Secret US plan for military future in Iraq الخطة الامريكية السرية العسكرية في المستقبل في العراق
A confidential draft agreement covering the future of US forces in Iraq, passed to the Guardian, shows that provision is being made for an open-ended military presence in the country. سرية مشروع الاتفاق الذي يغطي في المستقبل من القوات الامريكية فى العراق ، مرت على الوصي ، يدل على أن رصد اعتماد لمفتوح العضويه الوجود العسكري في البلاد.
The draft strategic framework agreement between the US and Iraqi governments, dated March 7 and marked “secret” and “sensitive”, is intended to replace the existing UN mandate and authorises the US to “conduct military operations in Iraq and to detain individuals when necessary for imperative reasons of security” without time limit. مشروع الاطار الاستراتيجي لاتفاق بين الولايات المتحدة والحكومات العراقية ، مؤرخة 7 اذار / مارس وتحمل علامة "سري" و "حساسه" ، يقصد به ان يحل محل الامم المتحدة القائمة ويجيز ولاية الولايات المتحدة الى "اجراء العمليات العسكرية فى العراق واحتجاز الاشخاص عند الضروره من الضروري لاسباب امنية "دون حد زمنى.
The authorisation is described as “temporary” and the agreement says the US “does not desire permanent bases or a permanent military presence in Iraq”. إذن هي وصفه بأنه "مؤقت" والاتفاق يقول ان الولايات المتحدة "لا يرغب في قواعد دائمة أو وجود عسكرى دائم فى العراق". But the absence of a time limit or restrictions on the US and other coalition forces - including the British - in the country means it is likely to be strongly opposed in Iraq and the US. ولكن نظرا لعدم وجود حد زمني أو فرض قيود على الولايات المتحدة الامريكية وغيرها من قوات التحالف -- بما فيها البريطانية -- في البلد يعني ان من المرجح أن تعارض بقوة فى العراق والولايات المتحدة.
Iraqi critics point out that the agreement contains no limits on numbers of US forces, the weapons they are able to deploy, their legal status or powers over Iraqi citizens, going far beyond long-term US security agreements with other countries. النقاد العراقيين ان اشير الى ان الاتفاق لا يتضمن اي قيود على عدد القوات الامريكية ، وهى اسلحه قادرة على الانتشار ، وضعهم القانوني او سلطات المواطنين العراقيين ، يتجاوز كثيرا على المدى الطويل من دولارات الولايات المتحدة اتفاقات أمنية مع البلدان الاخرى. The agreement is intended to govern the status of the US military and other members of the multinational force. الاتفاق يرمي الى مركز تحكم العسكرية الامريكية وغيرها من اعضاء القوة المتعددة الجنسيات.
Following recent clashes between Iraqi troops and Moqtada al-Sadr’s Mahdi army in Basra, and threats by the Iraqi government to ban his supporters from regional elections in the autumn, anti-occupation Sadrists and Sunni parties are expected to mount strong opposition in parliament to the agreement, which the US wants to see finalised by the end of July. في اعقاب الاشتباكات الاخيرة بين القوات العراقية ومقتدي الصدر جيش المهدي في مدينة البصرة ، والتهديدات من جانب الحكومة العراقية الى فرض حظر على أنصاره من الانتخابات الاقليمية في الخريف ، sadrists مناهضه الاحتلال والاطراف السنيه ومن المتوقع ان جبل لمعارضة قوية في البرلمان لهذا الاتفاق ، الذي الولايات المتحدة تريد ان ترى في صيغتها النهائية بحلول نهاية تموز / يولية. The UN mandate expires at the end of the year. الامم المتحدة تنتهي فترة ولايته في نهاية السنة.
One well-placed Iraqi Sunni political source said yesterday: “The feeling in Baghdad is that this agreement is going to be rejected in its current form, particularly after the events of the last couple of weeks. واحدة مؤهلة السنيه العراقية وقال مصدر سياسي أمس : "ان الشعور في بغداد هو أن هذا الاتفاق سيكون رفضت في شكلها الحالي ، وخصوصا بعد الاحداث الاخيرة من اسبوعين. The government is more or less happy with it as it is, but parliament is a different matter.” الحكومة هي اكثر او اقل مع انها سعيدة كما هي ، لكن البرلمان هذا امر مختلف ".
