BBC هيئة الاذاعة البريطانية | A top aide to former Secretary of State Colin Powell has launched a stinging attack on US Vice-President Dick Cheney over abuse of prisoners by US troops. | رأس المعاون السابق لوزير الخارجية كولن باول وقد بدأت اللسع الهجوم على نائب الرئيس الامريكى ديك تشينى على مدى تعاطي السجناء على يد القوات الامريكية. Col Lawrence Wilkerson accused Mr Cheney of ignoring a decision by President Bush on the treatment of prisoners in the war on terror. لورانس العمود wilkerson اتهم السيد تشيني من تجاهل قرار من الرئيس بوش بشأن معاملة السجناء في الحرب على الارهاب.
Asked by the BBC’s Today if Mr Cheney could be accused of war crimes, he said: “It’s an interesting question.” وردا على سؤال للاذاعة / بى بى سى اليوم اذا كان السيد تشيني يمكن ان المتهمين بارتكاب جرائم حرب ، وقال : "انها مسألة مثيرة للاهتمام".
“Certainly it is a domestic crime to advocate terror,” he added. "انها بالتأكيد هو لقاء عائلي للدعوة الى الجريمة الرعب" ، واضاف.
“And I would suspect, for whatever it’s worth, it’s an international crime as well.” "وأود ان المشتبه فيه ، لأنه مهما كانت قيمته ، فهو جريمه دولية ايضا."
This is an extraordinary attack by a man who until earlier in the year was Mr Cheney’s colleague in the senior reaches of the Bush team, the BBC’s Justin Webb in Washington says. وهذا هو الهجوم غير عادي من جانب الرجل الذي كان حتى وقت سابق من هذا العام وكان السيد تشيني الزميل الاقدم في وصولها للفريق بوش ، التابع لهيئة الإذاعة البريطانية في واشنطن جستن ويب يقول.
Col Wilkerson has in the past accused the vice-president of responsibility for the conditions which led to the abuse of prisoners. العمود wilkerson في الماضي واتهم نائب الرئيس من المسؤولية عن الظروف التي ادت الى اساءة معاملة السجناء.
But this time he has gone much further, appearing to suggest Mr Cheney should face war crimes charges, our correspondent adds. ولكن هذه المرة ذهب من ذلك بكثير ، وبدأ السيد تشيني وتشير الى ان اواجه بتهمة ارتكاب جرائم حرب ، ويضيف مراسلنا.
Intelligence questions اسءله الاستخبارات
He said that there were two sides of the debate within the Bush administration over the treatment of prisoners. وقال : ان هناك الجانبين من النقاش داخل ادارة الرئيس جورج بوش على مدى معاملة السجناء.
Mr Powell and more dovish members had argued for sticking to the Geneva conventions, which prohibit the torture of detainees. السيد باول واكثر dovish وقد احتج اعضاء لالتصاق لاتفاقيات جنيف ، التي تحظر التعذيب للمعتقلين.

Meanwhile, the other side “essentially wanted to do away with all restrictions”. وفي الوقت نفسه ، في الجانب الاخر "تريد اساسا الى التخلص من كل القيود".
Mr Bush agreed a compromise, that “Geneva would in fact govern all but al-Qaeda and al-Qaeda look-alike detainees”. وافق السيد بوش الى حل توفيقي ، على ان "جنيف فى الواقع من شأنه ان تنظم جميع ولكن القاعده والقاعده المحتجزين نظره - على حد سواء".
“What I’m saying is that, under the vice-president’s protection, the secretary of defence [Donald Rumsfeld] moved out to do what they wanted in the first place, even though the president had made a decision that was clearly a compromise,” Col Wilkerson said. He said that he laid the blame on the issue of prisoner abuse and post-war planning for Iraq “pretty fairly and squarely” at Mr Cheney’s feet. وقال أنه وضع اللوم على قضية الاسرى وسوء المعامله والتخطيط في فترة ما بعد الحرب فى العراق "جميلة الى حد ما ومباشرة" السيد تشينى فى القدمين.
“I look at the relationship between Mr Cheney and Mr Rumsfeld as being one that produced these two failures in particular, and I see that the president is not holding either of them accountable… so I have to lay some blame at his feet too,” he went on. "اننى اتطلع في العلاقة بين السيد تشيني والسيد رامسفيلد آن واحد كما يجري انتاج هذين الاخفاقات على وجه الخصوص ، وارى ان رئيس الجمهورية ليس اجراء اي منهما للمساءلة… حتى أجد لزاما علي ان وضع بعض اللوم على قدميه ايضا ،" واضاف.
In the BBC interview, Col Wilkerson also developed his views on whether or not pre-war intelligence was deliberately misused by the White House. في مقابلة بي بي سي ، العمود wilkerson ايضا وجهات نظره بشأن ما اذا كان او لا قبل الحرب الاستخبارات عمدا اساءة استخدامها من جانب البيت الابيض.
He said that he had previously thought only honest mistakes were made. وقال إنه كان يعتقد في السابق الا وقدمت امينة الاخطاء.
But recent revelations about doubts in the intelligence community that appear to have been suppressed in the run-up to the war have made him question this view. ولكن ما كشف عنه مؤخرا عن الشكوك في أن مجتمع الاستخبارات ويبدو انه تم قمعها فى الفترة التي سبقت الحرب قد جعلت منه قضية وجهة النظر هذه.

This could be interpreted as a cruel and unusual punishment, therefore mankind is stuck with him forever. وهذا يمكن ان تفسر على انها العقوبه القاسيه وغير العاديه ، ولذلك تمسك البشريه معه الى الابد. I think that he is the first vampire vice president in our history but I have to check on that. واعتقد انه هو اول مصاص دماء نائب الرئيس في تاريخنا لكن لا بد لي للتحقق من ذلك.
