By通过 MARK SHERMAN马克谢尔曼 | The Supreme Court ruled Thursday that foreign terrorism suspects held at Guantanamo Bay have rights under the Constitution to challenge their detention in US civilian courts. |美国最高法院裁定，周四表示，外籍恐怖嫌疑人关押在关塔那摩监狱中湾的权利，根据宪法，挑战他们被拘留在美国民事法院。

The justices handed the Bush administration its third setback at the high court since 2004 over its treatment of prisoners who are being held indefinitely and without charges at the US naval base in Cuba.法官转交布什政府第三次挫折，在高等法院自2004年以来，超过其囚犯待遇谁正在举行无限期未经指控在美国的海军基地在古巴。 The vote was 5-4, with the court’s liberal justices in the majority.投票是5月4日，与法院的自由大法官在多数。
