Soldiers need loans to eat, report reveals الحاجة الى القروض الجنود يأكلون ، ويكشف تقرير
By بواسطة Jonathan Owen and Brian Brady جوناثان اوين وبراين برادي | A highly sensitive internal report into the state of the British Army has revealed that many soldiers are living in poverty. | حساسه للغاية الى تقرير داخلي للدولة من الجيش البريطاني قد كشفت عن ان العديد من الجنود الذين يعيشون في فقر. Some are so poor that they are unable to eat and are forced to rely on emergency food voucher schemes set up by the Ministry of Defence (MoD). البعض حتى ان الفقراء لا يستطيعون تناول الطعام ويضطرون الى الاعتماد على مخططات حوالات الغذاءيه في حالات الطوارئ الذي انشأته وزارة الدفاع (وزارة الدفاع).
Some of Britain’s most senior military figures reacted angrily yesterday to the revelations in the report, criticising the Government’s treatment of its fighting forces. بعض من بريطانيا معظم كبار الشخصيات العسكرية رد فعل غاضبا أمس الى ما كشف عنه في التقرير ، criticising الحكومة العلاج من القوات المقاتله.
The disturbing findings outlined in the briefing team report written for Sir Richard Dannatt, the Chief of the General Staff, include an admission that many junior officers are being forced to leave the Army because they simply cannot afford to stay on. المزعجه الواردة في النتائج التي توصل اليها فريق احاطة التقرير المكتوب الى السير ريتشارد dannatt ، رئيس هيئة الاركان العامة ، وتشمل اعتراف بأن كثير من صغار الضباط يجبرون على ترك الجيش لانهم ببساطة لا يستطيعون البقاء.
Pressure from an undermanned army is “having a serious impact on retention in infantry battalions”, with nearly half of all soldiers unable to take all their annual leave as they try to cover the gaps. Undermanned ضغط من الجيش "التي لها تأثير خطير على الاحتفاظ في كتائب المشاة" ، مع ما يقرب من نصف جميع الجنود غير قادرة على اتخاذ جميع الاجازات السنويه لانها محاولة لتغطية الثغرات.

Commanders are attempting to tackle the problem through “Hungry Soldier” schemes, under which destitute soldiers are given loans to enable them to eat. قادة تحاول معالجة المشكلة من خلال "الجندي الجائع" المخططات ، التي المعدمين الجنود منح قروض لتمكينهم من تناول الطعام.

The controversial Pay as You Dine (PAYD) regime, which requires soldiers not on active duty to pay for their meals, has seen commanding officers inundated with complaints from soldiers unhappy at the quality of food that they get and the amount of paperwork involved. جدل الدفع تعش (payd) النظام ، الأمر الذي يتطلب ليس على الجنود في الخدمة الفعليه على الدفع لكانوا يتناولون الطعام ، وقد شهد ضباط القيادة مفيض مع الشكاوى المقدمة من الجنود التعيس في نوعية الطعام وانها تحصل على مبلغ من الاعمال الورقيه ذات الصلة.
Senior officers warn in the report that “there is a duty of care issue” and add that the “core meal” provided to soldiers on duty “is often not the healthy option”. تحذير من كبار الضباط في التقرير ان "ثمة مسألة واجب الرعايه" وتضيف ان "وجبة أساسية" المقدمة الى الجنود على واجب "في كثير من الاحيان ليست الخيار السليم". The confusion of which soldiers even qualify for free meals while on duty is revealed in the admission that “in some areas the soldier has to pay and then claim back and in others the duty meal is included in the contract”. التخبط الذي تأهل للدور الجنود حتى وجبات مجانيه اثناء اداء واجبهم في كشف النقاب عن ان قبول "في بعض المناطق قد الجندي على الدفع وبعد ذلك المطالبة في العودة واجب وجبة اخرى واردة في العقد".
General Dannatt has vowed to take action. وقد تعهد dannatt العام لاتخاذ الاجراءات اللازمة. He said, “I am determined that PAYD must be made to work to both the financial and physical well-being of those who are fed.” وقال : "انني مصمم على payd يجب ان يكون العمل على حد سواء الماديه والمالية ورفاه اولئك من الطعام".
