The Bush Administration’s hard press for emergency wiretapping powers from Congress before the August break now has an explanation: a secret court decided several months ago that at least one portion of the NSA wiretapping program is illegal, according to布什政府的强硬按下紧急窃听的权力，由国会前八月突破，现在有一个解释：一个秘密法庭决定数月前表示，至少有一部份的美国国家安全局监听计划是非法的，根据 ~~MSNBC MSNBC的~~ Newsweek.
