Spy Chief Presents New Peace Plan الجاسوس رئيس يعرض خطة سلام جديدة

In a bid to secure Tel Aviv’s endorsement of the plan, intelligence chief Omar Suleiman is expected to travel to Israel later this month. في محاولة لضمان تأييد تل أبيب من الخطة ، ورئيس المخابرات عمر سليمان ومن المتوقع ان يسافر الى اسرائيل في وقت لاحق من هذا الشهر.
“The head of intelligence will travel there after upcoming holiday celebrations in Israel,” Egyptian President Hosni Mubarak said last week, without providing a specific date. "رئيس الاستخبارات وسوف يسافر الى هناك بعدما الاحتفالات بالعيد القادم في اسرائيل" ، الرئيس المصري حسني مبارك قال فى الاسبوع الماضى ، دون تقديم موعد محدد. During this week and next, Israel will celebrate the 60th anniversary of its establishment. وخلال هذا الاسبوع والاسبوع الذي يليه ، فان اسرائيل سوف تحتفل بالذكرى السنويه الستين لانشائها.
Ever since Hamas took control of the Gaza Strip last June, the territory has been subject to a series of devastating Israeli military operations, ostensibly launched in retaliation for Palestinian rocket attacks on Israeli border towns. منذ ان سيطرت حركة حماس من قطاع غزة في حزيران / يونيو الماضي ، وقد اصبح هذا الاقليم ستخضع لسلسلة من العمليات العسكرية الاسرائيلية المدمره ، بدا ظاهريا ، ردا على الهجمات الصاروخيه الفلسطينية على البلدات الحدوديه الاسرائيلية. Despite having won a majority in 2006 Palestinian legislative elections, Hamas is described by both Washington and Tel Aviv as a “terrorist organisation.” رغم انها فازت باغلبيه في الانتخابات التشريعيه الفلسطينية 2006 ، وصفت حماس من جانب كل من واشنطن وتل ابيب بانها "منظمة ارهابية".
In April, Egyptian mediators persuaded Palestinian resistance factions to accept a proposal for ‘tahdia’, or “calming” of hostilities, with Israel. وفي نيسان / ابريل ، المصرية وسطاء اقناع فصائل المقاومة الفلسطينية لقبول اقتراح لل'tahdia' ، او "التهدءه" من الاعمال الحربيه ، مع اسرائيل.
The initiative calls for an immediate cessation of hostilities by both sides. المبادرة تدعو الى وقف فوري للاعمال العداءيه من الجانبين. It further calls for the reopening of border crossings into and out of the Gaza Strip, which has been hermetically sealed by a year-long, Israel-enforced embargo. كما تدعو الى اعادة فتح معابر الحدود من والى قطاع غزة ، التي كانت مختومه بإحكام من قبل لمدة سنة ، بين اسرائيل والحصار حالات الاختفاء القسري.
According to official sources, this would include the contentious Rafah terminal, the sole transit point along Egypt’s 14 km border with the besieged territory. ووفقا لمصادر رسمية ، وهذا من شأنه ان تشمل جدل محطة رفح ، نقطة العبور الوحيدة لمصر على طول 14 كلم من الحدود مع المحاصرين في الاقليم.
Under the terms of the proposal, however, the ceasefire would initially apply only to the Hamas-governed Gaza Strip. وبموجب أحكام هذا الاقتراح ، ومع ذلك ، فان وقف اطلاق النار في البداية ان يطبق إلا على حركة حماس - تنظم قطاع غزة. If the truce holds, it would be extended to the West Bank — governed by the western-backed Fatah movement of Palestinian Authority (PA) President Mahmoud Abbas — after a period of six months. واذا كان يحمل الهدنه ، وسيكون ليشمل الضفة الغربية -- تحكمها الغربية المدعومه من حركة فتح من السلطة الفلسطينية الرئيس محمود عباس -- بعد فترة من ستة اشهر.
At a meeting with Suleiman in Cairo in mid-April, Hamas officials gave the initiative their cautious support. في لقاء مع سليمان في القاهرة في منتصف نيسان / ابريل ، ألقى المسؤولون حماس المبادرة على دعم حذر. While in Cairo days later, Abbas similarly declared Fatah’s official support for the Egyptian proposal. اثناء وجوده في القاهرة بعد ايام ، اعلن عباس وبالمثل فتح الدعم الرسمي عن الاقتراح المصري.
In the last days of April, a dozen smaller Palestinian resistance groups — after a round of separate meetings with Suleiman — also conditionally signed on to the ceasefire plan. في الايام الاخيرة من نيسان / ابريل ، اثنتي عشرة اصغر فصائل المقاومة الفلسطينية -- وبعد جولة من الاجتماعات المنفصله مع سليمان -- مشروط ايضا التوقيع على خطة لوقف اطلاق النار.
