Millions of visitors to Japan will be required to have their photographs and fingerprints taken from next month as part of new immigration procedures meant to help prevent terrorist attacks. الملايين من الزوار الى اليابان ستكون هناك حاجة ليكون لها بصمات الاصابع والصور الفوتوغرافيه التي اخذت من الشهر المقبل كجزء من اجراءات الهجره يعني جديدة للمساعدة على منع الهجمات الارهابيه.
The move, which includes fingerprinting longtime permanent foreign residents, marks the first time a country other than the US has introduced such procedures. الانتقال ، التي تشمل أخذ بصمات الأجانب المقيمين الدائمين منذ وقت طويل ، المرة الأولى بلد غير الولايات المتحدة وعرض مثل هذه الاجراءات. The new measures have been attacked by human rights groups, which have said the collection of biometric data could play into the hands of Japanese xenophobes and raises privacy issues. وقد تم اتخاذ تدابير جديدة للهجوم من قبل جماعات حقوق الانسان ، التي قال جمع بيانات القياس الحيوي الذي يمكن ان تقوم به في ايدي اليابانيه xenophobes ويثير قضايا الخصوصيه.
“This will further the perception in Japan that foreigners are terrorists and at the same time rejects the idea that the Japanese could be terrorists as well,” said Makoto Teranaka, secretary-general of Amnesty International Japan. "هذا سيزيد من تصور في اليابان هي ان الاجانب والارهابيين في الوقت نفسه ترفض فكرة اليابانيه ان الارهابيين يمكن ان يكون كذلك ،" وقال ماكوتو teranaka ، الامين العام لمنظمة العفو الدولية فى اليابان. “In fact, all recent terrorist attacks have been conducted by the Japanese,” he said, pointing to the 1995 sarin gas attack on the Tokyo subway by the Aum Shinrikyo cult. "في الحقيقة ، جميع الهجمات الارهابيه الاخيرة التي اجريت من قبل اليابانيين ،" مشيرا الى عام 1995 الهجوم على غاز السارين في مترو طوكيو من جانب طائفة اوم شينريكيو.
The new procedures are part of an amendment of Japan’s Immigration Control and Refugee Recognition Act, which contains measures to prevent terrorism. الاجراءات الجديدة هي جزء من تعديل لليابان مراقبة الهجره والاعتراف باللاجئين القانون ، التي تتضمن تدابير لمنع الارهاب. The measures come into force on November 20. التدابير دخل حيز النفاذ في 20 تشرين الثاني / نوفمبر. In certain instances, Japan will be able to share its biometric data with other governments. في حالات معينة ، واليابان لن تكون قادرة على تقاسم البيانات الاحصاءيه البيولوجية مع الحكومات الاخرى.
The move has been criticised by many foreigners living in Japan, particularly as the government has said it wants to make Tokyo an international financial centre. وقد تم الانتقال للنقد من جانب العديد من الاجانب الذين يعيشون فى اليابان ، خصوصا ان الحكومة قد قالت انها تريد ان تجعل طوكيو مركزا ماليا دوليا. It also coincides with the government’s long-running Visit Japan campaign, which aims to increase the number of foreign visitors. كما انه يتزامن مع الحكومة التى طال امدها فى زيارة اليابان الحملة ، التي تهدف الى زيادة عدد الزوار الأجانب. Last year, more than 8m people visited the country, up from 5.2m in 2001. في العام الماضي ، اكثر من 8 م الناس بزياره هذا البلد ، حتى من 5.2m فى عام 2001.
Though Japan invited public comments on the new measure, one could only do so in Japanese. ودعت اليابان على الرغم من تعليقات الجمهور على تدبير جديد ، ويمكن للمرء ان تفعل ذلك الا باللغه اليابانيه.
If a foreigner refuses to be fingerprinted and photographed, he or she will not be permitted to enter the country. اذا كان اجنبيا ترفض ان تكون وصورت بصم بأصبعه ، وقال انه او انها لن يسمح لهم بدخول البلد.
Certain individuals, including “special permanent residents” (which include longtime ethnic Korean, Chinese, Taiwanese and Brazilian-Japanese residents), people under 16 and diplomats will be exempted from the new procedures. بعض الافراد ، بما في ذلك "الخاصة المقيمين الدائمين" (التي تشمل العرقيه منذ وقت طويل والكوريه والصينية والتايوانيه واليابانيه البرازيليه المقيمين) ، وشعب واقع تحت 16 والدبلوماسيين وسوف يتم اعفائها من الاجراءات الجديدة.