It is also likely to prove controversial in Washington, where it has been criticised by Democratic presidential candidate Hillary Clinton, who has accused the administration of seeking to tie the hands of the next president by committing to Iraq’s protection by US forces. ومن المرجح ايضا ان يثبت للجدل في واشنطن ، حيث كان للنقد من جانب المرشح الرئاسي الديمقراطي هيلاري كلينتون ، الذي اتهم الإدارة بأنها تسعى الى تقييد ايدي الرئيس المقبل من خلال التزامها لحمايه العراق من قبل القوات الامريكية.
The defence secretary, Robert Gates, argued in February that the planned agreement would be similar to dozens of “status of forces” pacts the US has around the world and would not commit it to defend Iraq. فإن وزير الدفاع ، روبرت جيتس ، في شباط / فبراير يقال ان المزمع الاتفاق ستكون مماثلة لعشرات من "مركز القوات" المواثيق الولايات المتحدة في العالم ، وانه لا يلزم للدفاع عن العراق. But Democratic Congress members, including Senator Edward Kennedy, a senior member of the armed services committee, have said it goes well beyond other such agreements and amounts to a treaty, which has to be ratified by the Senate under the constitution. ولكن أعضاء الكونغرس الديمقراطي ، بما في عضو مجلس الشيوخ ادوارد كينيدي ، احد كبار اعضاء لجنة الخدمات المسلحه ، التي قال انها تتجاوز هذه الاتفاقات وغيرها من المبالغ الى المعاهدة ، التي لا بد ان تكون المصادقه عليها من قبل مجلس الشيوخ بموجب الدستور.
Administration officials have conceded that if the agreement were to include security guarantees to Iraq, it would have to go before Congress. مسؤولون في الادارة بأن لها اذا تم الاتفاق على ان تشمل ضمانات امنية الى العراق ، فانه سيتعين على العودة الى ما قبل الكونغرس. But the leaked draft only states that it is “in the mutual interest of the United States and Iraq that Iraq maintain its sovereignty, territorial integrity and political independence and that external threats to Iraq be deterred. ولكن الدول الوحيدة التي تسربت مشروع على انه "في ذات الاهتمام المشترك من الولايات المتحدة والعراق ان العراق الحفاظ على سيادة الدول وسلامتها الاقليمية واستقلالها السياسي والتهديدات الخارجية الى ان العراق تردعهم. Accordingly, the US and Iraq are to consult immediately whenever the territorial integrity or political independence of Iraq is threatened.” وبناء على ذلك ، فان الولايات المتحدة والعراق للتشاور على الفور كلما السلامة الاقليمية او الاستقلال السياسي للعراق للخطر. "
Significantly - given the tension between the US and Iran, and the latter’s close relations with the Iraqi administration’s Shia parties - the draft agreement specifies that the “US does not seek to use Iraq territory as a platform for offensive operations against other states”. الى حد كبير -- وبالنظر الى التوتر بين الولايات المتحدة وايران ، وهذه الاخيرة علاقات وثيقة مع الادارة العراقية الشيعيه الأطراف -- مشروع الاتفاق ينص على ان "الولايات المتحدة لا تسعى الى استخدام اراضي العراق كنقطه انطلاق لعمليات هجوميه ضد الاخرى الدول ".
General David Petraeus, US commander in Iraq, is to face questioning from all three presidential candidates on Capitol Hill today when he reports to the Senate on his surge strategy, which increased US forces in Iraq by about 30,000 last year. ديفيد petraeus العام ، القائد الاميركي في العراق ، هو لمواجهة استجواب ثلاثة من جميع المرشحين للرئاسة في كابيتول هيل اليوم عند تقديم تقريره الى مجلس الشيوخ عن الطفره الاستراتيجيه ، الامر الذي زاد من القوات الامريكية في العراق بنحو 30000 فى العام الماضى.
Both Clinton and Democratic rival Barack Obama are committed to beginning troop withdrawals from Iraq. كل من كلينتون ومنافسه الديمقراطي باراك اوباما ملتزمون بداية انسحاب القوات من العراق. Republican senator John McCain has pledged to maintain troop levels until the country is secure. السناتور الجمهوري جون ماكين قد تعهدت للحفاظ على مستوى القوات الى البلاد آمنة.
