Ο προηγούμενος υψηλός Επίτροπος των Η.Ε για την πέργκολα Louise των ανθρώπινων δικαιωμάτων είναι αρμόδιος για να καλύψει επάνω τη δολοφονία του αποθανούντος Προέδρου της Ρουάντα, ο Πρόεδρος του Μπουρούντι και πολλά άλλα πρόσωπα που δολοφονήθηκαν στις 6 Απριλίου 1994, ένας ανώτερος πληρεξούσιος με το δικαστήριο των Η.Ε για τη Ρουάντα (ICTR) έχουν ισχυριστεί.

Η συμβουλή Christopher Black μολύβδου που υπερασπίζει το στρατηγό Αυγουστίνος Ndindiliyimana, προηγούμενος προ!ιστάμενος του προσωπικού της της Ρουάντα χωροφυλακής λέει ότι πέργκολα Louise - ως κύριο κατήγορο του ICTR συνωμότησε με μερικές χώρες να καλύψει επάνω τις έρευνες σχετικά με τους ισχυρισμούς ενάντια στο RPF.

Σύμφωνα με τον καναδικό δικηγόρο, κα. Η πέργκολα, 61, είναι ένας «εγκληματίας, διεφθαρμένος, (και) ντροπιάστε σε όλους τους Καναδούς». Πιό σύντομα κατηγορείται και ρίχνεται στη φυλακή που ο καλύτερος, λέει τον κ. Μαύρος - ποιος αντιδρούσε σε μια συνέντευξη του προηγούμενου ανώτερου ανώτερου υπαλλήλου των Η.Ε σε CBC. Κα. Η πέργκολα ανήγγειλε την Κυριακή που αποσυρόταν μετά από τα έτη διεθνούς υπηρεσίας.

Το 1997, κα. Η πέργκολα λέγεται για να έχει ενημερωθεί από τον προ!ιστάμενο ερευνών της, αυστραλιανός Michael Hourigan και η ομάδα του, συμπεριλαμβανομένου του πράκτορα Jim Λυών FBI και των καναδικών αστυνομικών που διορίζονται στη μονάδα τους ότι ήταν το RPF που είχε καταρρίψει το αεροπλάνο και είχε κατασφάξει όλους εκείνους τους ανθρώπους.

«Αλλά αντί να κατηγορήσει Paul Kagame και τα άτομα RPF που είχαν δολοφονήσει όλους εκείνους τους ανθρώπους που διέταξε Hourigan για να έρθει στη Χάγη όπου είπε σε τον για να σκοτώσει την έρευνα και για να καψει τις σημειώσεις του», λέει τον κ. Μαύρος.

«Αυτό της κάνει ένα εξάρτημα στη μαζική δολοφονία και έναν πολεμικό εγκληματία.»

Μαύρα δάχτυλα σημείων δικηγόρων στα Η.Ε, τις ΗΠΑ, τον Καναδά και το Βέλγιο ως ενόχους στη βοήθεια του RPF για να πραγματοποιηθούν οι υποτιθέμενες δολοφονίες. Έκανε αυτό στις οδηγίες της αμερικανικής κυβέρνησης στην παραβίαση του όρκου της για να είναι ανεξάρτητη δεδομένου ότι ο κατήγορος, υποστηρίζει τον κ. Μαύρος.

Η κακοεξοπλισμένη δύναμη των Η.Ε στη Ρουάντα κατά τη διάρκεια της γενοκτονίας τυχαία διευθύνθηκε επίσης από το καναδικό GEN Romeo Dallaire.

Κα. Η πέργκολα ήταν ο κύριος κατήγορος του ICTR και του ICTY μεταξύ 1996 και 2000. Κινήθηκε πίσω στο ανώτατο δικαστήριο του Καναδά και το 2004 έγινε ο υψηλός Επίτροπος των Η.Ε για τα ανθρώπινα δικαιώματα.

As chief prosecutor, she indicted former Yugoslav and Serbian President Slobodan Milosevic, among others, for war crimes and crimes against humanity for his part in atrocities committed in Kosovo. The indictment of Slobodan Milosevic was the first of a serving Head of State.

It is during the same period that several senior former officials of the Genocidal government in Rwanda were tracked and brought to book. Their cases have been ongoing at the Tanzania-based court.

Controversy started when it came to what have become the longest and grueling trails involving senior Ex-government soldiers such Major Ntabakuze, Colonel Theoneste Bagosora, Brigadier-General Gratien Kabiligi, and Colonel Anatole Nsengiyumva in case ‘Military I’.

Others that are co-accused in trail ‘Military II’ are General Augustin Bizimungu - former chief of staff of the Rwandan army, General Augustin Ndindiliyimana, the former commander of the recognition battalion, Major François-Xavier Nzuwonemeye and Captain Innocent Sagahutu, who commanded a squadron of this elite unit.

The defense in these cases have held that the RPF rebels - with support from some quarters especially the west are responsible for the death of President Habyarimana and thereby culminating into the Genocide. The defense has also stood by demands that as these officers are tried, those they were fighting against should come to the dock as well.

“Once she (Arbour) proved her reliability to the Americans, that is that she was corrupt and willing to cover up those responsible for mass murder, she was then used to lay false war crimes charges against Milosevic in order to prolong the war against Yugoslavia”, claims Mr. Black who has worked with the ICTR since 2000.

Last year Ms. Arbour was in Rwanda and held discussions with top government officials and President Paul Kagame. She was also at the forefront praising Rwanda for abolishing the death penalty last year.

In January this year she said she would seek another term at the helm of the UN Right body but last month decided otherwise.
