By بواسطة Leila Fadel ليلى فاضل | Iraqi lawmakers say the United States is demanding 58 bases as part of a proposed “status of forces” agreement that will allow US troops to remain in the country indefinitely. | العراقية يقول المشرعون الولايات المتحدة تطالب 58 قواعد كجزء من اقترح "مركز القوات" اتفاق من شأنه ان يسمح للقوات الامريكية على البقاء في البلد الى ما لا نهاية.
Leading members of the two ruling Shiite parties said in a series of interviews the Iraqi government rejected this proposal along with another US demand that would effectively hand over the power to determine if a hostile act from another country is aggression against Iraq . اعضاء قياديين اثنين من الاحزاب الشيعيه وقال الحاكم في سلسلة من المقابلات الحكومة العراقية رفضت هذا الاقتراح الى جانب آخر من دولارات الولايات المتحدة على نحو فعال من شانه ان الطلب على تسليم السلطة لتحديد ما اذا كان عمل عدائي من بلد آخر هو عدوان على العراق. Lawmakers said they fear this power would drag Iraq into a war between the United States and Iran . وقال المشرعون وهم يخشون هذه السلطة في جر العراق الى حرب بين الولايات المتحدة وايران.
“The points that were put forth by the Americans were more abominable than the occupation,” said Jalal al Din al Saghir , a leading lawmaker from the Islamic Supreme Council of Iraq . "النقاط التي تم طرحها من الامريكيين اكثر من الاحتلال البغيض ،" Al قال جلال الدين الصغير Al ، رائد المشرع الاسلامي من المجلس الاعلى للالعراق. “We were occupied by order of the Security Council ,” he said, referring to the 2004 Resolution mandating a US military occupation in Iraq at the head of an international coalition. Other conditions sought by the United States include control over Iraqi air space up to 30,000 feet and immunity from prosecution for US troops and private military contractors. الشروط الاخرى الذي تسعى اليه الولايات المتحدة وتشمل السيطرة على المجال الجوي العراقي يصل الى 30000 قدم والحصانة من الملاحقه القضاءيه للقوات الامريكية والشركات العسكرية والمقاولين. “It would impair Iraqi sovereignty,” said Ali al Adeeb a leading member of Prime Minister Nouri al Maliki’s Dawa party of the proposed accord. "ان ينال من السياده العراقية ،" وقال علي الصعيدي واديب عضوا قياديا من رئيس الوزراء نوري المالكي 'sAl حزب الدعوة من الاتفاق المقترح. “The Americans insist so far that is they who define what is an aggression on Iraq and what is democracy inside Iraq … if we come under aggression we should define it and we ask for help.” "ان الامريكيين يصرون حتى الان وهذا هو انهم من تحديد ما هو العدوان على العراق والديمقراطيه ما هو داخل العراق… واذا كنا نحن تاتي في اطار العدوان ينبغي ان يعرف انه ونحن نطلب من اجل المساعدة."
Both Saghir and Adeeb said that the Iraqi government rejected the terms as unacceptable. اديب والصغير على حد سواء وقال ان الحكومة العراقية رفضت الشروط غير مقبولة. They said the government wants a US presence and a US security guarantee but want to control security within the country, stop indefinite detentions of Iraqis by US forces and have a say in US forces conduct in Iraq . وقالت ان الحكومة تريد الوجود الأمريكى والولايات المتحدة ولكنها تريد ضمانات امنية للسيطره على الامن داخل البلاد ، ووقف الاعتقالات غير مسمى من العراقيين من قبل القوات الامريكية ويكون لها رأى في سلوك القوات الامريكية فى العراق. At present, the United States operates out of about 30 major bases not including smaller facilities such as combat outposts, according to a US military map. وفي الوقت الحاضر ، فان الولايات المتحدة ويعمل بها نحو 30 من القواعد الرئيسية التي لا تشمل مرافق أصغر مثل مكافحة البئر ، وفقا لخريطه العسكرية الامريكية.
” Is there sovereignty for Iraq - or isn’t there? "هل هناك سيادة للعراق -- او ليست هناك؟ If it is left to them, they would ask for immunity even for the American dogs,” Saghir said. اذا ترك لها ، لانها ان اطلب من الحصانة الأميركية حتى بالنسبة للكلاب ، "قال الصغير. “We have given Bush our views - some new ideas and I find that there is a certain harmony between his thoughts and ours. Maliki returned Monday from his second visit to Iran , whose Islamic rulers are adamantly opposed to the accord. المالكي وعاد الاثنين من زيارته الثانية الى ايران ، التي من الحكام بعناد الاسلامية المعارضة لاتفاق. Iran’s Supreme leader Ayatollah Ali Khamanei said following meetings with Maliki that we have “no doubt that the Americans’ dreams will not come true,” القائد الاعلى لايران اية الله علي khamanei وقال المالكي بعد لقاءات مع ان لدينا "لا شك في ان الامريكيين لن تأتي الا احلام حقيقية"
Hoshyar Zebari , the Iraqi foreign minister, criticized the lawmakers for poisoning the public discussion before an agreement is concluded. هوشيار زيباري ، وزير الخارجية العراقي ، وانتقد المشرعون لتسميم مناقشة عامة قبل ابرام الاتفاق. He said US officials had been flexible in the talks, as well as “frank and honest since the beginning.” وقال المسؤولون الامريكيون ان كانت مرنة في المحادثات ، فضلا عن "صريحة وصادقة منذ البداية."

US officials in Baghdad say they are determined to complete the accord by July 31 so that parliamentary deliberations can be completed before the Dec. 31 expiration of the UN mandate. المسؤولون الامريكيون فى بغداد يقولون انهم عازمون على اكمال اتفاق بحلول 31 تموز / يوليو من المداولات البرلمانيه حتى يمكن الانتهاء منه في 31 كانون الاول / ديسمبر قبل انتهاء ولاية الامم المتحدة. The agreement will not specify how many troops or where they will be deployed, said a US official who asked not to be named due to the sensitivity of the subject, but the agreement will detail legal framework under which they will operate. الاتفاق لن تحدد عدد القوات او حيث سيتم نشر ، قال مسؤول اميركي طلب عدم من اسمه نظرا لحساسيه الموضوع ، ولكن الاتفاق الاطار القانوني في اطار التفاصيل التي سوف تعمل فيها. The US official said that in the absence of a UN resolution authorizing the use of force, “there have to be terms that are in place. وقال المسؤول الامريكى انه فى حالة عدم وجود قرار الامم المتحدة التفويض باستخدام القوة ، "يتعين ان تكون هناك شروط التي هي في مكان. That’s the reality that we’re trying to accommodate.” هذا هو الواقع الذي نحاول استيعاب ".
Iraqis are determined to get there nation removed from Security Council chapter 7 category which deemed them a threat to international peace after Saddam’s Hussein’s invasion of Kuwait - language the Iraqi government says is no longer appropriate. العراقيين مصممون على ان احصل على وجود الامة بعيدة عن مجلس الأمن في الفصل 7 من الفئة التي ترى ان لها تهديدا للسلم وبعد صدام حسين بغزو الكويت -- لغة تقول ان الحكومة العراقية لم تعد ملائمة.
