, M. zegt. Zwart - wie aan een gesprek van de vroegere hogere ambtenaar van de V.N. op CBC reageerde. Mej. Arbour kondigde Zondag aan die zij zich na jaren van de internationale dienst terugtrok.

In 1997, Mej. Arbour wordt gezegd door haar leider van onderzoeken, Australische Michael Hourigan en zijn team, met inbegrip van FBI agent Jim Lyon en Canadese politieambtenaren geïnformeerdr te zijn die aan hun eenheid worden toegewezen dat het RPF was die onderaan het vliegtuig was ontsproten en al die mensen afgeslacht.

„Maar in plaats van het aanklagen van Paul Kagame en de mensen RPF die al die mensen moord zij tot Hourigan om aan Den Haag opdracht gaf te komen waar zij hem vertelde om het onderzoek te doden en zijn nota's“ te branden, zegt M. Zwart.

„Dit maakt haar toebehoren aan massamoord en een oorlogsmisdadiger.“

Zwarte de puntenvingers van de advocaat in de V.N., de V.S., Canada en België als beklaagden in het helpen van RPF om de zogenaamde moorden uit te voeren. Zij deed onafhankelijk dit op de instructies van de overheid van de V.S. in schending van haar eed zijn aangezien de eiser, M. debatteert. Zwart.

De slecht uitgeruste kracht van de V.N. in Rwanda tijdens de Volkerenmoord werd overigens ook geleid door Canadese Gen Romeo Dallaire.

Mej. Arbour was de Belangrijkste Eiser van ICTR en ICTY tussen 1996 en 2000. Zij bewoog zich terug naar het Opperste Hof van Canada en in 2004 werd zij de Hoge Commissaris van de V.N. voor Rechten van de mens.

As chief prosecutor, she indicted former Yugoslav and Serbian President Slobodan Milosevic, among others, for war crimes and crimes against humanity for his part in atrocities committed in Kosovo. The indictment of Slobodan Milosevic was the first of a serving Head of State.

It is during the same period that several senior former officials of the Genocidal government in Rwanda were tracked and brought to book. Their cases have been ongoing at the Tanzania-based court.

Controversy started when it came to what have become the longest and grueling trails involving senior Ex-government soldiers such Major Ntabakuze, Colonel Theoneste Bagosora, Brigadier-General Gratien Kabiligi, and Colonel Anatole Nsengiyumva in case ‘Military I’.

Others that are co-accused in trail ‘Military II’ are General Augustin Bizimungu - former chief of staff of the Rwandan army, General Augustin Ndindiliyimana, the former commander of the recognition battalion, Major François-Xavier Nzuwonemeye and Captain Innocent Sagahutu, who commanded a squadron of this elite unit.

The defense in these cases have held that the RPF rebels - with support from some quarters especially the west are responsible for the death of President Habyarimana and thereby culminating into the Genocide. The defense has also stood by demands that as these officers are tried, those they were fighting against should come to the dock as well.

“Once she (Arbour) proved her reliability to the Americans, that is that she was corrupt and willing to cover up those responsible for mass murder, she was then used to lay false war crimes charges against Milosevic in order to prolong the war against Yugoslavia”, claims Mr. Black who has worked with the ICTR since 2000.

Last year Ms. Arbour was in Rwanda and held discussions with top government officials and President Paul Kagame. She was also at the forefront praising Rwanda for abolishing the death penalty last year.

In January this year she said she would seek another term at the helm of the UN Right body but last month decided otherwise.
