Management-Issues - ادارة القضايا | As the FBI embarks on a $1bn programme to build the world’s largest computer database of peoples’ physical characteristics, UK employers are being warned they need to think long and hard before introducing biometric technology such as iris, fingerprint and palm scans into the workplace. | كما يبدأ مكتب التحقيقات الاتحادي على برنامج 1bn دولار لبناء الأكبر في العالم في قاعدة بيانات حاسوبيه للالشعوب الخصائص الفيزياءيه ، ويجري اصحاب العمل في المملكه المتحدة وحذر انهم بحاجة الى التفكير طويلا وشاقا قبل ادخال التكنولوجيا البيومتريه مثل ايريس ، وبصمات الاصابع والمسح الى النخيل مكان العمل.
British HR and employment law organisation Croner has said employers are increasingly turning to such technologies to enhance their security within the workplace, but there has as yet been little thought given to the possible data protection and human rights ramifications of doing this. البريطانية للموارد البشريه والتوظيف القانون croner قالت منظمة ارباب العمل بشكل متزايد وانتقل الى هذه التكنولوجيات لتعزيز الامن داخل مكان العمل ، ولكنه قد يتم بعد التفكير قليلا ونظرا الى امكانيه حمايه البيانات وحقوق الانسان من عواقب ذلك.
Biometric technologies can identify people by measuring an aspect of their anatomy or physiology through, for example, automatic fingerprint identification or iris and retina scanning. البيومتريه التكنولوجيات يمكن الشعب من خلال قياس وتحديد جانبا من جوانب من خلال تشريح او فسيولوجيا ، على سبيل المثال ، تحديد بصمات الاصابع التلقائي او مسح القزحيه والشبكيه.
The data captured is then converted into a biometric template against which the part of the body is compared when it is scanned. البيانات استولت بعد ذلك تحولت الى نموذج من الهوية التي ضد جزء من جسم هو انه عند مقارنة الممسوحه ضوئيا.
The possible uses of the technology are wide-reaching and, in addition to protecting sensitive information, include controlling access to buildings and clocking-in systems. الاستخدامات الممكنة للتكنولوجيا واسعة النطاق ، بالاضافة الى حمايه المعلومات الحساسة ، وتشمل مراقبة الدخول الى المباني وتسجيل وقت - في النظم.
Last month the FBI announced it was to spend $1bn building the world’s largest computer database of such physical characteristics, a project that observers warned would give the government unprecedented abilities to identify individuals both within the US and people coming in from abroad. وفي الشهر الماضي أعلن مكتب التحقيقات الفيديرالي وكان لانفاق مبلغ 1bn بناء الأكبر في العالم في قاعدة بيانات حاسوبيه لهذه الخصائص الفيزياءيه ، وهذا من شأنه ان يعطي المراقبين حذر الحكومة التي لم يسبق لها مثيل لتحديد قدرات الافراد على حد سواء داخل الولايات المتحدة والاشخاص القادمين من الخارج.
Critics have expressed concern that people’s bodies will become de facto national identification cards and have argued that such initiatives should not proceed without proof that the technology really can pick a criminal out of a crowd. النقاد اعرب عن قلقه من ان الهيئات الشعبية وسوف تصبح بحكم الامر الواقع بطاقات الهوية الوطنية وقالوا ان مثل هذه المبادرات ينبغي ان لا يمضي من دون دليل على ان التكنولوجيا يمكن حقا اختيار الجناءيه من الحشد.
Part of this 10-year project will see the agency retain, upon request by employers, the fingerprints of employees who have undergone criminal background checks, so that they can be notified if employees have had any brushes with the law. جزء من هذا المشروع 10 سنة وسوف نرى الابقاء على الوكالة ، بناء على طلب من ارباب العمل ، وبصمات الاصابع للموظفين من خضعت لفحص خلفية جناءيه ، حتى يتمكنوا من ابلاغ الموظفين اذا كان لها اي وفرش وفقا للقانون.
