Never Having to Say You’re Sorry وبعد ان ابدأ اقول لكم آسفون
By Sam Gardiner | Earlier in the week the International Institute of Strategic Studies (IISS) issued another of its dossiers. This one addresses nuclear proliferation in the Middle East. من جانب سام Gardiner | في وقت سابق من الاسبوع المعهد الدولي للدراسات الاستراتيجيه (IISS) آخر اصدار من ملفات وهذا أحد عناوين الانتشار النووي في الشرق الاوسط. Remember the IISS track record with dossiers? Their most famous report came in September 2002 when we were told Iran could be as close as two years to having a nuclear weapon. تذكر IISS سجل مع الملفات؟ على الاكثر شهرة وجاء في تقرير ايلول / سبتمبر 2002 عندما قيل لنا ان ايران يمكن ان تكون أقرب ما بعد سنتين لسلاح نووي. Remember the interviews with the authors of the study? تذكر ان المقابلات التي أجريت مع واضعي الدراسه؟
- Does Iraq have weapons of mass destruction: “Yes.” هل العراق يملك اسلحه دمار شامل : "نعم".
Chemical and biological weapons: الاسلحة الكيمياءيه والبيولوجية :
- “On chemical weapons, our net assessment is that Iraq has probably retained a few hundred tons of mustard gas and precursors…” "على الاسلحة الكيمياءيه ، ونحن الصافي هو أن العراق قد أبقى على الارجح بضع مئات من الاطنان من غاز الخردل والسلائف…"
- “As for biological weapons, Iraq probably retained substantial growth media and perhaps thousands of liters of anthrax…” "أما بالنسبة للاسلحه البيولوجية ، والعراق على الارجح الابقاء على النمو الكبير في وسائل الاعلام وربما الاف لتر من الجمره الخبيثه…"
And if we don’t do something in the next six months, واذا لم نفعل شيئا في الاشهر الستة المقبلة ،
- “…we’ll end up with a regime in Baghdad with nuclear weapons in two years’ time.” "… وسنقوم في نهاية الامر مع النظام في بغداد مع الاسلحة النووية في غضون سنتين".
The study became a major tool of those arguing for the invasion of Iraq in both the UK and the United States. It was used by Tony Blair and was a favorite of the US Deputy Secretary of Defense Paul Wolfowitz. الدراسه اصبحت اداة رئيسية لهذه المحاججه لغزو العراق فى كل من المملكه المتحدة والولايات المتحدة. انه كان يستخدم من قبل توني بلير وكان من المفضل لنائب وزير الدفاع بول وولفويتز.
IISS report 2005 IISS تقرير 2005
In September 2005 IISS did another study. This one was “Iran’s Strategic Weapons Programs: A Net Assessment.” Although the authors of this study were more cautious, they did declare that Iran could have a nuclear weapon in five years or so. في ايلول / سبتمبر 2005 لم IISS دراسة اخرى وهذا واحد هو "لايران في برامج الاسلحة الاستراتيجيه : تقييم صافية." ورغم ان واضعي هذه الدراسه كانت اكثر حذرا ، فلم تكن تعلن ان ايران يمكن ان يكون لها سلاح نووي في غضون خمس سنوات أو نحو ذلك.
In neither the press materials or in the press conference did IISS make reference to the serious errors that had been made in the assessment of Iraq’s WMD programs. لا في الصحافة او مواد في مؤتمر صحافي لم IISS الاشارة الى الاخطاء الجسيمه التي تم الادلاء بها في تقييم برامج اسلحه الدمار الشامل فى العراق.
Now we have the most recent study. The caution has gone. The editor of the study boldly declared, “We take it for granted that Iran is pursuing a nuclear weapon.” Without explanation, he dismisses he US National Intelligence Estimate that did not take that for granted. والآن اصبحت لدينا احدث دراسة. الحذر قد ولى. المحرر من الدراسه اعلن بجراه ، "اننا لمنح اعتبر ان تسعى ايران لسلاح نووي." دون اي تفسير ، وقال انه يرفض الاستخبارات الوطنية واعرب عن تقدير الولايات المتحدة لم تاخذ ان من المسلمات.
Again, there is no reference to the previous bad assessment or the assessment Iran could have a weapon in just two years from now. مرة أخرى ، لا توجد اي اشارة سابقة الى سوء تقدير أو التقييم يمكن ان يكون لايران للاسلحه النووية فى غضون عامين من الآن.
Doing studies means never having to say you are sorry. عمل دراسات وسيلة على الاطلاق بعد أن أقول أنت آسف.
The Telegraph , the Times and the Guardian carried stories this week on the IISS study. All three had frightening headlines: “Middle East in nuclear race to match Iran,” “Iran’s nuclear programme ‘may spark Middle East weapons race,’” and “Iran’s nuclear programme could be triggering a race to develop atomic weapons in the Middle East, a study warned.” البرق ، واحيانا يقوم الولي قصص هذا الاسبوع على دراسة IISS. مخيفه وكان كل ثلاثة عناوين : "النووي في الشرق الاوسط الى سباق مباراة ايران" ، "برنامج ايران النووى' ايار / مايو شرارة سباق الاسلحة فى الشرق الاوسط ، " و "برنامج ايران النووى يمكن ان يكون اشعال سباق لتطوير الاسلحة الذريه في الشرق الاوسط ، وحذرت".
All three of the stories were probably good journalism. The reporters, two of them diplomatic editors, represented the IISS study well. None of them, however, reminded us of the history of previous IISS mistakes or of their own newspaper’s mistakes in covering previous studies. كل ثلاثة من القصص وربما كانت الصحافة الجيدة. الصحفيين ، فان اثنين منهم الدبلوماسية المحررين ، تمثل IISS الدراسه ايضا. احدا منهم ، ومع ذلك ، ذكرنا من تأريخ IISS الاخطاء السابقة الخاصة بها او من الصحيفة في تغطية الاخطاء دراسات سابقة.
I guess doing journalism also means never having to say you are sorry. اعتقد ان العمل في الصحافة بعد أن يعني ايضا ان اقول ابدا أنت آسف.
