Kable’s Government Computing Kable حكومة الحوسبه | The government should vow to collect only essential data on people and hold it only for as long as is necessary, the Home Affairs Select Committee has recommended. | وينبغي للحكومة ان القسم فقط لجمع بيانات أساسية عن الشعب والا لعقد ما دام ذلك ضروريا ، والشؤون الداخلية وقد اوصت لجنة مختارة. The ال committee اللجنة says that decisions to create new databases, to start sharing data or to increase surveillance of people should only take place when there is a proven need, in a report issued on 8 June 2008. ويقول ان قرارات لإنشاء قواعد بيانات جديدة ، للبدء في تبادل البيانات او لزيادة المراقبة من الناس وينبغى ان تتم الا عندما يكون ثمة حاجة الى اثبات ، وفي تقرير صدر في 8 حزيران / يونية 2008.
“In general the government should move to curb the drive to collect more personal information and establish larger databases,” the report says. "بشكل عام يجب على الحكومة ان تتحرك للحد من الحملة الراميه الى جمع المزيد من المعلومات الشخصيه وانشاء قواعد البيانات الكبيرة ،" حسبما ورد في التقرير. It adds that, as a preliminary risk assessment, privacy impact assessments should be undertaken before the design of a project begins and should then be independently audited. وتضيف ان يكون ذلك مقدمة لتقييم المخاطر ، وتقييم الاثر الخصوصيه ينبغي ان يضطلع به قبل ان تصميم المشروع ، وينبغي ان يبدأ بعد ذلك مراجعة بصورة مستقلة.
The report also says the information commissioner should write an annual report for Parliament on surveillance, that government should make a formal response and that Parliament should hold an annual debate on the subject. جاء في التقرير ايضا المفوض الاعلامي ينبغي ان يكتب تقريرا سنويا للبرلمان والترصد ، أن على الحكومة ان تجعل وردا رسميا ان البرلمان ينبغي ان تجري مناقشة سنويه حول هذا الموضوع.
The report, A Surveillance Society? , makes specific recommendations for the Home Office. التقرير ، ومراقبة المجتمع؟ ، وتقدم توصيات محددة لوزاره الداخلية. On the National Identity Register, the committee say the department should explicitly declare it will not routinely use the scheme’s administrative data, sometimes known as the data trail or the audit trail, to monitor people. على الهوية الوطنية السجل ، فإن اللجنة تقول الادارة ان تعلن صراحة انها لن يستخدم بصورة روتينيه المخطط البيانات الاداريه ، كما يعرف احيانا البيانات او اثر مراجعة الحسابات ، لرصد الشعب.
It should also make and publish contingency plans to be used in the event of the register’s biometric information being breached, and also for how access to its systems will be controlled. وينبغي ايضا ان تقدم وتنشر خطط طوارئ لاستخدامها في حال سجل المعلومات التي يجرى القياس الحيوي الذي اخل به ، وايضا لكيفية الوصول الى نظم التحكم.
Among the recommendations is that the Home Office should “take every opportunity to raise awareness of how and why the surveillance techniques provided for by the Regulation of Investigatory Powers Act might be used” as well as review the statutory oversight of the act. ومن بين التوصيات أن وزارة الداخلية ان "تغتنم كل فرصة لزيادة الوعي للكيفية وأسباب تقنيات المراقبة المنصوص عليها فى اللاءحه التنظيمية لسلطات التحقيق امكانيه استخدام قانون" فضلا عن الاشراف على اعادة النظر في النظام الاساسي للقانون. It should also publicise, with the information commissioner, how the data people give to the private sector – such as in retail purchases, use of blogs and on social networking sites – may be used to investigate crime. وينبغي ايضا ان publicise ، مع المفوض الاعلامي ، وكيفية البيانات الناس الى القطاع الخاص -- مثل تجارة التجزءه في المشتريات ، واستخدام بلوق على مواقع الشبكات الاجتماعية -- يمكن ان تستخدم للتحقيق في الجريمة.
On camera surveillance, the report says the Home Office should justify any extension of its use “by evidence of its effectiveness for its intended purpose”, and that it should undertake further research to evaluate the effectiveness of such schemes before allocating more funds to cameras. على كاميرا المراقبة ، ويقول التقرير ان وزارة الداخلية ان تبرر أي تمديد للاستخدام "دليل على فعاليته للغرض" ، وانه ينبغي اجراء مزيد من البحوث لتقييم فعالية هذه المخططات قبل تخصيص مزيد من الاموال لآلات التصوير.
In general, it says that the Home Office should, with every proposed extension of power over personal information, explicitly address the effect on the individual and society, and say where the balance will lie between protecting the public and preserving individual liberty. في العام ، فهي تقول ان وزارة الداخلية ينبغي ، مع كل التمديد المقترح للسلطة على معلومات شخصية ، تعالج صراحة إثر على الفرد والمجتمع ، ويقول فيها التوازن ستقع بين حمايه الجمهور والحفاظ على الحرية الفرديه.
The report includes examples of how surveillance based decision making can damage individuals. ويتضمن التقرير امثلة على كيفية اتخاذ القرارات على اساس المراقبة يمكن ان تلحق الضرر الافراد. They include the case of someone barred from working with children because they were arrested after an unfounded complaint of committing sex offences. وتشمل هذه حالة شخص منعت من العمل مع الاطفال لأنه ألقي القبض عليهم بعد شكوى لا اساس له من ارتكاب الجرائم الجنسيه.
In particular, the report insists that the Home Office “must not undertake or sponsor work” in using health records, or data held on children, for predictive profiling. وبوجه خاص ، يصر على ان تقرير وزارة الداخلية "يجب ألا او رعايه العمل" في استخدام السجلات الصحية ، او البيانات التي عقدت على الاطفال ، لتحديد ملامح التنبءيه.
“We reject crude characterisations of our society as a surveillance society,” the report says in its conclusions.
