Human rights groups in Israel have accused the security services of routinely mistreating Palestinian detainees. جماعات حقوق الانسان في اسرائيل قد اتهمت اجهزة الامن بشكل روتيني من اساءة معاملة المعتقلين الفلسطينيين.
The two groups said detainees were held in appalling conditions, and were sometimes tortured. المجموعتين قال احتجز بعض المعتقلين في ظروف مروعه ، واحيانا للتعذيب.
They said the maltreatment was intended to “break the spirit” of those who were being interrogated. وقالوا ان سوء المعامله كان يقصد "كسر روح" من أولئك الذين يجري استجوابهم.
Israel’s justice ministry rejected the report - which was published on Sunday - as unrepresentative and inaccurate. اسرائيل رفضت وزارة العدل التقرير -- الذي نشر يوم الأحد -- النحو غير تمثيلي وغير دقيقة.
The report lists a number of techniques the two groups, B’Tselem and the HaMoked Centre for the Defence of the Individual, say are deployed by the Israeli Security Agency. ويورد التقرير عددا من التقنيات المجموعتين ، بتسيلم ومركز هاموكيد للدفاع عن الفرد ، اقول تنتشر بها وكالة الامن الاسرائيلية.
They range from preventing detainees from contacting their lawyers, to painful shackling to a chair, threats and intimidation, beating and sleep deprivation. وهي تتراوح بين منع المعتقلين من الاتصال بمحاميهم ، لالتقييد المؤلم إلى كرسي ، والتهديد والترهيب والضرب والحرمان من النوم.
The groups drew on the testimony of 73 Palestinians detained over a six-month period. المجموعات استند الى شهادة من 73 فلسطينيا احتجزوا اكثر من ستة اشهر.
International law القانون الدولي
International law is clear in prohibiting ill-treatment or torture, and it allows for no extenuating circumstances. ان القانون الدولي واضح في منع سوء المعامله او التعذيب ، وانها لا تسمح باى الظروف المخففه.
However, the human rights groups point to a more ambiguous ruling from the Israeli High Court. ومع ذلك ، فان جماعات حقوق الانسان تشير الى وجود أكثر غموضا من قرار المحكمه العليا الاسرائيلية.
It decreed that members of the security service who abused detainees may be exempted from criminal liability, if they believed that the people they were interrogating had information about an imminent terrorist act. ومن مرسوما يقضي بان اعضاء جهاز الامن الذين يسيئون معاملة المحتجزين لاعفائه من المسؤولية الجناءيه ، اذا انهم يعتقدون ان الناس كانوا استجواب لديه معلومات عن وجود عمل ارهابي وشيك.
The human rights campaigners also say that of more than 500 complaints about the behaviour of security service agents, not one criminal investigation has been opened. حقوق الانسان المدافعون ايضا ان اقول ان اكثر من 500 شكوى من سلوك وكلاء جهاز الامن ، لا احد التحقيقات الجناءيه قد فتح.
The Ministry of Justice said the report was “fraught with mistakes, groundless claims and inaccuracies”. وزارة العدل وقال التقرير "محفوف اخطاء ، واخطاء لا أساس المطالبات".
In a statement, the ministry also said that over the past few years, information obtained by security service agents - sometimes through interrogation - had saved the lives of many civilians. وفي بيان ، وزاره ايضا وقال انه على مدى السنوات القليلة الماضية ، وكشفت المعلومات التي حصلت عليها اجهزة الأمن وكلاء -- احيانا من خلال الاستجواب -- قد انقذت حياة الكثير من المدنيين.