“The factions clearly see tahdia as within their interests,” Abdelaziz Shadi, professor of political science and coordinator of the Israeli studies programme at Cairo University told IPS. "الفصائل tahdia كما نرى بوضوح فى اطار مصالحها ،" شادي عبد العزيز ، استاذ العلوم السياسية ومنسق برنامج الدراسات الاسرائيلية في جامعة القاهرة وأبلغ المءسسه. “Palestinian consensus on the issue has bolstered Egypt’s position as mediator.” "الفلسطينية الى توافق في الآراء بشأن هذه المساله دعم موقف مصر وسيطا".
Suleiman, a long-time arbitrator in Israeli-Palestinian affairs, is now mandated with pitching the proposal to Tel Aviv. سليمان ، منذ زمن طويل المحكم في الشؤون الاسرائيلية - الفلسطينية ، هي الآن مع تكليف الترويج الاقتراح الى تل ابيب. The initiative has so far met with little enthusiasm from Israeli officialdom. المبادرة حتى الان سوى قليل من الحماس واجتمع مع المسؤولين الاسرائيليين. According to reports in the Hebrew press, security officials insist Egypt eradicate all alleged cross-border arms smuggling and guarantee the release of a kidnapped Israeli soldier before terms of the proposal are even considered. ووفقا للتقارير في الصحافة العبرية ، ومسؤولي الأمن تصر مصر للقضاء على جميع المزعومه عبر الحدود وتهريب الأسلحة وضمان الافراج عن احد خطف جندي اسرائيلي قبل من حيث الاقتراح حتى يتم النظر فيها.
According to Shadi, Israel believes that its intransigence on the issue “will improve its bargaining position in future final-status negotiations.” ووفقا لشادي ، وتعتقد اسرائيل ان تعنتها بشأن مسألة "تحسين المركز التفاوضي في المستقبل مفاوضات الوضع النهائي."
Egyptian ceasefire efforts run alongside on-again off-again peace talks between Olmert and Abbas, launched following last November’s Annapolis summit in the US Having made virtually no headway to date, these negotiations have severely damaged the credibility of both Abbas and the entire US-backed “peace process.” الجهود المصرية لوقف اطلاق النار جنبا الى جنب على تشغيل مرة اخرى - مرة أخرى - من محادثات السلام بين اولمرت وعباس ، الذي بدأ في تشرين الثاني / نوفمبر الماضي في اعقاب مؤتمر القمة أنابوليس في الولايات المتحدة بعد ان تقدم عمليا اي تقدم حتى الان ، فان هذه المفاوضات قد اصيبت باضرار بالغة مصداقيه كل من عباس وكامل علينا المدعومه من "عملية السلام".
One Egyptian official recently quoted in the state press noted that Cairo’s mediation efforts “are almost meaningless if not coupled with a change in the situation on the ground in Gaza and some political progress.” مسئول مصرى واحد فى الاونة الاخيرة ونقلت الصحافة في الدولة ولاحظ ان جهود الوساطه التي تبذلها القاهرة "تكاد تكون بلا معنى اذا لم تقترن اي تغيير في الوضع على الأرض في غزة وبعض التقدم السياسي".
Nevertheless, observers note that Hamas’ stated support for a cessation of hostilities with Israel represents a “historic concession” by the Islamist group. ومع ذلك ، يلاحظ المراقبون ان حركة حماس ذكرت لدعم وقف الاعمال العداءيه مع اسرائيل يمثل التاريخية "الامتياز" من قبل مجموعة اسلامية.
“Until now, Hamas has eschewed any form of negotiation — direct or indirect –with Israel, the establishment of which it does not recognise,” Hatem al-Buluk, independent journalist and an authority on Israel-Palestine issues, told IPS. According to Abdel-Halim Kandil, political analyst and former editor-in-chief of independent daily al-Karama, the shift can be attributed to both military and political considerations. ووفقا لعبد الحليم قنديل ، المحلل السياسي السابق ورئيس تحرير للصحيفة يومية مستقلة لحزب الكرامة ، والتحول يمكن ان تعزى الى كل من الاعتبارات السياسية والعسكرية.
“A ceasefire would allow Hamas to recoup its military strength,” Kandil told IPS. "وقف لاطلاق النار من شانه ان يسمح لحماس استعادة قوتها العسكرية ،" وقال قنديل المءسسه. “It would also show the international community that the group is able to pursue negotiations — even if indirectly — with Israel.” "ومن شأنه ايضا ان يبين للمجتمع الدولي ان الفريق قادر على مواصلة المفاوضات -- حتى لو كان غير مباشر -- مع اسرائيل".
Nevertheless, Kandil is pessimistic as to Suleiman’s chances of success with his Israeli counterparts. ومع ذلك ، قنديل متشائم لسليمان فرص نجاح له مع نظرائهم الاسرائيليين.

“All sides now realise that the group cannot simply be isolated and ignored,” explained Kandil.
