Increasing use of council surveillance powers越来越多地使用会的监察权力
Surveillance powers which allow local authorities to follow people and access their phone records have been used by Northamptonshire County Council 10 times in the past year. 监察的权力，允许地方当局遵循人民和访问他们的通话记录，已使用的北安普敦郡郡议会的10倍，在过去的一年里。
