اليوم, في هجوم صخّابة على [سفيل ليبرتي] والحق إلى عزلة, مرّ المجلس الشيوخ غير دستوريّ محلّية يتجسّس فاتورة أنّ ينتهك التعديل رابعة ويزيل أيّ دور ذو معنى لسهو قضائيّة من حكومة مراقبات. ال [فيسا] تعديلات وافقت عمل من 2008 كان بإقتراع من 69 [تو] 28 وتوقّعت أن يكون وقعت داخل قانون برئيس بوش قريبا. يشرّع هذا فاتورة أساسا الرئيس محظورة [ورّنتلسّ] [ويرتبّينغ] برنامج يكشف في ديسمبر - كانون الأوّل 2005 بنيويورك أوقات.

"[أنس غين], خزر إجتماع وخضع إلى الرئيس [فر-مونجرينغ]. مع إقتراع هذه الأيّام, أعطيت الحكومة يتلقّى يكون إشارة الانطلاق أن يمدّد قوته أن يتجسّس على أمريكيات وركضت [رووغشود] على الدستور," قال [أنثوني] [د.]. [رومرو], مديرة تنفيذيّة من الأمريكيّة [سفيل ليبرتي] إتحاد. "سيعطي هذا تشريع الحكومة [أونفتّرد] ومنفذة [أونشكد] إلى أمريكيات بريئة' اتّصالات دوليّة دون أمر. هذا ليس فحسب غير دستوريّ, غير أنّ إطلاقا [أون-مريكن]."

ال [فيسا] يتصرّف تعديلات تقريبا ينزع سهو من حكومة مراقبات ب يسمح الاستخبارات أجنبيّة مراقبات محكمة (خزانة دولة) أن يراجع فقط إجراءات عامّة ل يتجسّس [رثر ثن] أوامر فرديّة. سيقول الخزانة دولة لن يكون أيّ مواصفات حول الذي واقعيّا سيكون [ويرتبّد], بذلك يبيع أيّ دور ذو معنى للمحكمة وينتهك الرابعة تعديل حماية ضدّ غيرمعقول بحث وقبض.

[تريفيليز] الفاتورة بعيد محكمة مراجعات ب يفوّض الحكومة أن يستمرّ مراقبات برنامج [إفن فتر] الحكومة عامّة يتجسّس إجراءات أسّست غير كاف أو غير دستوريّ بالخزانة دولة. يتلقّى الحكومة السلطة أن تنصّت على خطّ هاتف من خلال الكاملة إستئنافات عملية, وبعد ذلك يحافظ ويستعمل ماذا معلومة كان جمعت [إين ث منتيم]. يدعو إحتياط [تووت] ككبريات "امتياز" بمقترحات من الفاتورة لتحقيقات بالمفتشات جنرال من أربعة وكالات يراقب يتجسّس أنشطة. غير أنّ سيضمن أعضاء الإجتماع الذي لا يجلس على السلطة قضائيّة أو ذكاء لجن لن يكون منفذة إلى الوكالات' يفيد.

يمنح الفاتورة أساسا مناعة مطلقة رجعيّ أثر إلى اتّصال بعديّ شركات أنّ سهّل الرئيس [ورّنتلسّ] [ويرتبّينغ] برنامج على المتأخّرة سبعة سنون ب يضمن الصرف ال [كورت كس] معلّقة ضدّ أنّ شركات. The test for the companies’ right to immunity is not whether the government certifications they acted on were actually legal – only whether they were issued. Because it is public knowledge that certifications were issued, all of the pending cases will be summarily dismissed. This means Americans may never learn the truth about what the companies and the government did with our private communications. 

“With one vote, Congress has strengthened the executive branch, weakened the judiciary and rendered itself irrelevant,” said Caroline Fredrickson, Director of the ACLU Washington Legislative Office. “This bill – soon to be law – is a constitutional nightmare. Americans should know that if this legislation is enacted and upheld, what they say on international phone calls or emails is no longer private. The government can listen in without having a specific reason to do so. Our rights as Americans have been curtailed and our privacy can no longer be assumed.”

In advance of the president’s signature, the ACLU announced its plan to challenge the new law in court.

“This fight is not over. We intend to challenge this bill as soon as President Bush signs it into law,” said Jameel Jaffer, Director of the ACLU National Security Project. “The bill allows the warrantless and dragnet surveillance of Americans’ international telephone and email communications. It plainly violates the Fourth Amendment.”