Within the UK, some employers are already looking to introduce such biometric systems to combat security breaches, said Croner, but any organisation doing so needed to be fully aware of the potential ramifications. داخل المملكه المتحدة ، وبعض ارباب العمل بالفعل أتطلع لادخال مثل هذه النظم من الهوية لمكافحة انتهاكات الامن ، وقال croner ، ولكن اي منظمة القيام بذلك يحتاج الى وعي تام للعواقب المحتملة.
More widely, the UK Border Agency recently announced the use of fingerprint checks on all visa applicants. على نطاق أوسع ، فإن المملكه المتحدة اعلنت مؤخرا عن وكالة الحدود استخدام الشيكات بصمات الاصابع على جميع طالبي التأشيرات.
So far 10,000 visa applicants have been identified that had previously been fingerprinted in connection with UK immigration or asylum cases. حتى الان 10000 طالبي التأشيرات وقد تم تحديد ان كان بصم باصبعه في المملكه المتحدة فيما يتعلق بالهجره او اللجوء الحالات.
Some schools have also introduced automated fingerprint testing systems into libraries for the loan of books and for cashless catering. بعض المدارس وأدخلت ايضا اختبار البصمه الآلي الى نظم المكتبات لاعارة الكتب والنقدية لتقديم الطعام.
When introducing a new system using biometric technology, employees needed to be informed of the reasons for its introduction, how it works and the benefits to both employer and worker, advised Croner. وعند ادخال نظام جديد من الهوية باستخدام التكنولوجيا ، والموظفين بحاجة الى علم اسباب عرضه ، وكيف تعمل والفوائد التي تعود على كل من ارباب العمل والعمال ، ونصحت croner.
It is also good practice for the employer to hold meetings with staff to demonstrate it and answer any questions concerning its operation. وهي جيدة ايضا لممارسة رب العمل لعقد لقاءات مع الموظفين لاثبات انه والرد على اي اسءله بشأن عملها. It may be a good idea, too, to trial it before implementing it fully. قد يكون فكرة جيدة ، ايضا ، الى المحاكمه امام تنفيذها على اكمل وجه.
Employees, Croner added, will need to be reassured that their personal data (such as their fingerprints) will only be used for the purposes specified by the employer and that the information will be kept secure. الموظفين ، واضاف croner ، سوف تحتاج الى الاطمئنان الى ان بياناتهم الشخصيه (مثل بصمات الاصابع) لن تستخدم الا للاغراض المحددة من قبل صاحب العمل وأن المعلومات التي سيتم حفظها بشكل مصون.
And employers need to ensure there are high standards of security in place to protect the information from being used for unlawful reasons or for any reasons which have not been communicated to the employees. ارباب العمل والحاجة الى ضمان وجود مستويات عالية من الأمن في المكان لحمايه المعلومات من ان تستخدم لأسباب غير مشروعة او لاية اسباب والتي لم يتم ابلاغها الى الموظفين.
Finally, the information has to be protected from accidental loss, destruction or damage but that any biometric data is destroyed when it is no longer needed. واخيرا ، فان المعلومات التي ينبغي حمايتها من الخسائر العرضيه ، وتدمير او ضرر ولكن اي بيانات القياس الحيوي هو دمرت في حين انه لم تعد هناك حاجة اليه.
Gillian Dowling, employment consultant with Croner, said: “Advances in technology mean that this is now a realistic means of protecting property, data and personnel for employers and is no longer the exclusive preserve of high-security areas. جيليان داولنغ ، والعمل مع الخبير الاستشاري croner ، وقال : "اوجه التقدم فى التكنولوجيا يعني ان هذا هو واقعي الآن وسيلة لحمايه الممتلكات ، وبيانات الموظفين وأرباب العمل للم يعد حكرا على درجة عالية من الأمان المجالات.
“Although it may sound futuristic, if the introduction is handled properly the benefits can be seen at all levels of an organisation in improved efficiency and security,” she added. "ورغم انه قد المستقبليه السليمه ، واذا كان التعامل على النحو الصحيح هو مقدمة فوائد يمكن ان ينظر اليه على جميع المستويات للمنظمة في تحسين الكفاءه والامن الدوليين ،" واضافت.
