Government appeals ID card justification order الحكومة تناشد من اجل تبرير بطاقه هوية
The Office of Government Commerce has appealed against an order by the Information Tribunal that it must publish official documents that assess the justification for the government’s identity card scheme. مكتب التجارة وناشدت الحكومة ضد امر صادر عن المحكمه ان المعلومات يجب ان تنشر وثائق رسمية ان تقييم مبررات الحكومة لبطاقات الهوية.
Meanwhile, speculation over Prime-Minister-in-waiting Gordon Brown’s support for the programme has been see-sawing for lack of any real substance. وفي الوقت نفسه ، اكثر من المضاربه - رئيس الوزراء - في انتظار غوردون براون لدعم البرنامج قد نشر - انظر لعدم وجود اي مضمون حقيقي.

The OGC refuses to publish Gateway Reviews on the grounds that their disclosure would discourage their contributors from making truthful submissions to the process. وقد ogc ترفض نشر بوابة الاستعراضات على اساس ان الكشف من شأنه ان يثني على المساهمين من تقديم عروض صادقة لهذه العملية. Aside from giving a traffic-light indication of a project’s health, early Gateways give an indication of whether a project is likely to succeed, what it would cost and so on. وبصرف النظر عن حركة المرور في اعطاء الضوء دلالة على وجود المشروع الصحة ، فى وقت مبكر مداخل تعطي مؤشرا عما اذا كان المشروع ومن المرجح ان تنجح ، ما هي تكلفة وغير ذلك.
The feasibility of the identity card project - including its likely cost - has been one of the main arguments used by opponents of the scheme. جدوى للمشروع بطاقه الهوية -- بما فيها على الارجح من حيث التكلفه -- لقد كان من اهم الحجج التي ساقتها المعارضين للخطة. The government is regularly accused of underestimating the challenges it faces getting the scheme running. الحكومة بانتظام المتهم التقليل من التحديات التي تواجهها للوصول الى المخطط الحالي.
Mark Oaten MP and Mark Dziecielewski, a security consultant allied to the No2ID campaign group, had both filed Freedom of Information Requests to get access to Gateway Reviews for the identity scheme. النائب مارك شوفاني ومارك dziecielewski ، مستشار الأمن الحليفه لمجموعة no2id الحملة ، وقد قدم كل من حرية الاعلام للحصول على طلبات الحصول على مدخل للاستعراضات هوية المخطط. All Straw did was squirm under direct questions about the possibility that a review of the scheme might be possible. هل كان كل سترو في اطار تلو الاسءله المباشره حول امكانيه اعادة النظر في هذا المخطط قد يكون ممكنا.
Straw’s comments were made the week before Brown won the Labour party contest to replace Tony Blair as Prime Minister. سترو تعليقات ادلى في الاسبوع الذي سبقه براون وفاز حزب العمل مسابقة ليحل محل توني بلير رئيسا للوزراء. The assumption is that if business and government can between them establish and verify people’s identities more efficiently, then the economy can make some more money. والافتراض هو انه اذا كانت الاعمال التجارية ويمكن للحكومة ان تنشئ بينهما والتحقق من هويات الناس بصورة أكثر كفاءه ، فان الاقتصاد يمكن ان تقدم بعض المزيد من المال. The Treasury review, being conducted by financial bigwig Sir James Crosby, is likely to come out in favour of identity cards: as a means of categorising and organising people in a capitalist democracy, they will undoubtedly be of use to business. استعراض الخزانة ، التي يقوم بها الشخص الهام المالية السير جيمس كروسبي ، ومن المرجح ان تخرج في بطاقات الهوية لصالح : كوسيله لتنظيم وتصنيف فئات الشعب في الدول الراسماليه الديمقراطيه ، فأنها بلا شك سوف تكون ذات فائدة على الاعمال التجارية.
Aside from the numbers game, Brown’s opening speech for the leadership contest gave an indication of how he might review identity cards as an instrument of new labour social policy. وبصرف النظر عن لعبة الارقام ، براون والقى الكلمه الافتتاحية لمسابقة القيادة اعطى مؤشرا للكيفية التي يمكن ان استعراض بطاقات الهوية كاداه من ادوات العمل الجديد السياسة الاجتماعية. He indicated more of the same by repeating the mantra of “rights and responsibilities”. واشار الى المزيد من نفس الشىء بتكرار تعويذه من "الحقوق والمسؤوليات". But then weaved in the idea of economic and social entitlement into one utilitarian view of civil liberties: “Fairness not just for some but all who earn it.” ولكن بعد ذلك في نسج فكرة الاستحقاقات الاقتصادية والاجتماعية الى احدى النفعيه ونظرا للحريات المدنيه : "الانصاف وليس فقط للبعض ولكن كل من يكسب منه".
