Tuesday, June 24th, 2008 الثلاثاء ، يونيو 24th ، 2008 By بواسطة Tom Young توم الشباب | The government has rejected a call from the | الحكومة قد رفضت دعوة من Joint Human Rights Committee اللجنة المشتركة لحقوق الانسان that any legislation that permits greater data sharing between Whitehall departments should be open to debate in parliament. ان اي تشريع يسمح مزيد من تبادل البيانات بين الادارات وايتهول ينبغي ان تكون مفتوحة للمناقشة في البرلمان.
The committee’s contention is that any such moves should be considered as primary legislation, which is subject to scrutiny by parliament and open to amendments. اللجنة في اي خلاف هو ان مثل هذه التحركات ينبغي ان يعتبر التشريع الاساسي ، والذي يخضع للفحص من جانب البرلمان ومفتوحة للتعديلات. Secondary legislation simply amends existing acts and does not require the same level of public debate. التشريعات الثانويه ببساطة ويعدل القوانين القائمة لا تحتاج الى نفس المستوى من النقاش العام.
But justice minister Michael Wills, in ولكن وزير العدل مايكل الارادات ، في a response to the committee رد على لجنة , said such a measure was not practical and data sharing would always be moderated by the وقال مثل هذا الاجراء ليس أمرا عمليا وتقاسم البيانات من شأنه ان يكون دائما وأدار به Data Protection Act قانون حمايه البيانات .
“Primary legislation will not always be the best vehicle to be used. "التشريع الاساسي لن تكون دائما افضل وسيلة لاستخدامها. For example where comprehensive lists of types of information, organisations or specific cases which may require amendment are set out in the legislation,” he said. على سبيل المثال حيث قوائم شاملة للانواع المعلومات ، او منظمات محددة في القضايا التي قد تتطلب التعديل واردة في التشريع ".
The government defended its attitude towards protecting the public’s data, pointing out that the Wallport review of the use of citizens’ information was commissioned before a string of high-profile data losses. الحكومة دافعت عن موقفها من الجمهور في حمايه البيانات ، مشيرا الى ان wallport استعراض لاستخدام المواطنين المعلومات التي كلفت قبل سلسلة من البيانات التي تحظى بتغطيه الخسائر.
