The president has spent much of his second term pleading with history. وقد قضى رئيس بكثير من فترة ولايته الثانية مرافعه مع التاريخ. But however hard he lobbies the gatekeepers of memory, he will surely be judged the worst president the United States has ever had. ولكن ومع ذلك وقال انه من الصعب فان المتحكمين في ردهات الذاكرة ، وقال انه من المؤكد ان يحكم على اسوأ رئيس الولايات المتحدة اي وقت مضى.
Even if historians were somehow to forget the illegal war, the mangling of international law, the trashing of the environment and social welfare, the banking crisis, and the transfer of wealth from rich to poor, one image is stamped indelibly on this presidency: the trussed automatons in orange jumpsuits. حتى إذا كان المؤرخون نوعا ما لنسيان الحرب غير القانونية ، mangling للقانون الدولي ، وتحطيم للبيئة والرعايه الاجتماعية ، والازمة المصرفية ، ونقل الثروة من الاغنياء الى الفقراء ، هو صورة واحدة لا يمحى على دمغ هذه الرئاسة : trussed الباردون في اورانج jumpsuits. It portrays a superpower prepared to dehumanise its prisoners, to wrap, blind and deafen them, to reduce them to mannequins, in a place as stark and industrial as a chicken-packing plant. انه يصور دولة عظمى على استعداد لdehumanise أسراه ، الى التفاف ، أعمى ، وأصمم لها ، للحد منها الى العارضات ، في مكان ما صارخ والصناعية باعتبارها الدجاج - مصنع التعبءه. Worse, the government was proud of what it had done. أسوأ من ذلك ، فان الحكومة بالفخر لما فعلت. It was parading its impunity. وكان الاستعراض قدرتها على الافلات من العقاب. It wanted us to know that nothing would stand in its way: its power was both sovereign and unaccountable. انها تريد لنا ان نعرف ان شيئا لن يقف في طريقها : سعها كان غير مسؤولة وذات سيادة على حد سواء.
Three days before Bush arrived in Britain, the US supreme court ruled that the inmates at Guantánamo Bay were entitled to contest their detention in the civilian courts. قبل ثلاثة ايام من بوش وصلت في بريطانيا ، قضت المحكمه العليا في الولايات المتحدة ان السجناء في خليج غوانتانامو يحق للمسابقة احتجازهم في المحاكم المدنيه. This is the third time the supreme court has ruled against the prison camp, but on this occasion Bush cannot change the law: the court has ruled that the prisoners’ rights are constitutional. وهذه هي المرة الثالثة المحكمه العليا قد حكمت على معسكر السجن ، ولكن في هذه المناسبه ان بوش لا يمكن تغيير القانون : قضت المحكمه ان حقوق السجناء هي الدستورية.
Symbolically the decision could scarcely be more important. رمزية قرار بالكاد يمكن أن يكون أكثر أهمية. Practically it could scarcely be less. بالكاد يمكن عمليا ان يكون اقل من ذلك. The department of defence can transfer its prisoners to an oubliette in another country, where the constitution’s writ does not run. وزارة الدفاع يمكن ان نقل السجناء الى الزنزانه في بلد آخر ، حيث الدستور لا يتعارض مع الاوامر. The public atrocity of Guantánamo Bay has provided a useful distraction from something even worse: the sprawling system of secret detention camps the US runs around the world. الجمهور فظاعه خليج غوانتانامو وقد قدمت شيئا مفيدا من الهاء حتى أسوأ من ذلك : التمدد نظام معسكرات الاعتقال السرية الامريكية يتعارض مع جميع انحاء العالم.
We don’t, of course, know much about this programme. ونحن لا ، بالطبع ، اعرف الكثير عن هذا البرنامج. Bush first acknowledged it in September 2006. واعترف بوش الاولى في ايلول / سبتمبر 2006. “Of the thousands of terrorists captured across the world, only about 770 have ever been sent to Guantánamo.” Other suspects, he said, were being “held secretly” by the CIA . "العديد من خصائص هذا البرنامج ، بما فيها هؤلاء المعتقلون تم عقد وتفاصيل من الحبس ، لا يمكن ان يكشف." وقال للادعاء بأن جميع السجناء السرية قد تم الان نقل الى خليج غوانتانامو.
