President Obama — It’s time to stop illegal spying on all Americans

So what does this insinuate?

Does it mean that President Obama, during his presidency is proposing that he will stop the illegal spying upon Americans.

or,is he being asked the question:

President Obama, It is time to take a look into stopping illegal spying on all Americans.

It is easy for the moronic uneducated among us to become confused by such statements.

The title of this post is somewhat misleading, I thought that it was Obama who was calling for the end of illegal spying on Americans, but he is actually being asked to stop illegal spying.
Some might see this as misinformation.