Despite numerous assurances by the Government to look after wounded soldiers, the report warns of deep resentment over a cap on the amount of compensation that wounded soldiers receive. على الرغم من التاكيدات العديده التي اتخذتها الحكومة لرعايه الجنود الجرحى ، ويحذر التقرير من الاستياء العميق اكثر من الحد الأقصى المفروض على مبلغ التعويض الذي يتلقى الجنود الجرحى. Army chiefs and politicians claimed the document proved the Government was failing to meet its responsibilities towards Britain’s servicemen and women, laid out in the Military Covenant. الجيش وزعماء وسياسيين وادعى وثيقة من وثائق تثبت ان الحكومة التي لا تفي بمسؤولياتها تجاه بريطانيا من الرجال والنساء ، المنصوص عليها في العهد العسكري. They say it is a damning indictment of an army that is losing its edge and close to breaking point as it struggles to keep pace with fighting a war on two fronts. ويقولون هو من لائحة الاتهام ادانة للجيش هو ان يفقد وعلى مقربة من حافة الانهيار وهو يناضل من اجل مواكبة نخوض حربا على جبهتين.
Patrick Mercer, a Tory MP and former army colonel, said the report reinforced widespread anxieties over conditions for the troops and that many top-ranking officers are breaking ranks to express their fears. باتريك بزاز ، والمحافظ والنائب السابق العقيد في الجيش ، وقال التقرير عزز القلق بشأن الاوضاع على نطاق واسع لهؤلاء الجنود وان العديد من كبار الضباط في صفوف آفاقا للتعبير عن مخاوفهم. “I’ve been talking to some very senior officers recently, all of whom privately have said to me that the Army is running on empty; the money has run out,” Mr Mercer said. Colonel Bob Stewart, a former commander of British forces in Bosnia, said the Army was struggling with overstretch and undermanning. الكولونيل بوب ستيوارت ، القائد السابق للقوات البريطانية في البوسنة ، وقال الجيش كان يناضل مع undermanning والتحميل فوق الطاقة. Major General Julian Thompson, who led 3 Commando Brigade in the Falklands war, said: “There are certain ministers that may be very honest and care and want things done, but the problem is whether they are being given support from the very top, and I sense that they are not. اللواء جوليان تومسون ، ادى 3 من لواء مغاوير في حرب فوكلاند ، وقال : "هناك بعض الوزراء التي قد تكون صادقة جدا والرعايه ونريد القيام به الامور ، ولكن المشكلة هي ما اذا كانت تحظى بدعم من أعلى جدا ، و وأنا أشعر انها ليست كذلك. Major General Patrick Cordingley, who led the Desert Rats into Iraq during the first Gulf War, said the report raised serious questions about the Army’s ability to meet its commitments. اللواء باتريك cordingley ، من الصحراء الفئران ادى الى العراق خلال حرب الخليج الاولى ، وقال ان التقرير يثير اسءله خطيرة بشأن قدرة الجيش على الوفاء بالتزاماتها. An MoD spokesman yesterday tried to gloss over the report, which was based on months of interviews with thousands of soldiers and their families between July 2007 and January 2008. وصرح الناطق باسم وزارة الدفاع أمس أحد حاول أن يتستر على التقرير ، الذي استند الى مقابلات مع أشهر من الالاف من الجنود واسرهم بين تموز / يوليو 2007 وكانون الثاني / يناير 2008. "الجنود وستدعى الى تقديم التضحيات الشخصيه -- بما فيها التضحيه الكبرى -- في خدمة الامة… في مقابل ذلك ، جندي بريطاني موجودين يجب ان تكون دائما قادرة على ان نتوقع معاملة عادلة ، ليكون بالتقدير والاحترام كأفراد.
“The chain of command, from the Government downwards, is responsible for articulating and sustaining the morality and justice of the cause in question … Only on this basis of absolute confidence in the justice and morality of the cause can British soldiers be expected to be prepared to give their lives…” "سلسلة القيادة ، نزولا من الحكومة ، هو المسؤول عن صياغه والحفاظ على الاخلاق وعداله القضية في هذه المساله… وعلى هذا الاساس فقط من الثقة المطلقة في العدل والاخلاق من الجنود البريطانيين من قضية يمكن ان يتوقع ان تكون على استعداد الى التضحيه بأرواحهم… "