Several lines of evidence suggest that this claim was false. خطوط عدة ادلة تشير الى ان هذا الادعاء غير صحيح. The CIA appears to have overseen or controlled, and in some cases appears still to be running, black sites in Poland, Bulgaria, Romania, Ukraine, Macedonia, Kosovo, Morocco, Libya, Egypt, Djibouti, Somalia, Ethiopia, Iraq, Jordan, Afghanistan, Pakistan, Thailand and, possibly, Diego Garcia. ويبدو ان وكالة المخابرات المركزية التي تشرف أو يتحكم فيها ، ويبدو في بعض الحالات التي لا يزال يتعين على التوالي المواقع السوداء في بولندا ، بلغاريا ، ورومانيا ، أوكرانيا ، ومقدونيا ، وكوسوفو ، المغرب ، ليبيا ، مصر ، جيبوتي ، الصومال ، اثيوبيا ، العراق ، الاردن ، افغانستان ، وباكستان ، وتايلند ، وربما دييغو غارسيا. The US appears to be using ships as secret prisons. ويبدو ان الولايات المتحدة باستخدام سفن كما ان السجون السرية. In just two years the CIA ran 283 flights – which the Council of Europe believes were used for transporting secret prisoners – out of Germany alone. في عامين فقط 283 وكالة المخابرات المركزية تدير الرحلات -- التى يمكن لمجلس اوروبا ترى استخدمت لنقل سجناء سرا -- من المانيا وحدها. It admits that it possesses 7,000 documents about its ghost detention programme. انها تعترف أنها تمتلك وثائق 7000 عن شبح الاعتقال البرنامج. Are we to believe all this was done for the 14 men transferred to Guantánamo Bay? نحن نعتقد ان كل هذا جرى بالنسبة لنقل الرجال الى 14 في خليج غوانتانامو؟ In Iraq, the US now admits to holding 22,000 prisoners without charge in its own facilities, some of whom are known to be kept away from the Red Cross and other visitors. في العراق فان الولايات المتحدة تعترف الآن لعقد 22000 السجناء بدون تهمة في مرافقها الخاصة ، وبعضهم من المعروف ان لابد من إخراجها من الصليب الاحمر وغيرهم من الزوار.
Apart from those moved to Cuba, hardly anyone, so far, has come out of this system. وبصرف النظر عن تلك التي نقلت الى كوبا ، لا يكاد أحد ، حتى الآن ، قد خرج من هذا النظام. At the end of last year salon.com interviewed Muhammad Bashmilah, who was arrested and tortured by Jordanian police, handed to the Americans, flown to an unknown country in autumn 2003, and held secretly by the CIA until he was transferred to Yemeni custody in May 2005. في نهاية العام الماضي salon.com مقابلات bashmilah محمد ، وكان من القاء القبض عليه وتعذيبه من قبل الشرطة الاردنية ، سلم الى الاميركيين ، نقل جوا الى بلد غير معروف في خريف عام 2003 ، وعقدت سرا حتى من قبل وكالة المخابرات المركزية ثم نقل الى الحجز في اليمن ايار / مايو 2005. He reports that he was kept in a cell about the size of a transit van throughout the 19 months of his confinement, without any human contact except during interrogation. واعرب عن الانباء التي ذكرت انه أبقي في زنزانة عن حجم عبور فان طوال 19 شهرا من الحبس ، دون اي حقوق باستثناء الاتصال اثناء الاستجواب. The lights and a source of white noise were left on permanently. الأنوار ومصدرا للأبيض تركت على الضوضاء بصورة دائمة. Driven mad by isolation and sensory deprivation, he tried to kill himself several times. مدفوعه من قبل جنون الحرمان والعزله والحسيه ، وعندما حاول ان يقتل نفسه عدة مرات. Eventually, when it became obvious even to the CIA that he had nothing to do with terrorism, he was handed over to the Yemeni government, who held him for another year until he was released without charge. في نهاية المطاف ، عندما اصبح واضحا حتى ولو وصل الى وكالة الاستخبارات المركزية انه لا علاقة لها بالارهاب ، وقال انه تم تسليمه الى الحكومة اليمنية ، من عقد له لمدة سنة اخرى حتى اطلق سراحه دون توجيه اتهام اليه.
Lawyers for some of the men transferred to Guantánamo Bay claim that, while in secret detention, their clients were left hanging from the ceiling by their wrists, beaten with electric cables, yanked around on a dog’s leash, chained naked in a freezing cell, and doused with cold water. بالنسبة لبعض المحامين من الرجل نقل الى خليج غوانتانامو ، ان مطالبه ، في حين ان في مراكز اعتقال سرية ، وعملاؤها تركت معلقه من السقف من قبل المعاصم ، وضرب الكابلات الكهرباءيه ، وانتزع على نحو كلب للمقود ، عارية مكبله في تجميد الخلية ، ومع مغطس الماء البارد. “The CIA worked people day and night for months,” one prisoner reports. "وكالة المخابرات المركزية عملت الناس ليلا ونهارا لعدة اشهر ،" ان احد السجناء التقارير. “Plenty lost their minds. "فقدت الكثير اذهانهم. I could hear people knocking their heads against the walls and doors, screaming their heads off.” ويمكنني ان اسمع الناس ضرب رؤوسهم ضد الجدران والأبواب ، يصرخون من رؤوسهم ".
