Amnesty accuses Moz police of torture منظمة العفو تتهم الشرطة التعذيب MOZ
AFP | Police in Mozambique are killing and torturing people with near total impunity, according to a report by Amnesty International released on Tuesday. اف ب | الشرطة في موزامبيق وقتل وتعذيب الناس بالقرب من الافلات التام من العقاب ، استنادا الى تقرير صدر عن منظمة العفو الدولية اطلق سراحهم يوم الثلاثاء.
“Police in Mozambique seem to think they have a licence to kill and the weak police accountability system allows for this,” Michelle Kagari, deputy director of Amnesty International’s Africa Programme, said in the report. "الشرطة في موزامبيق ويبدو ان التفكير لديهم رخصة لقتل الشرطة وضعف المساءلة ويسمح هذا النظام لهذا ،" kagari ميشيل ، نائب مدير منظمة العفو الدولية لبرنامج افريقيا ، وقال في التقرير.
“In almost all cases of human rights violations by police - including unlawful killings - no investigation into the case and no disciplinary action against those responsible has been undertaken, nor has any police officer been prosecuted,” it added. "وفي جميع الحالات تقريبا من انتهاكات حقوق الانسان من جانب الشرطة -- بما فيها عمليات القتل غير المشروع و-- اي تحقيق في القضية وعدم اتخاذ اجراءات تاديبيه ضد المسؤولين وقد اضطلع ، ولا لأي ضابط شرطة للمحاكمة ،" واضافت.
The report, entitled ‘Licence To Kill’, also noted that Mozambican police faced “numerous challenges stemming from high crime rates, a backlog of criminal cases in the judicial system, and occasional violence against police by criminal elements”. تقرير بعنوان 'رخصة للقتل' ، كما لوحظ ان الشرطة الموزمبيقيه واجهت "العديد من التحديات الناجمة عن ارتفاع معدلات الجريمة ، ما تراكم من القضايا الجناءيه في النظام القضائي ، وأحيانا العنف ضد الشرطة من قبل عناصر اجراميه".
It noted that these had led to the police dealing with suspects and criminals violently and at times killing suspects. ولاحظت ان هذه قد أدت الى تعامل الشرطة مع المشتبه فيهم والمجرمين في بعض الاحيان بعنف وقتل المشتبه فيهم.
The report mentioned the killing of protesters in February 2008, who were demonstrating in Maputo against hikes in transport fees. واشار التقرير الى قتل المتظاهرين في شباط / فبراير 2008 ، من كانوا يتظاهرون في مابوتو ضد الزيادات في رسوم النقل.
At least three people were killed while 30 others were injured, some of them seriously, with stray bullets. على الاقل ثلاثة اشخاص قتلوا في حين ان 30 اخرين اصيبوا بجروح ، بعضها خطيرة ، مع رصاصات طاءشه.
“The police have generally been unresponsive to the public, providing very little information to those who have lodged complaints against the police for human rights violations. "الشرطة بشكل عام غير مستجيب لعامة الناس ، وتوفير معلومات قليلة جدا من تلك التي قدموا شكاوى ضد الشرطة لانتهاكات حقوق الانسان. Victims virtually never receive compensation for these violations,” the report said. ضحايا على الاطلاق تقريبا في الحصول على تعويض عن هذه الانتهاكات ، "وذكر التقرير.
Kagari said it was vital that any officer suspected of involvement in human rights violations be held to account. Kagari : قال انه من الحيوي ان اي موظف يشتبه في تورطهم في إنتهاكات حقوق الانسان التي ستعقد على الحساب.
“Police officers must be made aware that they cannot torture, beat and kill with impunity,” she said. "ضباط الشرطة ويجب ان يدرك انه لا يمكن للتعذيب ، وقتل فاز مع الافلات من العقاب" ، قالت.
“They must be held responsible for their actions if policing is ever going to change for the better in Mozambique.” "يجب ان تكون مسؤولة عن اعمالهم اذا الشرطة من اي وقت مضى الذهاب الى التغيير نحو الافضل في موزامبيق."
Amnesty’s report comes one day after the president of Mozambique’s leading human rights organisation, Liga dos Direitos Humano (LDH, the League for Human Rights), Alice Mabota told reporters at a press conference in Maputo that the human rights situation in Mozambique had deteriorated in the past few months. ويأتي تقرير منظمة العفو بعد يوم واحد من رئيس موزامبيق الراءده في منظمة حقوق الانسان ، Liga دوس Direitos Humano (ldh ، وجامعة لحقوق الانسان) ، أليس mabota للصحافيين في مؤتمر صحافي عقد في مابوتو ان حالة حقوق الانسان في موزامبيق قد تدهورت في الاشهر القليلة الماضية.
