It is no secret that American military personnel at Guantanamo Bay and other US-run prisons have stripped detainees naked, used dogs to scare them, hooded them, and deprived them of sleep. وليس سرا ان افراد عسكرية امريكيه في خليج غوانتانامو وغيرها من السجون التي تديرها لنا قد جردت المعتقلين عراة ، واستخدمت الكلاب لتخويف لهم ، مقنعين لهم ، وحرمانهم من النوم. But an 18-month-long US Senate investigation has been trying to get to the bottom of who thought of these techniques, and who authorised them. ولكن 18 شهرا الطويلة مجلس الشيوخ الاميركي وقد تم التحقيق في محاولة للوصول الى اسفل من الفكر من هذه التقنيات ، ومن المرخص لهم.
Documents have been uncovered showing that senior Pentagon officials played a more active role than previously thought in developing some of the methods. وقد كشفت وثائق تبين ان كبار المسؤولين فى البنتاجون الذى تضطلع بدور اكثر نشاطا مما كان معتقدا في تطوير بعض الاساليب.
A senior staffer for Vice-President Dick Cheney also went to Guantanamo Bay to discuss how interrogations were conducted. اقدم موظف لنائب الرئيس ديك تشيني ذهب ايضا الى خليج غوانتانامو لمناقشة كيفية اجراء عمليات الاستجواب.
But the chairman of the Senate Armed Services Committee, Democrat Carl Levin, says it is not simply a case of a few bad apples acting on their own. الا ان رئيس للجنة القوات المسلحه بمجلس الشيوخ ، الديموقراطي كارل ليفين ، وتقول إنها ليست مجرد حالة عدد قليل من سوء التفاح تصرفت بمفردها.
“The truth is that senior officials in the US Government sought information on aggressive techniques, twisted the law to create the appearance of their legality, and authorised their use against detainees,” Senator Levin said. "الحقيقة أن كبار المسئولين فى الحكومة الاميركية طلب الحصول على معلومات عن تقنيات العدوانية ، الملتويه للقانون لخلق مظهر من الشرعية ، والمرخص استخدامها ضد المعتقلين ،" وقال السناتور ليفين.
The Senate investigation shows that military officials, including psychologists, who had the job of training US troops to resist enemy interrogations, were asked to give Pentagon lawyers a list of tactics that could be used in prisons like Guantanamo Bay. مجلس الشيوخ اظهر التحقيق ان المسؤولين العسكريين ، بمن فيهم علماء النفس ، وكان من مهمة تدريب القوات الامريكية على مقاومه العدو والاستجوابات ، وطلب من البنتاغون اعطاء المحامين قائمة الاساليب التي يمكن ان تستخدم فى السجون مثل خليج غوانتانامو.
Previously secret memos also show that in July 2002 the Pentagon’s former top civilian lawyer directed his staff to start researching the use of practices like stress positions and sensory deprivation. سبق ان المذكرات السرية كما تبين ايضا ان في تموز / يولية 2002 البنتاغون السابق اعلى المدنيه المحامي توجه موظفيه لبدء البحث في استخدام ممارسات مثل التأكيد على المواقف الحسيه والحرمان.
William Haynes then went to Guantanamo a few months later, with the vice-president’s senior counsel, to talk about the techniques. ويليام هاينيس ثم انتقل الى غوانتانامو وبعد اشهر قليلة ، مع نائب الرئيس كبار المحامين ، ليتحدث عن تقنيات.
A month later, the top US military lawyer at the prison wrote a memo recommending the use of interrogation methods like removing clothing, forcing shaving of facial hair, and the use of a wet towel and dripping water to induce fear of suffocation. وبعد شهر ، اعلى محام عسكري امريكي في السجن وكتب مذكرة التوصيه باستخدام وسائل الاستجواب مثل ازالة الملابس ، مما اضطر للحلاقة شعر الوجه ، واستخدام الفوط المبلله والمرق المياه للحث على الخوف من الاختناق.
Now retired, Colonel Diane Beaver says she was “shocked” that no one questioned her recommendation and that many of her suggestions were approved in late 2002 by the then-defence secretary Donald Rumsfeld. الآن متقاعد ، يقول الكولونيل ديان قندس وقالت انها "صدمت" ان لا يشكك احد في توصيتها وان الكثير من اقتراحاتها وقد وافق فى اواخر عام 2002 من قبل - ثم وزير الدفاع دونالد رامسفيلد.

Senator Levin was scathing in his appraisal of what the new techniques led to. وكان السيناتور ليفين في تقريره ساخطون على تقييم ما ادى الى التقنيات الجديدة.
“When Secretary Rumsfeld approved the use of abusive techniques against detainees he unleashed a virus which ultimately infected interrogation operations conducted by the US military in Afghanistan and Iraq,” Senator Levin said. "عندما الامين رامسفيلد وافق على استخدام تقنيات التعسفيه ضد المعتقلين وقال انه اطلقت العنان الفيروس الذي اصابه في نهاية المطاف عمليات الاستجواب التي تقوم بها العسكرية الامريكية فى افغانستان والعراق" وقال السناتور ليفين.
While it has been known for some time that military lawyers voiced strong objections to the harsh interrogation techniques in early 2003, for the first time the new memos show that those concerns were being raised in November 2002 before Mr Rumsfeld officially approved them. وفي حين أنه كان معروفا منذ بعض الوقت ان المحامين العسكريين وأعرب عن اعتراضات قوية على تقنيات استجواب قاسيه في اوائل عام 2003 ، للمرة الاولى المذكرات الجديدة تظهر ان تلك الشواغل التي اثيرت في تشرين الثاني / نوفمبر 2002 قبل السيد رامسفيلد وافق عليها رسميا.
The White House says the abuse of detainees has never been the policy of the Bush administration and that all detainees have been treated humanely, and in accordance with the law. البيت الابيض يقول ان سوء معاملة المحتجزين لم تكن ابدا سياسة ادارة بوش ان جميع المعتقلين وكانت معاملة انسانية ، وفقا للقانون.
