The Bush administration on Thursday asked a federal judge to toss out lawsuits seeking to unearth information about the US telecommunications industry’s alleged participation in a warrantless government eavesdropping program. ادارة بوش يوم الخميس طلب من قاض اتحادي لارم بها اكشف عنه في الدعاوى التي تسعى الى معلومات عن صناعة الاتصالات السلكيه واللاسلكيه من دولارات الولايات المتحدة المزعومه من المشاركة في برنامج التنصت دون اذن قضائي والحكومة.
Five states want consumer records the telecommunications companies allegedly turned over to the National Security Administration as part of a domestic eavesdropping program President Bush authorized after Sept. 11, 2001. خمس دول تريد المستهلك تسجل شركات الاتصالات السلكيه واللاسلكيه ويزعم ان سلمت الى ادارة الامن الوطنى كجزء من برنامج التنصت الداخلي اذن الرئيس بوش بعد 11 ايلول / سبتمبر ، 2001.
Lawyers for New Jersey, Vermont, Maine, Missouri and Connecticut argued that they are pursuing complaints by consumers that their privacy rights may have been violated if phone records were turned over to the NSA without their consent. محامو ولاية نيو جيرسي ، فيرمونت ، ماين ، وميسوري وكونيتيكت القول انها تتابع الشكاوى المقدمة من المستهلكين ان الخصوصيه قد تكون حقوقهم قد انتهكت اذا كانت سجلات الهاتف فقد سلمت الى الضمانات الامنية السلبيه دون موافقتها.
Department of Justice lawyers argued Thursday in US District Court that such disclosures would harm national security and foreign affairs. وزارة العدل والمحامين القول الخميس في محكمة مقاطعة الولايات المتحدة ان هذا الكشف من شأنه أن تضر بالامن الوطنى والشئون الخارجية.
“It’s plain what they are seeking is information about the intelligence-gathering of the NSA,” Deputy Assistant Attorney General Carl Nichols told Judge Vaughn Walker. "انه سهل ما هو انهم يسعون الى الحصول على معلومات عن جمع المعلومات الاستخباريه من الضمانات الامنية السلبيه ، و" نائب مساعد المدعي العام القاضي وقال نيكولز كارل فون ووكر.
Nichols also argued that the states’ consumer privacy concerns conflicted with national security laws, which take precedent. نيكولز ايضا القول بأن الدول المستهلكه الخصوصيه تتعارض مع قوانين الامن الوطني ، التي تتخذ سابقة.
New Jersey Assistant Attorney General Patrick DeAlmeida argued that state officials are simply investigating whether any local privacy laws or utility regulations were violated by the telephone companies. ولاية نيو جيرسي مساعد المدعي العام باتريك dealmeida يقال ان موظفي الدولة هي مجرد التحقيق في ما اذا كانت اي قوانين الخصوصيه المحلية او المنفعه الانظمه للانتهاك من قبل شركات الهاتف. He said the government’s national security claims are too broad and general as to preclude all state inquiry. وقال ان الحكومة ادعاءات الامن القومي واسعة جدا والعام كما يحول دون تحقيق كل دولة.
“They’ve come to federal court to stop state officials from even beginning their investigations,” DeAlmeida said. "لقد حان لالمحكمه الاتحادية لوقف موظفي الدولة من تحقيقاتها حتى بداية ،" وقال dealmeida. “They are insulating the federal government from any investigation from state officials by insulating themselves in state secrets arguments.” "انهم عزل الحكومة الاتحادية من تحقيق اي من موظفي الدولة او من جانب عزل انفسهم فى الحجج اسرار الدولة".
Maine Assistant Attorney General Christopher Taub said his state wants Verizon Communications Inc. executives to confirm the accuracy of two press releases the company issued denying it turned over customer data to the NSA. مين مساعد المدعي العام وقال كريستوفر توب خطابه عن حالة يريد Verizon التنفيذيين في شركة الاتصالات للتأكد من دقة اثنين من البيانات الصحفيه الصادرة الشركة انها تحرم تسليم العميل البيانات الى الضمانات الامنية السلبيه.
“We simply want that under oath so we can conclude the investigation,” Taub said. "ونحن نريد ببساطة ان تحت القسم حتى نتمكن من الانتهاء من التحقيق ،" وقال توب. “At this point the states are simply trying to find out if there has been any violation of state laws.” "عند هذه النقطه الدول هي ببساطة محاولة لمعرفة ما اذا كان قد حدث اى انتهاك لقوانين الدولة".
Verizon and several of the country’s biggest telecommunications companies including AT&T Inc. and Sprint Nextel Corp. are among those being sued. Verizon وعدد من البلد أكبر شركات الاتصالات السلكيه واللاسلكيه بما في ذلك العلميه والتكنولوجيه وشركة شركة Nextel العدو هي من بين تلك التي يجري مقاضاتها.
The five states served several telecommunications companies with subpoenas demanding to know what kind of customer information was turned over to the NSA as part of its anti-terror efforts. الدول الخمس عملت مع عدة شركات الاتصالات السلكيه واللاسلكيه مذكرات الاحضار التي تريد ان تعرف ما هو نوع المعلومات المتاحة للعملاء سلم الى الضمانات الامنية السلبيه كجزء من الجهود المبذولة لمكافحة الارهاب. Those cases, plus about two dozen others brought by consumers, privacy advocates and others are all being heard by Walker, who earlier ruled that one case could continue despite objections from government lawyers that the lawsuit could jeopardize state secrets. هذه الحالات ، بالاضافة الى نحو اربعة وعشرين آخرين جلبت من جانب المستهلكين ، وغيرهم من دعاة الخصوصيه هي التي تنظر فيها جميع ووكر ، من حكمت فى وقت سابق ان حالة واحدة يمكن ان تستمر على الرغم من اعتراضات من الحكومة ان المحامين دعوى قضائية يمكن ان يعرض للخطر على اسرار الدولة. The government’s appeal of that ruling is scheduled to be heard in San Francisco in August. نداء الذي وجهته الحكومة من ان حكم ومن المقرر ان يستمع اليه في سان فرانسيسكو في آب / اغسطس.
President Bush confirmed in December 2005 that the NSA has been conducting warrantless surveillance of calls and e-mails thought to involve al-Qaida terrorists if at least one of the parties to the communication is outside the United States. واكد الرئيس بوش في كانون الاول / ديسمبر 2005 ان ضمانات الأمن السلبيه وقد تم اجراء المكالمات دون اذن قضائي ومراقبة البريد الالكتروني لاشراك فكر تنظيم القاعده الارهابيين اذا كانت واحدة على الاقل للاطراف البلاغ خارج الولايات المتحدة.
The administration contends the program is legal and necessary, but has been mum on whether purely domestic calls and electronic communications are being monitored, as any of the lawsuits allege. الادارة يؤكد البرنامج والقانونية اللازمة ، ولكنها كانت أمي على ما إذا كانت محلية بحتة والدعوات والاتصالات الالكترونيه ويجري رصدها ، اي من دعاوى تزعم.
