Morrell said the U.S. Joint Chiefs of Staff are trying to determine whether additional troops can be sent to Afghanistan sooner than 2009 and suggested they could be support troops rather than combat forces.

“In the near term, there is an effort being made to figure out what can be done … Are there additional quantities of forces or capabilities that can be provided that can help the troops on the ground there now be more successful?” he said.
