Everyone applying to enter the UK for longer than six months will need to procure biometric visas from March, Britain’s prime minister Gordon Brown has announced as part of his urgent new counter-terrorism strategy, unveiling a scheme that no longer makes a distinction between countries like Pakistan presumed to be “high-risk” and the rest of the world. الجميع تطبيق لدخول المملكه المتحدة لمدة اطول من ستة اشهر وسوف الحاجة الى شراء التأشيرات البيومتريه من اذار / مارس ، رئيس وزراء بريطانيا غوردون براون قد اعلن عنها كجزء من بلدة جديدة عاجلة استراتيجية لمكافحة الارهاب ، وازاحة الستار عن المخطط الذي لم يعد يميز بين بلدان مثل باكستان ويفترض ان تكون "عالية الخطوره" وبقية العالم.
Less than a month after Britain suffered three separate, botched car-bomb attacks allegedly led by Bangalore engineer Kafeel Ahmed, his doctor brother Sabeel and other West Asian medics, Brown said recent experience indicated the UK urgently needed to double the 28-day period currently allowed to police to detain suspected terrorists without charge. بعد أقل من شهر بعد ان تعرض بريطانيا ثلاث عمليات منفصلة ، botched لسيارة مفخخة ويزعم ان الهجمات التى تقودها بنغالور المهندس احمد kafeel ، طبيبة الاخ sabeel اخرى في غرب آسيا واطباء ، وقال براون ان التجربه الاخيرة واشارت المملكه المتحدة حاجة ماسة الى مضاعفة فترة 28 يوما في الوقت الراهن يسمح للشرطة باحتجاز المشتبه في انهم ارهابيون دون توجيه اتهام اليه.
The changes to Britain’s visa policy mean that Indians and other nationals of countries not currently classified as “high-risk” would need biometric or electronically-verifiable visas to enter. التغييرات التي ادخلت على سياسة التأشيرات بريطانيا يعني ان الهنود وغيرهم من رعايا البلدان في الوقت الراهن لا تصنف على انها "شديدة الخطوره" من شأنه ان الحاجة من الهوية او الكترونيا الى تأشيرات لدخول قابلة للتحقق.
In a nod to the ongoing prosecution of Sabeel and his alleged West Asian conspirators in the London and Glasgow attacks, even as Kafeel remains critically ill with 92 per cent burns, Brown pointed out that “during the recent period six people had to be held for 27 or 28 days.” في الايماءه الى إستمرار محاكمة sabeel والذي يدعي انه غرب آسيا المتآمرين في هجمات لندن وغلاسكو ، حتى في حالة صحيه حرجة kafeel لا يزال 92 فى المائة مع بيرنز ، براون واشار الى ان "خلال الفترة الاخيرة ستة اشخاص وكان لا بد من عقد لل 27 او 28 يوما. "
Sabeel was charged a full 14 days after he was detained for questioning, thereby becoming the first Indian to be accused of overseas terrorist activities. Sabeel تهمة كامل بعد 14 يوما واحتجز لاستجوابه ، واصبح بذلك اول الهندية الى أن تتهم بأنها وراء البحار الانشطه الارهابيه.
Another of the Ahmed brothers’ alleged conspirators, Dr Mohammed Asha, was charged nearly three weeks after he was originally picked up by police. آخر من الاخوة احمد 'المتآمرين المزعومين ، والدكتور محمد أ ش أ ، كلفت ما يقرب من ثلاثة اسابيع بعدما كان في الاصل التقطت من قبل الشرطة.