Could it be worse than this? يمكن ان يكون اسوأ من ذلك؟ Yes. نعم. In 2003, a US official admitted to the Sunday Telegraph that the CIA was detaining and interrogating children. وفي عام 2003 ، أقر المسؤول الامريكى الى ونقلت صنداي تلغراف ان وكالة المخابرات المركزية تحتجز المراه والاطفال. Discussing two boys aged seven and nine held in secret detention by the CIA , the official explained: “We are handling them with kid gloves. مناقشة اثنين من الفتيان الذين تتراوح اعمارهم بين السابعه والتاسعه التي عقدت في مراكز اعتقال سرية من قبل وكالة المخابرات المركزية ، وأوضح المسؤول : "نحن مع الطفل التعامل مع هذه القفازات. After all, they are only little children, but we need to know as much about their father’s recent activities as possible. على كل حال ، انها ليست سوى الصغار ، ولكن نحن بحاجة إلى ان نعرف الكثير عن ما الدهم الانشطه الاخيرة قدر الامكان. A former CIA official told the New Yorker that “every single plan [in the secret detention programme] is drawn up by interrogators, and then submitted for approval to the highest possible level – meaning the director of the CIA . مسؤول سابق في وكالة المخابرات المركزية الجديدة يوركر قال ان "كل خطة واحدة [في مراكز اعتقال سرية برنامج] وضعتها المستجوبين ، وقدم بعد ذلك للموافقة على اعلى مستوى ممكن -- معنى مدير وكالة المخابرات المركزية. Any change in the plan – even if an extra day of a certain treatment was added – was signed off by the CIA director.” أي تغيير في خطه -- حتى لو كان يوم اضافي معين من العلاج واضاف -- تم التوقيع من قبل مدير وكالة الاستخبارات المركزية ".
Never mind detention without trial; this is detention without acknowledgement. ابدا اعتبارها والاحتجاز دون محاكمة ، وهذا امر الاحتجاز دون الإقرار. When men and women disappear into this system, neither they nor their families know where they are. عند الرجال والنساء تختفي في هذا النظام ، وهي لا أسرهم ولا يعرف أين هي. The Red Cross cannot reach them; they are beyond the scope of the law. الصليب الاحمر لا يمكن الوصول اليها ، فهي خارجة عن نطاق القانون. Do I need to explain that this treatment breaks just about every article in the Geneva conventions? هل أنا بحاجة الى أن يوضح أن هذا العلاج فقط عن وقوع كل مادة على حدة في اتفاقيات جنيف؟ Do I need to tell you that – without charges, trials, lawyers, scrutiny or even recognition – it is just as likely to net the innocent as the guilty? هل أنا بحاجة الى أن أقول لك -- دون توجيه تهم اليهم ، والمحاكمات ، والمحامين ، وتمحيص او حتى الاعتراف -- ومن المرجح تماما كما صافي الابرياء كما المذنبين؟ In 2006 George Bush maintained that “these aren’t common criminals, or bystanders accidentally swept up on the battlefield – we have in place a rigorous process to ensure those held at Guantánamo Bay belong at Guantánamo”. في عام 2006 جورج بوش ان "هذه ليست من المجرمين العاديين ، أو من المارة بطريق الخطأ اكتسحت حتى على ساحة المعركه -- لدينا فى مكان عملية صارمه لضمان تلك التي عقدت في خليج غوانتانامو ، ينتمون في غوانتانامو". But a new and detailed investigation by the McClatchy newspaper group has found that many of them were indeed either common criminals or bystanders, or men sold to the authorities in order to settle a feud. ولكن جديد وتحقيق مفصل من قبل صحيفة mcclatchy وقد وجد الفريق ان العديد منهم في الواقع أما المجرمين العاديين أو من المارة ، او تباع الرجال الى السلطات لتسوية اى عداء. Who knows how many innocent people are going out of their minds in the CIA’s secret prisons today? من يعرف كيف العديد من الابرياء هي الخروج من أذهانهم في سجون سرية وكالة المخابرات المركزية اليوم؟
Along with its innocent victims, the US government has locked itself into this system. جنبا الى جنب مع الضحايا الابرياء فان الحكومة الامريكية قد حبس نفسه في هذا النظام. As the justice department has argued, these prisoners cannot be released in case they describe the “alternative interrogation methods” (the euphemism it uses for torture) the CIA used on them, which could “reasonably be expected to cause extremely grave damage”. كما احتجت وزارة العدل ، وهؤلاء السجناء لا يمكن ان يتم الافراج في هذه الحاله وصف "اساليب الاستجواب البديله" (تعبير لطيف يستخدم للتعذيب) على استخدام وكالة المخابرات المركزية ، التي يمكن ان "من المعقول ان يتوقع منه ان يسبب اضرار خطيرة للغاية". Like almost everything Bush has done, this programme promises to backfire. مثل كل شيء تقريبا بوش القيام به ، هذا البرنامج على عكس الوعود. George Bush will be remembered not only for the lives he has broken, but also for smashing everything he claimed to defend. جورج بوش سيذكر ليس فقط بالنسبة لحياة وقال انه قد أخل فحسب ، بل ايضا لتحطيم كل شيء ادعى للدفاع.
