By بواسطة Peter Walker بيتر ووكر and agencies | The head of MI5 has released a rare public statement to stress that his organisation is not arguing against the planned new 42-day detention limit for terrorism suspects. وكالات | رئيس MI5 افرجت نادرة العامة البيان التأكيد على ان منظمته ليست محتجه ضد المخطط الجديد 42 يوما للحد من الارهاب واحتجاز المشتبه فيهم. The move came as MPs prepared to debate the measure in the Commons ahead of a vote that could end in a humiliating defeat for Gordon Brown. وجاء التحرك النواب على استعداد لمناقشة هذا التدبير في المشاعات قبل ان يمكن اجراء تصويت في نهاية مهينه لهزيمة غوردون براون.
The comments by Jonathan Evans, director general of MI5, officially known as the Security Service, follow an admission by the home secretary, Jacqui Smith, at the weekend that MI5 had not requested to new powers. التعليقات التي ادلى بها جوناثان ايفانز ، المدير العام للMI5 ، والمعروفة رسميا باسم داءره الامن ، في اعقاب اعتراف وزير الداخلية ، jacqui سميث ، في عطلة نهاية الاسبوع ان MI5 لم يقدم أي طلب الى السلطات الجديدة.
Several subsequent reports suggested MI5 did not back the move, but Evans stressed today that it simply did not seek to have a view on the matter. واقترح عدة تقارير لاحقة MI5 لا رجوع التحرك ، ولكنه اكد ايفانز اليوم انه ببساطة لا يسعى ان يكون لها رأي بشأن هذه المساله.
“A number of media reports have appeared in the last few days on the supposed position that MI5 takes in respect of pre-charge detention time limits,” he said in a statement posted on the MI5 website. ان "عددا من التقارير الاعلاميه التي ظهرت في الايام القليلة الماضية بشان الموقف من المفترض ان يأخذ MI5 فيما يتعلق بتهمة الاحتجاز السابق للحدود زمنيه" ، وقال في تصريح MI5 التي تنشر على شبكة الانترنت.
“I would like to make the service’s position on this issue clear. "اود ان اقدم خدمة موقف واضح بشان هذه المساله. Since the Security Service is neither a prosecuting authority nor responsible for criminal investigations, we are not, and never have been, the appropriate body to advise the government on pre-charge detention time limits. منذ جهاز الامن ليست محاكمة ولا السلطة المسءوله عن التحقيقات الجناءيه ، ونحن لا ، أبدا ، وكانت الهيءه المناسبه لاسداء المشوره الى الحكومة بشان المسؤول عن الاحتجاز قبل الموعد المحدد لها.
“We have not, therefore, sought to comment publicly or privately on the current proposals, except to say that we recognise the challenge posed for the police service by the increasingly complex and international character of some recent terrorist cases.” "لدينا لذلك ، لا تسعى الى التعليق علانيه او سرا على اقتراح من الاقتراحات الحالية ، الا انه يمكننا القول ان نتعرف على التحدي الذي تمثله للشرطة من قبل متزايدة التعقيد والطابع الدولي للبعض الحالات الارهابيه التي وقعت مؤخرا."
MPs will today begin a two-day debate on the proposal to increase the maximum time that terror suspects can be held without charge from 28 to 42 days. وسوف يبدأ النواب اليوم لمدة يومين مناقشة بناء على اقتراح لزيادة الحد الأقصى للوقت ان الارهاب يمكن ان المشتبه فيهم دون توجيه تهمة عقد في الفترة من 28 الى 42 يوما. The prime minister’s spokesman said Downing Street saw tomorrow’s vote as “very, very tight”. رئيس الوزراء وقال متحدث باسم داونينغ شهد الشارع الغد للتصويت عليها "جدا ، وضيق جدا".
In a further sign of government nervousness, the foreign secretary, David Miliband, was today flying back to Britain to be in parliament, after cutting short a visit to Israel. في دليل آخر على ما احرز من الحكومة عصبية ، وزير الخارجية ، ديفيد miliband ، كانت تحلق اليوم العودة الى بريطانيا ليكون في البرلمان ، بعد ان قطع زيارة قصيرة الى اسرائيل.
Victory or defeat for Brown could come down to a margin as small as the decision of nine Democratic Unionist MPs, who have yet to decide which way they will vote. النصر او الهزيمة لبراون يمكن ان ينزل على هامش صغيرة بقرار من تسعة نواب الاتحادي الديمقراطي ، من بعد ان تقرر الطريقة التي سيصوت.
Brown has faced vocal opposition from a series of senior legal and other figures. براون صخبا واجهت معارضة من مجموعة من كبار الشخصيات القانونية وغيرها. The government’s human rights watchdog said last night it would immediately launch a legal challenge to the 42 days limit if it reaches the statute book. الحكومة في مجال حقوق الانسان لرقابة وقال الليلة الماضية انه على الفور اطلاق طعن قانوني الى 42 يوما اذا وصلت لحد من النظام الأساسي للكتاب.
The Equality and Human Rights Commission, chaired by Trevor Phillips, published legal advice from Matrix Chambers that the extended limit would violate the European convention on human rights. المساواة بين حقوق الانسان واللجنة ، التي ترأسها تريفور فيليبس ، ونشرت على مشوره قانونيه من مصفوفه الدوائر الموسعه التي تحد من شأنه ان ينتهك الاتفاقية الاوروبية لحقوق الانسان.
Scotland’s chief legal officer, Lord Advocate Elish Angiolini, has also come out against the idea, telling the Herald newspaper the move is “not supported by prosecution evidence”. اسكتلندا موظف قانوني كبير ، محامي التاج elish angiolini ، وقد تأتي ايضا ضد الفكره ، نقول للصحيفة هيرالد ان الاتجاه هو "لا تدعمها أدلة الادعاء".
Earlier this week, Angiolini’s counterpart in England and Wales, the director of public prosecutions, Sir Ken Macdonald, repeated his view that the change was not needed. وفي وقت سابق من هذا الاسبوع ، angiolini 'sنظيره في انكلترا وويلز ، ومدير النيابة العامة ، سيدي كين ماكدونالد ، وكرر رأى ان لا حاجة الى تغيير.
