Patrick Wintour باتريك wintour and و Nicholas Watt نيكولاس وات. | Gordon Brown is planning to help hard-pressed families in the wake of Labour’s drubbing in the elections with a package including the expansion of shared equity schemes to boost the housing market, the shelving of plans for council rubbish taxes, and putting more pressure on supermarkets to contain food price rises. | غوردون براون هو التخطيط لمساعدة الأسر التي تعاني من ضغوط شديدة في اعقاب العمل للالضرب في الانتخابات مع مجموعة متكاملة بما في ذلك توسيع نطاق العدالة خطط مشتركة لدعم سوق الاسكان ، وتراجع خطط لمجلس القمامه الضرائب ، ووضع اكثر الضغط على المتاجر الكبرى لاحتواء ارتفاع اسعار الاغذيه.
But the prime minister has ruled out rushing through a compensation package for the abolition of the 10p tax rate ahead of the Crewe and Nantwich byelection on May 22, fearing that it would turn the vote into a referendum on the issue. ولكن رئيس الوزراء استبعد التسرع من خلال مجموعة التعويضات لالغاء 10p من معدل الضريبه من قبل وCrewe byelection Nantwich 22 ايار / مايو ، خشية ان يؤدي بدوره للتصويت الى استفتاء حول هذه المساله.

The disclosure of the essential elements of Brown’s fightback plan came as he took personal responsibility for the local elections debacleby admitting that his obsession with policy detail may have obscured the communication of big messages. الكشف عن العناصر الأساسية للخطة براون fightback جاء انه يعتبر المسؤولية الشخصيه للانتخابات المحلية debacleby ان نعترف بأن له مع هاجس سياسة قد يكون لها من التفاصيل الاتصال على تمويه كبير من الرسائل.
He also tried to assure voters that he was fully aware of their feelings over rising food and fuel prices. وقال انه حاول أيضا لاعطاء الناخبين بأنه كان على علم تام مشاعرهم اكثر من ارتفاع اسعار الوقود والغذاء. “I do understand this and I feel the hurt they feel,” he told the BBC’s Andrew Marr Show. "انا لا افهم هذا وانا اشعر انهم يشعرون الاذى ،" وقال لهيئة الإذاعة البريطانية أندرو marr للعرض.
He went on to insist that he was not remote from the concerns of ordinary people. واضاف ان الإصرار على انه لم يكن بعيدا عن اهتمامات الناس العاديين. “You know I come from a pretty ordinary background … we as a family felt under pressure when the economy was going through difficult times. "تعلمون انني انتمي الى خلفية جميلة عادية… ونحن كما ترى الاسرة تحت ضغط وقت ان كان الاقتصاد الاوقات الصعبة التى يمر بها.
“I understand what people are thinking and I understand what people are feeling. "انني افهم ما هي تفكير الناس وأنا أفهم ما هي شعور الناس. And I believe that I’m the right person to lead people through this.” واعتقد ان انا الشخص المناسب لقيادة الشعب من خلال ذلك ".
The deputy leader, Harriet Harman, said the party had to make its language more understandable. نائب زعيم ، هاريت harman ، ان الحزب كان علي أن لغته اقرب الى الفهم. She said: “We have to have more of a focus on family finances as well as on the overall economic strategy of keeping the economy stable.” وقالت : "ان يكون لدينا اكثر من التركيز على الشؤون المالية للأسرة وكذلك على مجمل الاستراتيجيه الاقتصادية للابقاء الاقتصاد مستقرة".
Some of his closest allies in the cabinet are urging Brown to take greater risks and show greater definition by taking on enemies. بعض من اقرب حلفائها في مجلس الوزراء هي حث براون على ان تولى مزيدا من المخاطر وابداء قدر أكبر من التعريف عن طريق اتخاذ الاعداء.
Despite despair at the party’s performance, and Brown’s plunging popularity, there was no sign of a challenge to the leadership from inside the cabinet. وبالرغم من اليأس في اداء الحزب ، وهبوط شعبية براون ، لم يكن هناك دليل على تحد لقيادته من داخل مجلس الوزراء.

He has until the end of the year to do it and he must show within the next three months that he is heading in the right direction. وقال انه حتى نهاية العام الى القيام بذلك وقال انه يجب ان تظهر في غضون الثلاثة اشهر المقبلة انه يتجه في الاتجاه الصحيح.
