FBI Director Robert Mueller on Wednesday recalled warning the Justice Department and the Pentagon that some US interrogation methods used against terrorists might be inappropriate, if not illegal. روبرت مويلر مدير مكتب التحقيقات الفيدرالى يوم الاربعاء اشارت الى تحذير وزارة العدل ومقر وزارة الدفاع الاميركية ان بعض وسائل الاستجواب المستخدمة ضد الارهابيين قد لا يكون من المناسب ، ان لم يكن غير قانوني.
Mueller’s comments came under pointed questioning by House Democrats demanding to know if the Federal Bureau of Investigation tried to stop interrogations in 2002 that critics define as torture. مويلر تعليقات تحت سقف واشار الاستجواب الذي يقوم به الديمقراطيون يطالبون البيت لمعرفة ما اذا كان مكتب التحقيقات الاتحادي حاولت ان توقف عمليات الاستجواب في عام 2002 ان النقاد تعريف التعذيب.
Mueller said the FBI does not use coercive techniques when questioning suspects or witnesses, and he reportedly pulled his agents out of CIA or military interrogations several years ago to protect them from legal consequences. وقال مويلر مكتب التحقيقات الفيديرالي لا تستخدم اساليب قسريه عند استجواب المشتبه فيهم أو الشهود ، ويقال انه سحب عملائه من الاستجواب العسكرية او وكالة المخابرات المركزية قبل عدة سنوات لحمايتهم من نتائج قانونيه.
FBI protocol “wouldn’t engage in torture,” said Rep. Stephen Cohen, a Democrat. بروتوكول اف بي آي "لن تشارك في التعذيب" ، قال Rep ستيفن كوهين ، ديموقراطي. “But if you find out that other agencies may engage in torture, that you believe is illegal - does your protocol include informing those agencies that you believe their actions are illegal?” "ولكن اذا وجدت ان وكالات اخرى قد الانخراط في التعذيب ، الذي تعتقد انه غير قانوني -- هل البروتوكول اعلام تشمل تلك الوكالات التي كنت تعتقد أن أعمالهم غير القانونية؟"
“Yes,” Mueller answered. "نعم" ، اجاب مويلر.
“Who did you inform?” Cohen asked. "هل كنت ابلغ من؟" كوهين طلب.
“At points in time, we have reached out to DoD, DoJ, in terms of activity that we were concerned might not be appropriate, let me put it that way,” Mueller said. Mueller said some of the FBI’s concerns dated back to 2002, when top al Qaeda detainees were waterboarded by CIA interrogators. وقال مويلر بعض من مكتب التحقيقات الفيديرالي اهتمامات يرجع تاريخها الى عام 2002 ، عندما رأس تنظيم القاعده المعتقلين كانوا من قبل وكالة المخابرات المركزية waterboarded المستجوبين. Asked how the Justice Department and Pentagon responded to the FBI’s advice, Mueller declined to discuss it publicly, citing concerns about releasing classified information. وتساءل عن وزارة العدل والبنتاغون استجابت لاف بي آي نصيحه مويلر رفض مناقشة علنا ، مشيرا الى القلق بشأن الافراج عن معلومات سرية. He also referred to the Justice Department’s legal guidance at the time that waterboarding and other harsh interrogation methods were legal as long as they did not result in organ failure or death. واشار ايضا الى وزارة العدل الارشاد القانوني في ذلك الوقت ان waterboarding وغيرها من اساليب استجواب قاسيه قانونيه طالما انها لم تسفر عن فشل الجهاز او الوفاه.
That guidance, contained in a series of memos by the department’s Office of legal Counsel, since has been rescinded. ان التوجيه الوارد في سلسلة من المذكرات التي تضطلع بها الادارة من مكتب المستشار القانونى ، حيث تم الغاؤها.
“If you could give us a response as to which agencies did not listen to you, Director, and engaged in torture, I think that would be very important for this committee to know,” Cohen said. "اذا كنت يمكن ان يقدم لنا الرد على الوكالات التي لم يستمع لكم ، المدير ، وشارك في التعذيب ، واعتقد انه سيكون من المهم جدا لهذه اللجنة ان تعرف ،" قال كوهين. “If there’s departments - of Defense and Justice, or CIA - that don’t listen to the director of the FBI.” "اذا كان هناك اقسام -- الدفاع والعدل ، او وكالة المخابرات المركزية -- التي لا يستمع الى مدير مكتب التحقيقات الفيديرالي".
The brief exchange came during a House Judiciary Committee hearing. وقد جاء فى تبادل قصير لمنزل جلسة استماع اللجنة القضاءيه. It highlighted Congress’ interest in whether the Bush administration violated international laws against torture when allowing waterboarding against terror suspects in the years following the Sept. 11, 2001, terrorist attacks against the United States. وابرز المؤتمر مصلحة في ما اذا كانت ادارة بوش تنتهك القوانين الدولية لمناهضه التعذيب عندما يسمح waterboarding ضد الارهاب المشتبه فيهم في السنوات التي اعقبت 11 ايلول / سبتمبر ، 2001 ، والهجمات الارهابيه ضد الولايات المتحدة.
The Justice Department is investigating internally whether its attorneys crossed a line in authorizing the tactics. وزارة العدل التحقيق داخليا هو ما اذا كانت عبرت خط المحامين في الاذن التكتيكات. Both the CIA and the Pentagon banned personnel from using waterboarding in 2006. كل من السي أي آي والبنتاغون منعت الموظفين من استخدام waterboarding فى عام 2006.
Committee Chairman John Conyers, a Democrat, said he was “shocked” that the FBI’s refusal to coerce suspects during interrogations was not followed by the CIA or Pentagon قال رئيس اللجنة جون Conyers ، ديموقراطي ، وقال انه "صدم" ان مكتب التحقيقات الفيدرالي رفض للضغط على المشتبه فيهم خلال عمليات الاستجواب لم تتبع من قبل وكالة المخابرات المركزية أو البنتاغون
