Increasing use of council surveillance powers الاستخدام المتزايد للمجلس صلاحيات المراقبة
Surveillance powers which allow local authorities to follow people and access their phone records have been used by Northamptonshire County Council 10 times in the past year. سلطات المراقبة التي تسمح للسلطات المحلية لمتابعة وصول الناس هواتفهم السجلات قد استخدمت من قبل مجلس northamptonshire مقاطعة 10 مرات في السنة الماضية.
Legislation brought in by the Regulation of Investigatory Powers Act (Ripa) means councils and police forces can use “covert human intelligence sources”, for example, following suspected criminals. التشريعات التي يساهم بها سلطات التحقيق لائحة قانون (القانون المنظم لسلطات التحقيق) وسائل المجالس وقوات الشرطة يمكن استخدام "سرية مصادر الاستخبارات البشريه" ، على سبيل المثال ، في اعقاب المجرمين المشتبه فيهم. Figures released through the Freedom of Information Act showed the county council had used the powers 10 times in the past 12 months. الارقام من خلال قانون حرية المعلومات اظهرت المقاطعه المجلس قد استخدمت السلطات 10 مرات في الأشهر ال 12 الماضية.
MP Brian Binley (Con, Northampton South), who is also a member of the county council, condemned the powers and demanded to know what reasons the authority had for the surveillance. النائب براين binley (con ، نورثهامبتون جنوب) ، من هو ايضا عضو في مجلس المقاطعه ، وأدانت السلطات وطالب ان يعرف ما هي الاسباب التي قد السلطة لمراقبة.
He said: “These powers would have been unacceptable in many Eastern European countries 30 years ago. وقال : "ان هذه الصلاحيات لم يكن غير مقبول في العديد من بلدان اوروبا الشرقية قبل 30 عاما.
“To my mind, if someone has broken the law, the people who should do this sort of work are the police and no-one else. "وفي رأيي ، إذا كان شخص ما يخالفون القانون ، فإن الناس من أن تفعل هذا النوع من العمل هما الشرطة ولا أحد آخر. It worries me deeply and I would hope it worries every other law-abiding person in the county. يقلقني بشدة وآمل ان هموم كل شخص يحترمون القانون في البلاد.
“I would have to ask what sort of society we are creating. "سيتعين علي ان اسأل أي نوع من المجتمع ونحن على خلق. It is totally unacceptable and I would like to know who gave permission for this private-eye attitude, and whether it was cleared by political leadership.” انه امر غير مقبول على الاطلاق واود ان اعرف من اعطى الاذن لهذا الموقف بين العين والقطاع الخاص ، وعما إذا كانت موافقة القيادة السياسية. "
In the past year, seven requests were made by the council to have access to someone’s bills or phone records, while three cases of physical surveillance have taken place. وفي السنة الماضية ، سبعة طلبات التي قام بها المجلس الى الوصول الى احدهم عن فواتير او سجلات الهاتف ، في حين ان الحالات الثلاث من المراقبة الماديه قد حدثت.
The council has not yet released the reasons behind the applications. المجلس لم تعط الاسباب الكامنة وراء التطبيقات.
Liz Tavener (Con, New Duston), the county council’s cabinet member for community safety, said she trusted the authority’s ability to use the powers properly. ليز tavener (con ، duston الجديدة) ، ومقاطعة مجلس الوزراء الاعضاء في المجلس لسلامة المجتمع ، وقال وأعربت عن ثقتها في قدرة السلطة على استخدام الصلاحيات بشكل صحيح.
She said: “I have no doubt at all the council is using the powers sensibly and I’m sure people have nothing to be concerned about. وقالت : "ليس لدي اي شك على الاطلاق في المجلس وتستخدم السلطات بعقلانيه وانا على يقين من الناس ليس لديها ما تشعر بالقلق ازاء.
“I would be worried about these kinds of powers if it was discovered they were being used not in the spirit of the law.” "وأود ان نشعر بالقلق ازاء هذه الانواع من السلطات اذا ما اكتشف انها كانت تستخدم الا في روح القانون."
The Regulation of Investigatory Powers Act 2000 was originally designed to combat terrorism and allows councils and police forces to catch rogue traders, fly-tippers and off-licences which sell alcohol to children under the age of 18. تنظيم لسلطات التحقيق لعام 2000 صمم اصلا لمكافحة الارهاب ، وتتيح للمجالس وقوات الشرطة لضبط تجار المارقه ، وذبابه - القلابات من التراخيص - التي تبيع المشروبات الكحوليه للاطفال تقل اعمارهم عن 18 سنة.