Sketching out the global spread of the terrorist threats to Britain, reaching as far away as into India, Brown told parliament on Wednesday that the London and Glasgow attacks “were the 15th attempted terrorist plot on British soil since 2001″; that “the police and security services are currently having to contend with around 30 known plots, and monitor over 200 groupings or networks and around 2,000 individuals” and longer detention without charge of suspects was essential because “there may be huge quantities of material evidence to be analysed and there is a need for assistance from other countries.” التخطيط الى ان الانتشار العالمي للتهديدات الارهابيه لبريطانيا ، حيث بلغ بعيدة مثل الى الهند ، قال براون البرلمان يوم الاربعاء ان لندن وغلاسكو الهجمات "الارهابيه الخامس عشر مءامره على التربة البريطانية منذ عام 2001" ان "والشرطة الاجهزه الامنية في الوقت الحاضر ان تضطر الى ان تتعامل مع نحو 30 قطعة ارض معروفة ، ورصد ما يزيد على 200 من المجموعات او الشبكات والافراد لعام 2000 حول "ويعد احتجاز المشتبه فيهم دون توجيه تهمة امر اساسي لانه" قد تكون هناك كميات هاءله من الادله الماديه التي ينبغي تحليلها وهناك الحاجة الى المساعدة من دول اخرى. "
The London and Glasgow attacks prompted British police and security services to launch an investigation spanning three continents and multiple countries, including India and Australia, where the Ahmed brothers’ cousin Mohammed Haneef was detained and charged with “reckless” assistance to a terrorist conspiracy. لندن وغلاسكو الهجمات دفعت الشرطة البريطانية واجهزة الامن لاطلاق التحقيق التي تغطي ثلاث قارات وبلدان متعددة ، من بينها الهند واستراليا ، حيث الاخوة احمد 'ابن عم محمد haneef قد اعتقل ووجهت اليهم تهمة" متهور "تقديم المساعدة الى مءامره ارهابية.
The British government’s proposed change to detention without charge is highly controversial and considered a politically-sensitive counter-terrorism measure, with opposition parties and activist groups arguing it will curtail key civil liberties embedded in the British way of life. الحكومة البريطانية الى التغيير المقترح رهن الاعتقال بدون تهمة جدا للجدل والتي تعتبر حساسه سياسيا - قياس مكافحة الارهاب ، مع أحزاب المعارضة والجماعات الناشطه بحجه انها سوف لحد من الحريات المدنيه الاساسية التي تكمن في اسلوب الحياة البريطانية.
But commentators agree that the recent London and Glasgow attacks may persuade the government’s critics to agree to longer police incarceration of suspected terrorists without charge. ولكن المعلقين توافق على ان الاخيرة لندن وغلاسكو هجمات ايار / مايو اقناع منتقدي الحكومة ان توافق على سجن الشرطة تعد للارهابيين المشتبه فيهم بدون توجيه تهمة لهم.
Brown, who revealed that British police and security forces had managed to convict 30 people so far this year for terrorist activity, said Britain and much of the world had to “confront a generation-long challenge to defeat Al Qaeda inspired terrorist violence” with long-term measures. براون ، البريطاني من كشف ان الشرطة وقوات الأمن قد تمكنت من ادانة 30 شخصا حتى الان من هذا العام للنشاط الارهابي ، وقال وبريطانيا واجزاء كثيرة من العالم ، كان "جيل واحد فى مواجهة التحدى الذى دام لهزيمة القاعده من وحي العنف الارهابي" لفترة طويلة - اتخاذ تدابير على المدى.

In a further ambitious, international, far-reaching and financially big-ticket hearts-and-minds measure, Brown said his government would provide funding for a new BBC Arabic television channel and an “editorially-independent Farsi TV channel for the people of Iran”. وفي رسالة اخرى طموحة ، والدولية ، بعيدة المدى وماليا كبيرا - تذكرة قلوب وعقول الاجراء ، وقال براون ان حكومته ستوفر التمويل اللازم لاذاعة / بى بى سى العربية الجديدة وقناة تلفزيونيه "بشكل تحريري - القناة التلفزيونيه المستقلة الفارسيه لشعب ايران ".
Britain is also to institute a new “unified border force” of immigration and customs officers to boost the fight against terrorism, the prime minister said. بريطانيا ايضا الى المعهد جديد "قوة موحدة للحدود" من موظفي الهجره والجمارك لتعزيز الكفاح ضد الارهاب ، قال رئيس الوزراء.
