Police and the Home Office are planning a significant upgrade of the CCTV network in a move that will deepen concern about a lurch towards a “surveillance society”. الشرطة ووزاره الداخلية هي رفع مستوى التخطيط كبير من الدوائر التلفزيونيه المغلقه في شبكة التحرك من شأنها ان تعمق القلق ازاء الترنح نحو "مجتمع مراقبة".
New laws would require camera operators to ensure that their equipment produces images good enough for police investigations. قوانين جديدة سيتطلب الكاميرا المشغلين لضمان ان معداتها تنتج صورا جيدة بما فيه الكفايه لتحقيقات الشرطة.
This follows an 18-month review carried out by the Home Office and the Association of Chief Police Officers (Acpo) amid concern about the quality of evidence supplied by millions of cameras. ويأتي ذلك بعد 18 شهرا في الاستعراض الذي اضطلعت به وزارة الداخلية ورابطة كبار ضباط الشرطة (acpo) وسط القلق ازاء نوعية الادله المقدمة من الملايين من الكاميرات. The findings are due to be published within weeks. وتعد نتائج المقرر ان ينشر في غضون اسابيع.
Britain has by far the largest number of cameras in the world with an estimated five million in public and private hands - about one for every 12 people. بريطانيا حتى الآن أكبر عدد من الكاميرات في العالم مع يقدر بخمسة ملايين دولار في القطاعين العام والخاص ايدي -- حوالي واحد لكل 12 شخصا.
It was disclosed last week that a London council was placing cameras in baked bean cans to spy on householders leaving their rubbish out on the wrong day. انه كان قد تم الكشف عنها في الاسبوع الماضي ان لندن وكان المجلس وضع كاميرات فى خبز فول علب للتجسس على مغادرة مناطقهم المستأجرون القمامه خارج عن الخطأ اليوم.
Last November, the Government’s privacy watchdog suggested that Britain was more snooped upon than almost any nation on earth. تشرين الثاني / نوفمبر الماضي ، الحكومة الخصوصيه الرقيب واقترح ان بريطانيا هي اكثر snooped عليها تقريبا من اي امة على وجه الارض.
An academic study concluded that within 10 years, surveillance will be all-pervasive, spurred on by Government claims that it is needed to fight terrorism. اكاديمي وخلصت الدراسه الى انه في غضون 10 سنوات ، وسيتم مراقبة جميع - المتفشي ، عن طريق دفع الحكومة تدعي أنها ضروريه لمكافحة الارهاب.
This proliferation has so alarmed MPs that the Commons home affairs select committee will today announce the first major parliamentary inquiry into “Big Brother” Britain. هذا الانتشار حتى بالانزعاج النواب ان المشاعات الشؤون الداخلية لجنة مختارة سوف يعلن اليوم اول الرئيسية التحقيق البرلمانيه الى "الاخ الاكبر" في بريطانيا.
The committee will also take evidence about the growth in state information systems - including the DNA database, which now contains almost four million samples. وستنظر اللجنة ايضا ادلة عن النمو في الدولة نظم المعلومات -- بما فى قاعدة بيانات الحمض النووي ، التي تحتوي الآن على ما يقرب من أربعة ملايين العينات. There were 700,000 on the database when Labour took office in 1997. هناك 700000 على قاعدة بيانات العمل عندما تولى منصبه فى عام 1997.

The CCTV review was ordered after the July 7 bombings in London in 2005 which demonstrated the importance of the cameras by picking up the terrorists on the way from Luton to London. فان الدوائر التلفزيونيه المغلقه استعراض امرت بعد تفجيرات 7 يوليو فى لندن فى عام 2005 والتي اظهرت أهمية آلات التصوير عن طريق التقاط الارهابيين على الطريق من لوتون لندن.
But police found many of the images they acquired, especially those from private and commercial sources, were not good enough. ولكن عثرت الشرطة على العديد من الصور اكتسبوا ، وخاصة اولئك الذين ينتمون الى القطاع الخاص ومصادر تجارية ، ليست جيدة بما فيه الكفايه.
Police chiefs believe the system has developed in a ”piecemeal” way and the time has come to impose rules on the type of cameras used. قادة الشرطة يعتقدون النظام وضعت في "تدريجي" الطريقة والوقت قد حان لفرض قواعد على نوع من الكاميرات المستخدمة.
The growth of digital cameras has particularly alarmed officers. نمو الكاميرات الرقميه قد بالجزع بصفة خاصة ضباط. Computerised images using hundreds of different software systems are more difficult to access than analogue videos. حوسبه الصور باستخدام مئات من مختلف نظم البرمجيات هي اكثر صعوبة من الوصول الى اشرطه الفيديو التناظريه.
The review involved a huge consultation exercise with manufacturers, retailers, transport representatives, local authorities and police anti-terrorism units. اشترك فى الاستعراض ضخم ممارسة التشاور مع المصنعين وتجار التجزءه ، والنقل وممثلو السلطات المحلية والشرطة وحدات مكافحة الارهاب.
A draft report proposes regulations to require CCTV equipment to conform to police specifications, but this has to be agreed by Home Office ministers. مشروع يقترح التقرير لوائح تشترط على معدات الدوائر التلفزيونيه المغلقه لتتوافق مع المواصفات الشرطة ، ولكن هذا قد يتم الاتفاق عليها من قبل وزارة الداخلية الوزراء. Police want operators to take advantage of new technologies such as smart cameras that can automatically identify people and analyse their behaviour. الشرطة تريد المشغلين الى الاستفادة من التكنولوجيات الجديدة مثل الكاميرات الذكيه التي يمكنها تلقائيا التعرف على الناس وتحليل سلوكهم.
Graeme Gerrard, the deputy chief constable of Cheshire and the Acpo spokesman on CCTV, said: ”We have a very good infrastructure but we are not making the best use of it. غرايم جيرارد ، ونائب مدير الشرطة من تشيشاير وacpo المتحدث عن الدوائر التلفزيونيه المغلقه ، وقال : "لدينا بنية تحتية جيدة جدا ولكن نحن لسنا الاستفادة القصوى منه.
