Het gebruik van de Geheime Wet van de Spion is Algemeen
Door Michael Howie | De NIEUWE spionwetten worden gebruikt door Schotse raden aan spoormensen die verondersteld van huisvesting-voordeel fraude, sigaretten verkopen aan kinderen en milieu-gezondheidsinbreuken. De campagnevoerders verzoeken nu een „wortel-en-takoverzicht“ in de Verordening van het OnderzoeksAkte van Bevoegdheden (Ripa), nadat de schaal van zijn gebruik door plaatselijk autoriteiten over het UK werd geopenbaard.
Ripa werd geïntroduceerde in 2000, hoofdzakelijk gevend de politie, de veiligheidsdiensten en HM.
De brede bevoegdheden van de opbrengst en van de Douane om op mensen en hun mededelingen te spioneren.
De belangrijkste doelstellingen van het Akte moesten in de bestrijding van misdaad en terrorisme helpen. Maar in 2002, werden de bevoegdheden controversieel uitgebreid tot raden, die de kans bieden om toezicht uit te voeren.
Een onderzoek heeft nu geopenbaard dat de raden zelfs het Akte aan spoor hond-foulers en litterbugs hebben gebruikt, met sommige plaatselijk autoriteiten gebruikend de bevoegdheden meer dan 100 keer in de laatste 12 maanden.
Onder de Schotse plaatselijk overheid die die bevestigde Ripa in het verleden het jaar gebruiken was de Gemeenteraad van Aberdeen, Die heimelijk toezicht acht maal toeliet om voordeelfraude, milieu-gezondheid en handel drijven-normenkwesties te onderzoeken.
De raad specificeerde welke niet milieu-gezondheidsinbreuken geïmpliceerdc waren, maar dit kan het flytipping, het een rommel maken van en lawaaierig-naburige geschillen omvatten.
Gemeenteraad van Glasgow Voerde fysiek toezicht 24 keer in misdadige onderzoeken, over handel drijven-normeninbreuken en onwettige geld-leent uit.
Dertien verzoeken om telefoon het facturerings tot informatie - een andere macht toegang te hebben die in het kader van het Akte wordt verleend - werden gebruikt in de zelfde onderzoeken.
In Perth, werd het Akte gebruikt om te onderzoeken of de sigaretten en het vuurwerk aan onder-18s werden verkocht.
Vroeger deze maand, kwam het te voorschijn dat een familie in Poole in Dorset heimelijk bijna drie te controleren weken was gevolgd als zij op een schoolvanggebied leefden.
Het onderzoek heeft ook geopenbaard dat de wet in minstens zeven gevallen over mensen werd gebruikt te weten te komen die hun honden lieten bevuilen; een breuk van de planning van wet; een dierlijk-welzijnsgeval; en een geval van het een rommel maken van.
De bevindingen hebben het debat over de toezichtcultuur in Groot-Brittannië van brandstof voorzien en of de raden Ripa - die „snoopers' handvest“ is gesynchroniseerd - proportioneel gebruiken.
Verzocht Internationale directeur Simon Davies van de privacy een „overzicht van wortel en-tak“ van Ripa en vroeg de reusachtige kosten aan de belastingbetaler van het raadstoezicht.
“There have to be hard limits on the scope of surveillance by local authorities who do not work within the spirit of the Act or indeed the letter,” he said.
“Ripa put physical surveillance on a legal basis but that doesn’t make it right or morally right – it just covers the backs of local authorities but at huge expense.
“Local authorities can be very petty and vindictive and they can become obsessed with issues like dog fouling and there can be a lack of judgment.
“There need to be measures in place to make sure they do not go overboard in regard to surveillance. In the case of dog-fouling, it’s almost morally justifiable to bring these people to book but you have to ask the question is the response an overkill?
“There are better ways to achieve the objectives without using counter-terrorism laws.
“Peer pressure to make such things unacceptable works but takes longer.”
Sir Simon Milton, chairman of the Local Government Association, called for a national debate to balance people’s worries about crime and antisocial behaviour with their privacy.
“Councils are committed to putting local people first and will use every weapon in their arsenal to catch the rogue traders, doorstep criminals and scam artists who cheat the taxpayer and prey on the vulnerable and the elderly,” he said.

A good idea in theory stopping the sale of fireworks too children also stopping the sale of ciggaretts to under 18s . But you have seen in the article how these powers are being missused . Do you think that these councils will give up these new powers? . I dont think so they may say that they will just use these powers for serious crimes too apease the public , but there is no way that they will ever give them up .
