Μια ογκώδης επέκταση στη βάση δεδομένων κυβερνητικού DNA έχει φέρει λιγότερους από χίλιοι εγκληματίες στη δικαιοσύνη, αυτό αποκαλύφθηκαν χτες τη νύχτα. Για κάθε 800 δείγματα DNA που προστίθενται από την αστυνομία - συμπεριλαμβανομένων εκείνων που λαμβάνονται από τους αθώους ανθρώπους - μόνο ένα έγκλημα λύνεται. Η αποκάλυψη υπονομεύει την περίπτωση της εργασίας για την επέκταση της αμφισβητούμενης βάσης δεδομένων, η οποία περιέχει τις λεπτομέρειες περισσότερων από εκατομμύριο αθώων ανθρώπων.

Οι Υπουργοί απαιτούν την αποθήκευση των δειγμάτων που λαμβάνονται από εκείνους που δεν καταδικάζονται ποτέ ή χρεωμένος έχει αποδείξει ένα κρίσιμο όπλο στην πάλη ενάντια στο έγκλημα.

Αλλά οι αριθμοί που δημοσιεύονται στην ετήσια βάση δεδομένων DNA υποβάλλουν έκθεση, οφειλόμενος πιό πρόσφατος

αυτό το μήνα, θα παρουσιάσει ότι μια τεράστια αύξηση στο μέγεθος της βάσης δεδομένων έχει ασκήσει πολύ λίγη επίδραση στον αριθμό του επίλυσης των παραβάσεων.

Το 2006/7 661.433 δείγματα προστέθηκαν - που ανέρχεται σε 75 γενετικά αρχεία που δημιουργούνται κάθε ώρα.

Αλλά ο αριθμός εγκλημάτων που ανιχνεύονται

η χρησιμοποίηση των καταχωρήσεων DNA αυξήθηκε κατά μόνο 839 από το 2005/6, σε 41.148. Είναι το αντίτιμο μόνο του επίλυσης ενός πρόσθετου εγκλήματος για κάθε 788 νέα δείγματα που εισάγονται στη βάση δεδομένων.

Οι αντίπαλοι είπαν ότι ήταν απόδειξη ότι η εκμετάλλευση προς τα αρχεία DNA των ανθρώπων που δεν είχαν κάνει τίποτα λανθασμένο δεν ήταν η απάντηση. Οι ερωτήσεις τέθηκαν επίσης για εάν η βάση δεδομένων παρέχει την αξία για τα χρήματα. Αποθηκεύοντας περισσότερα από 660.000 πρόσθετα δείγματα κοστίστε πέρυσι γύρω από £3million - ή £3,575 για κάθε πρόσθετο έγκλημα που ανιχνεύεται.

Τα μετρητά θα μπορούσαν να παρέχουν την κατάρτιση, τον εξοπλισμό και τους μισθούς για 60 πρόσθετους αστυνομικούς.

Ο θάλαμος Phil, της αστικής εκστρατείας ελευθεριών NO2ID, είπε: «Αυτό φυσά εντελώς μακριά το μύθο ότι η βάση δεδομένων DNA είναι το τέλειο εργαλείο ανίχνευσης. Είναι, στην πραγματικότητα, δημιουργώ-έθνος των υπόπτων.»

Ο Υπουργός Εσωτερικών Δαβίδ Davis σκιών είπε: «Αυτό καταδεικνύει ότι η κυβερνητική αυθαίρετη και τυχαία προσέγγιση στη βάση δεδομένων DNA έχει κάνει ελάχιστα για να καταστήσει το κοινό ασφαλέστερο.

«Η κυβέρνηση πρέπει να απαντήσει στην κλήση μας για να υιοθετήσει μια μέθοδο - που βάζει τη βάση δεδομένων για τη νομική θέση, και που στοχεύει σε εκείνων που έχουν διαπράξει το έγκλημα.

“It is absurd that, on the one hand, there are over a million innocent people on the DNA database, yet on the other hand the government does not hold the records of every serious offender in our jails or terrorist suspects subject to control orders.”

The database, which has been expanding since 2000 and is the biggest in the world, contains 4.5million samples. There are 150,000 children aged 16 or under on the system, with another 334,000 aged between 16 and 18.

In the past, police could take DNA samples only from suspects who were charged with a criminal offence and these were destroyed if they were subsequently cleared or a prosecution dropped.

But under reforms introduced in 2000 officers no longer have to erase innocent people’s entries.

A further change in 2004 gave police the power to take DNA swabs from anyone arrested for a recordable crime, which includes minor public order offences.

Ministers are awaiting a European Court of Human Rights ruling on the inclusion of innocent people’s details against their will.

Two British men argue their human rights have been infringed by the decision to keep their details on the database.

Michael Marper and an unnamed teenager, both from Sheffield, had their DNA and fingerprints taken after they were arrested in 2001 but neither was convicted. If they win the appeal, up to 560,000 samples could be destroyed.

A Home Office spokesman said: “The DNA database has revolutionised the way the police can protect the public through identifying offenders and securing more convictions.

“It is a key intelligence tool, providing the police with on average around 3,500 matches each month. The number of matches more than doubled between 1998/99 and 2006/07.”
