“But the sensitive nature of the information which may be yielded by DNA heightens the degree of responsibility borne by the Government,” it says. "ولكن الطبيعة الحساسة للمعلومات التي يمكن أن تسفر عن طريق الحمض النووي يزيد من درجة المسؤولية التي تتحملها الحكومة ،" تقول. “The Home Office must work with the National Policing Improvement Agency and the police to set and observe a regulatory framework which protects individuals from unnecessary invasions of privacy and loss or unauthorised use of their genetic material and information gleaned from it. "وزارة الداخلية يجب ان تعمل مع تحسين وكالة الشرطة الوطنية والشرطة لتحديد ومراقبة وضع اطار تنظيمي الذي يحمي الافراد من الغزو لا داعي لها من الخصوصيه وخسارة او استعمال غير مرخص به من المواد الجينيه ومعلومات استقاها من ذلك.
“The Home Office should actively support the NPIA in its efforts to reduce the rate of replication on the NDNAD. "وزارة الداخلية ينبغي ان تدعم بنشاط npia في جهودها الراميه الى تخفيض معدل تكرارها على ndnad. Inaccuracies in the information on the database must be corrected to enable the police and the public to reap the full benefit of the NDNAD.” عدم الدقه في المعلومات عن قاعدة البيانات ، يجب تصحيحه لتمكين الشرطة والجمهور لجني الفاءده الكاملة من ndnad ".
The report is in favour of the Government’s assurances that the National DNA Database won’t be used to “correlate particular genetic characteristics with propensity to commit crime” – genetic profiling, in other words. التقرير هو في صالح تأكيدات الحكومة ان اللجنة الوطنية لقاعدة بيانات الحمض النووي لن يستخدم "لربط الخصائص الجينيه ولا سيما مع الميل الى ارتكاب جريمه" -- سمات الوراثيه ، وبعباره اخرى.
“We recommend that the Home Office renew this assurance in conjunction with the Government’s conclusions on the review of the Police and Criminal Evidence Act,” the report says. "ونحن نوصي بان وزارة الداخلية تجديد لهذا الضمان ، بالاشتراك مع حكومة استنتاجات عن استعراض للقانون الشرطة والادله الجناءيه ،" حسبما ورد في التقرير. “We recommend that the Home Office make public at the earliest stage any plans to revisit this issue. "ونحن نوصي بان وزارة الداخلية تعلن عن القيام فى المرحلة الاولى اى خطط لاعادة النظر في هذه المساله. “ "
Transparency الشفافيه
It says that Government consultations on the issue should be transparent, and help to clarify “the purposes and processes of DNA collection and retention”. وتقول الحكومة ان المشاورات حول هذه المساله ينبغى ان تكون شفافة ، ويساعد على توضيح "مقاصد والحمض الريبي النووي من عمليات جمع والاحتفاظ بهم".
“There have been calls for an expansion of the National DNA Database to include profiles connected with non-recordable offences and for a ‘universal database’ and for the Government to reconsider its policy on retaining the profiles of those who have been arrested but not charged,” the report says. "كانت هناك تدعو إلى توسيع قاعدة البيانات الوطنية من الحمض الريبي النووي لتشمل الملامح غير المرتبطه بالجرائم وتسجيل ل' قاعدة البيانات الشامله 'وبالنسبة للحكومة لاعادة النظر في سياستها على الابقاء على تلك لمحات من تم القبض عليهم ولكن لا تحمل ، "حسبما ورد في التقرير.
“In order to facilitate a full debate and an appropriate level of Parliamentary scrutiny we recommend that alongside any conclusions of the PACE review the Government introduce primary legislation to replace the current regulatory framework for the National DNA Database. "من اجل تسهيل مناقشة كاملة وعلى مستوى مناسب من التدقيق البرلماني ونحن نوصي بأن جنبا الى جنب مع اي استنتاجات من وتيرة اعادة النظر فى ادخال الحكومة والتشريع الاساسي ليحل محل الاطار التنظيمي لقاعدة بيانات وطنية من الحمض الريبي النووي. We recommend that this legislation provide for a more accessible mechanism by which individuals can challenge the decision to retain their records on the Database. ونحن نوصي بأن هذا التشريع لتوفير المزيد من الوصول اليه من قبل الذي يمكن فيه للأفراد الطعن في قرار الابقاء على السجلات على قاعدة البيانات.
“The Government should reconsider the ways in which National DNA database information is collected, handled stored and transferred,” it continues. "يجب على الحكومة ان تعيد النظر في السبل التي من الحمض الريبي النووي قاعدة بيانات وطنية تجمع المعلومات ومعالجتها وتخزينها ونقلها ،" انه لا يزال مستمرا.
“In particular we recommend that in order to minimise the data held, the Home Office and the police should review the identifiers used for samples and the policy of retaining samples.” "ولا سيما ونحن نوصي بأن بغية التقليل الى الحد الأدنى الذي عقد البيانات ، وزارة الداخلية والشرطة وينبغي اعادة النظر في تحديد الهوية المستخدمة للعينات وسياسة الابقاء على العينات".