“That will determine whether these results turn out to be our 1991, the moment John Major recovered, or our 1995, the moment Tony Blair became undefeatable. "الذي سيحدد ما اذا كانت هذه النتائج ان تتحول الى ان تكون لدينا عام 1991 ، استرد لحظة جون ميجور ، او لدينا عام 1995 ، اصبح توني بلير لحظة undefeatable. At the moment everything is up for grabs. في هذه اللحظة كل شيء حتى لالمسكات. It could easily go either way. ويمكن بسهولة يذهب هذا الاتجاه او ذاك.
“The problem with these young cabinet ministers is that they don’t have teenage children who can tell them they’re sounding or looking prats. "المشكلة مع هؤلاء الشباب هو ان مجلس الوزراء ليس لديهم اطفال من سن المراهقه يمكن أن نقول لهم انهم يبحثون او سبر براتس. They’re at the stage with their children of just telling them to go to bed when they’re awkward. انهم في مرحلة مع اولادهم فقط نقول لهم إن أغفو حين انهم غير المريحه. You can’t do that with the electorate”. انت لا تستطيع ان تفعل ذلك مع الناخبين ".
Brown insisted he was not going to be shifted only 10 months into the job saying: “I am resolute and determined, and I’ve got convictions and ideas, and I’m not going to be put off by a few days’ headlines from the job that I’m determined to do for this country. براون اصر على انه لن تكون سوى 10 شهرا انتقل الى العمل قائلا : "انا وحازمه ومصممة ، وأنا عندي القناعات والافكار ، وأنا لن يكون تأجيل من قبل أيام قليلة من العناوين الوظيفة التي انا مصممة على ان تفعل هذا البلد.
He also touched on the possible reasons for the election debacle. وتطرق الى الاسباب المحتملة لانتخاب كارثه. “Perhaps I’ve spent too little time thinking about how we can get our arguments across to the public,” he told the Andrew Marr Show. "ربما كنت أمضي وقتا قليلا جدا للتفكير في الكيفيه التي يمكننا الحصول عليها عبر حججنا امام الجمهور ،" وقال اندرو marr عرض. “And now of course I think people are saying, look can you show us that you can come through these difficult situations. "وبطبيعة الحال الآن واعتقد ان الناس قائلا : هل يمكن ان ننظر تبين لنا انك لا يمكن ان يتحقق من خلال هذه الاوضاع الصعبة. And I believe we will.” واعتقد اننا سوف ".
Downing Street hopes the plan to reinvigorate the housing market by expanding shared equity ownership schemes - so far limited to a small number of key workers - will increase the take-up by making buying easier for first-timers. ويأمل الشارع لاسقاط خطة لاعادة تنشيط سوق الاسكان المشتركة من خلال توسيع نطاق ملكيه الاسهم مخططات -- اقتصر حتى الان على عدد صغير من العمال الرئيسية -- من شأنها ان تزيد من اتخاذ القرارات من قبل - حتى يسهل على شراء الأولى من الوقت. The government has already announced two new Open Market HomeBuy products allowing those who sign up to buy as little as 50%of the property, with a low interest loan on the remainder. الحكومة سبق ان اعلنت وظيفتين جديدتين في السوق المفتوحه homebuy السماح لهذه المنتجات من الاشتراك لشراء ما لا يزيد على 50 ٪ من الممتلكات ، مع انخفاض الفاءده على القروض المتبقية. However, critics say the government has spent £350m on a scheme that has helped just 700 families. ومع ذلك ، يقول النقاد وقد انفقت الحكومة 350m جنيه استرليني على ان المخطط قد ساعد 700 اسرة فقط.
No 10 also signalled that it would reject an extension of rubbish or bin taxes when five pilots, not due to be completed in 2012, are completed. لا 10 كما يشير الى انه يرفض تمديد بن القمامه او الضرائب عند الطيارين الخمسة ، وليس من المقرر ان ينتهى فى عام 2012 ، والانتهاء منها. “Punitive rises in council taxes is not what we need” said one source. The third element of the plan - action on rising food prices - will comprise backing efforts from the competition commission to pressure supermarkets to restrain price rises at a time of high profits. والعنصر الثالث من الخطة -- العمل على ارتفاع اسعار المواد الغذاءيه -- وسيتألف من دعم الجهود التي تبذلها لجنة المنافسة للضغط على المتاجر الكبرى لكبح جماح ارتفاع الاسعار في وقت من الارباح العالية.
