The bill was narrowly passed after a few revisions were made with 143 votes in favor, 138 opposed and one parliamentarian abstaining.本條例草案是狹義通過後數作了修訂，與143票贊成， 138反對和一國會議員棄權。

Critics of the bill have slammed the proposal as an attack on civil liberties that would create a “Big brother” state, while supporters say it is necessary to protect the country from foreign threats.批評該法案的抨擊該建議作為攻擊對公民自由這將創建一個“老大哥”國家，而支持者說，這是必要的，以保護該國從外國的威脅。
