Repeated breaches of data protection laws by government departments raise huge question marks over plans for the national identity register required for ID cards and biometric passport, an influential parliamentary human rights watchdog has warned. الانتهاكات المتكررة للقوانين حمايه البيانات من جانب الادارات الحكوميه يثير علامات استفهام كبيرة حول خطة للهوية الوطنية المطلوبة لتسجيل بطاقات الهوية وجوازات السفر البيومتريه ، مؤثر البرلمانيه لحقوق الانسان قد حذرت الرقيب.

MPs and peers on the النواب والاقران على Lords and Commons Joint Committee on Human Rights اللوردات والعموم لجنة مشتركة بشأن حقوق الانسان said repeated losses of personal information by departments had increased their concern, and announced they ” intend to take a close interest in the government’s detailed proposals for the national identity register as and when they emerge.” وقال الخسائر المتكررة من المعلومات الشخصيه من قبل ادارات زاد قلقهم ، واعلنت انها "تنوي اتخاذ اهتماما وثيقا للحكومة مقترحات تفصيليه لهوية وطنية كما وسجل لدى بروزها".

In a hard-hitting report the committee insisted the privacy of personal data is guaranteed under the في بجد ليصل الى تقرير اللجنة اصرت خصوصيه البيانات الشخصيه مكفولة بموجب European Convention on Human Rights الاتفاقية الاوروبية لحقوق الانسان as well as the وكذلك Data Protection Act قانون حمايه البيانات . The report demands that detailed rules must in future be written in to all relevant primary legislation to “help ensure that data protection becomes a primary concern of managers and frontline staff in the public sector.” تقرير يطالب بأن قواعد تفصيليه فى المستقبل يجب ان تكون مكتوبة في جميع التشريعات ذات الصلة الابتدائي ليساعد على "ضمان حمايه البيانات ان تصبح شاغلا أساسيا للمدراء والموظفين في الخطوط الاماميه في القطاع العام."

The committee listed 18 previous occasions where it had expressed concern at the lack of data protection provisions in government bills, including one creating the unified ادرجت اللجنة 18 مناسبات سابقة حيث انها كانت قد اعربت عن قلقها لعدم وجود حمايه البيانات الاحكام في مشاريع القوانين الحكوميه ، بما فيها واحدة خلق الموحد HM Revenue and Customs (HMRC) department - responsible for the 25 million child benefit records data loss last year جلالة الايرادات والجمارك (hmrc) الادارة -- مسؤولة عن 25 مليون طفل تستفيد سجلات بيانات خسارة العام الماضي - where it had flagged up the ” inadequacy of safeguards relating to HMRC information sharing powers”. -- حيث انها قد تشكل علامة "عدم كفاية الضمانات المتعلقة hmrc تقاسم المعلومات الصلاحيات".

Committee chairman Andrew Dismore said people had been shocked at the loss of child benefit data and demanded individual information should be treated “as sensitively and carefully as hard cash”. رئيس لجنة الخطة وقال اندرو dismore الناس قد اصيبت بصدمة ازاء فقدان استحقاقات الطفل ، وطالبت البيانات الفرديه المعلومات ينبغي ان تعامل "كما بحس مرهف وبعناية كما العملة الصعبة".

“The government must demonstrate that it appreciates the seriousness of what needs to be done,” he said. "يجب على الحكومة ان تبرهن على انها تقدر خطورة ما يلزم القيام به ،" قال.

“The fundamental problem is a cultural one. "ان المشكلة الاساسية هي ثقافية واحدة. There has been a rapid increase in the amount of كانت هناك زيادة سريعه في مقدار data sharing تبادل البيانات in the public sector, which can be useful, important and necessary, but this has not been matched by the even more necessary strong commitment to safeguard the right to respect for privacy.” في القطاع العام ، الذي يمكن ان يكون مفيدا ، مهم وضروري ، ولكن هذا لم تواكبها اكثر ضرورة التزام قوي لحمايه الحق في احترام الخصوصيه.
